First, leverage resource advantages to adjust the industrial structure while expanding total output, promoting transformation and upgrading; Second, adhere to high-end, green, and intensive development, steadily advance supply-side structural reforms, vigorously develop the real economy, and strengthen and expand advantageous and characteristic industries; Third, strictly enforce policies, address enterprise difficulties, and strengthen and optimize enterprises to create a better development environment for the private economy.

In terms of park management, the “Three Fixes Plan” stipulates: The State Commerce Bureau is responsible for the management, coordination, and service work of the development zone; the State Industry and Information Technology Bureau is responsible for the management, coordination, and service work of the industrial park.

There are 14 main responsibilities:

1. Undertake the responsibility of promoting new industrialization, formulate new industrialization development strategies and policies, study and coordinate the resolution of major issues in the process of new industrialization; formulate and implement industrial development plans, promote industrial structure adjustment and optimization and upgrading, and promote the integration of high-tech with traditional industrial transformation.

2. Assume responsibility for promoting the integration of industrialization and informatization, coordinate major issues during construction; formulate plans, programs, and policies for the integration of industrialization and informatization and organize their implementation; promote the development, utilization, sharing, and interconnectivity of information resources in the industrial sector; guide and coordinate the informatization development and application of industrial enterprises, and use new-generation information technology to transform and upgrade traditional industries.

3. Draft industrial sector plans, programs, and industrial policies and organize their implementation; propose policy recommendations for optimizing industrial layout and structure; draft relevant normative documents, formulate local industry technical specifications and standards, and organize their implementation; organize and conduct international exchanges and cooperation in industrial, industrialization, and informatization integration.

4. Monitor and analyze industrial economic trends, release relevant information, conduct forecasts, warnings, and information guidance; coordinate and resolve issues related to industry operations and development, and propose policy recommendations. Responsible for industrial emergency management-related work. Coordinate with relevant enterprises in Qiandongnan, such as power and railway companies.

5. Propose suggestions on the scale and direction of fixed-asset investment in industrial, industrialization, and information technology integration (including foreign investment and overseas investment) and the allocation of central and provincial fiscal construction funds; approve, approve, or file industrial and information technology projects within the prescribed authority; undertake technical renovation management and fund allocation across the prefecture; Conduct tax exemption reviews for fixed-asset investments within the prescribed limits for industrial and information technology enterprises; coordinate, serve, and guide enterprises in counties and cities in applying for Guizhou Province industrial and information technology special funds, and strengthen the use and management of project funds; draft the usage regulations for the prefectural-level fiscal industrial development special funds (funds).

6. Draft plans, policies, and standards for high-tech industries involving biopharmaceuticals, new materials, and the electronics and information manufacturing sector, and organize their implementation; organize and implement national, provincial, and prefectural major technological research and development projects and related national science and technology major special projects; organize and conduct appraisals of new products and technologies in the industrial and information technology sectors; guide industry-wide technological innovation and progress; promote the integration of industry, academia, and research; and facilitate the industrialization of research and development outcomes; undertake the cultivation of technological innovation systems such as enterprise technology centers, manufacturing innovation centers, and technological innovation demonstration enterprises.

7. Responsible for industrial industry management; undertake the coordination and organization of efforts to revitalize the equipment manufacturing industry, promote the localization of major technical equipment, and guide the digestion and innovation of imported major technical equipment; promote the development of production-oriented services in the industrial sector; participate in the promotion, mutual conversion, and industrialization of military-civilian dual-use technology achievements, and assist in the construction of major military-civilian integration projects in the industrial sector; responsible for salt industry management; guide and coordinate tobacco industry and monopoly management; coordinate the supply and保障 of production factors in the raw materials industry; Guiding industry quality management and brand building work; guiding the work of industry associations in the industrial sector; conducting regulatory oversight of the production, sales, and storage safety of civil explosive materials in accordance with the law; guiding industrial-related industries to strengthen safety production management and promoting the implementation of safety production regulations and standards in relevant industries.

8. Organizing the formulation of development plans and policies for industrial parks; responsible for the planning and layout of industrial parks; monitoring and analyzing the development of industrial parks, guiding and promoting the industrial positioning and development of industrial parks; coordinating and resolving major issues in the development of industrial parks and providing policy recommendations.

9. Draft and implement policies and measures to promote the integrated development of large, medium, and small enterprises; oversee and coordinate the guidance and comprehensive coordination of small and medium-sized enterprises, non-publicly owned economies, and urban collective economies; collaborate with relevant departments to draft policies and measures to promote the development of small and medium-sized enterprises, non-publicly owned economies, and urban collective economies; coordinate and resolve major issues; and manage (guide) various fiscal funds designated to support the development of the private economy (small and medium-sized enterprises) in accordance with regulations.

10. Formulate annual energy conservation plans, resource comprehensive utilization, and clean production plans for industry and information technology, and organize their implementation; guide green development in industry; supervise and manage resource comprehensive utilization in relevant industries; coordinate the promotion and application of new products, technologies, equipment, and materials related to energy conservation and comprehensive utilization in the industry and information technology sectors; formulate energy conservation inspection standards and plans for industry and information technology, and organize their implementation; coordinate the development and promotion of bulk cement production.

11. Guide the development of traditional ethnic folk handicrafts, primarily silver jewelry, embroidery, and wax printing, and promote the integration of the ethnic handicraft industry with tourism, culture, production-oriented services, and other related industries.

12. In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; in accordance with regulations, carry out work related to the development and application of big data and the management of government data resources, and promote the standardized management, sharing, and openness of departmental government data resources in accordance with the law.

13. Complete other tasks assigned by the State Party Committee, the State Government, and the Provincial Department of Industry and Information Technology.
