Main responsibilities of the Tongren Municipal Big Data Development Administration:

(1) Implement relevant laws, regulations, and rules, and organise the implementation of technical specifications and standards for the big data and information technology industries.

(2) Be responsible for coordinating the construction and management of data resources. Coordinate the collection, aggregation, registration, management, sharing, and opening of government data, promote the aggregation, integration, and interconnection of social data, and coordinate the construction of a big data security system and security protection work.

(3) Coordinate the construction of government informatisation and e-government across the city, promote the integration of government information systems and data sharing and openness, facilitate the integration and application of big data with government services, and coordinate the construction of ‘Digital Tongren.’

(4) Research and formulate plans, policies, and evaluation systems for informatisation construction, information infrastructure, and big data development across the city, and organise their implementation. Conduct research on big data development and application policies, and propose policy recommendations for promoting application, optimising industrial layout, and adjusting industrial structure.

(5) Responsible for coordinating the city's informatisation development and big data integration and application. Guide and coordinate the integration of big data with the ‘four areas of integrated development’ (integration with the real economy, social governance, public services, and rural revitalisation); coordinate the development of the telecommunications industry; promote the integration of telecommunications, broadcasting, television, and computer networks; and be responsible for informatisation emergency coordination work.

(6) Responsible for the planning, construction, and efficient use of the city's big data operations centre. Coordinate the planning and construction of electronic government infrastructure, and be responsible for the construction and management of a unified big data platform for the entire city. Supervise and manage the city's network and information service market. Liaise with telecommunications operators in Tongling on relevant work.

(7) Be responsible for the development and industry management of big data-related industries in the city, and promote the digital industrialisation and industrial digitalisation. Undertake industry management of the software and information services industry. Promote the development and application of new technologies, new products, and new business models in big data and informatisation. Coordinate and address major issues in industrial development and propose countermeasures and recommendations. Guide industry-wide technological innovation and progress, promote the industrialisation of scientific research achievements, and facilitate the integration of big data research, education, industry, and application.

(8) Propose investment scales and directions in the fields of big data and informatisation (including foreign investment and overseas investment), suggest arrangements for central and provincial government support funds, propose suggestions for the approval, filing, and approval of big data and informatisation investment projects, and draft the annual usage plan for the municipal big data development special fund for approval by the municipal government before implementation. Coordinate the construction and application of municipal government informatisation projects. Guide the establishment and management of big data funds.

(9) Undertake international exchange and cooperation in the fields of big data and informatisation. Organise relevant enterprises in the fields of big data and informatisation to participate in major exchange and cooperation activities, organise and guide relevant enterprises to engage in regional cooperation, and guide the work of industry associations, societies, and alliance institutions in the fields of big data and informatisation.

(10) Be responsible for the construction of talent teams in the fields of big data and informatisation. Draft and implement talent development plans for big data and informatisation, and coordinate relevant work related to talent education in the fields of big data and informatisation across the city.

(11) In conjunction with departmental responsibilities, carry out related work in areas such as military-civilian integration and poverty alleviation. Increase scientific and technological investment, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development. Be responsible for safety production and fire safety work within this department and industry sector.

(12) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and relevant provincial departments and bureaus.
