(1) Implement and enforce laws, regulations, rules, and policies related to ethnic and religious affairs; organize and conduct research on ethnic and religious theories, policies, and major issues; compile and analyze information on ethnic and religious developments; and propose policy recommendations.


(2) Coordinate and promote the fulfillment of relevant responsibilities by relevant departments in ethnic affairs; facilitate the implementation and coordination of ethnic policies in economic development and social sectors; and provide professional guidance on ethnic affairs within the government system.


(3) Assist relevant departments in drafting and revising autonomous regulations, separate regulations, and alternative provisions related to ethnic and religious affairs; safeguard the lawful rights and interests of ethnic minorities; legally


protect citizens' freedom of religious belief and normal religious activities; and safeguard the lawful rights and interests of the religious community.


(4) Propose work recommendations for coordinating ethnic and religious relations; coordinate and assist in handling major issues in ethnic relations and sudden incidents related to religion; participate in coordinating social stability work in ethnic regions; and maintain ethnic unity and religious harmony.


(5) Participate in the formulation of development plans for ethnic minorities in relevant fields of the economy and society, promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of ethnic minority affairs, and advance the construction of ethnic affairs service systems and the informatization of ethnic affairs management.


(6) Study issues related to the economic development and social affairs of ethnic minorities and propose special policy recommendations, and participate in coordinating work related to the scientific and technological development and economic and technical cooperation of ethnic minorities.


(7) Organize and guide publicity and education work on ethnic and religious policies, laws, regulations, and basic knowledge; coordinate and guide the implementation of the Law on Regional Ethnic Autonomy; coordinate and guide major celebratory activities in ethnic townships; organize and guide activities for the creation and commendation of ethnic unity and progress.


(8) Participate in the formulation of plans for the construction of ethnic minority talent teams by relevant departments; assist relevant departments in the cultivation, education, and utilization of ethnic minority cadres; be responsible for the training of religious work teams and relevant personnel.


(9) Manage ethnic minority language and script work; guide the translation, publication, and collection, organization, and publication of ethnic minority languages and scripts.

(12) Coordinate exchanges and cooperation in the field of ethnic affairs with foreign countries and Hong Kong, Macao, and Taiwan; oversee foreign affairs coordination related to religious matters, and organize and guide relevant departments and the religious community in religious exchanges with foreign countries and Hong Kong, Macao, and Taiwan.


(13) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and its industry sector; Carry out work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardized management, sharing, and openness of government data resources in accordance with the law.


(14) Undertake other tasks assigned by the State Party Committee, the State Government, and the Provincial Ethnic and Religious Affairs Commission.


(15) Adjustment of responsibilities. The administrative responsibilities undertaken by the subordinate public institutions of the State Ethnic and Religious Affairs Commission shall be returned to the commission's headquarters. Matters related to name changes and other institutional and staffing issues shall be separately stipulated.
