According to the Notice of the Office of the CPC Qiandongnan Prefecture Committee and the Office of the Qiandongnan Prefecture People's Government on Forwarding the Qiandongnan Prefecture Institutional Reform Plan and the Implementation Opinions on the Institutional Reform of the Qiandongnan Prefecture, the Qiandongnan Miao and Dong Autonomous Prefecture Transportation Bureau is established as a functional department of the Qiandongnan Prefecture People's Government.


(1) Implement and supervise the implementation of development plans, medium- and long-term plans, and annual plans for highways, waterways, and the transportation industry; guide the planning and management of comprehensive transportation hubs; participate in the formulation of other transportation and logistics industry development strategies and plans; cultivate and regulate the logistics market; be responsible for statistics in the highway and waterway transportation industries and guide the development of transportation informatization.


(2) Assume responsibility for regulating the road and waterway transportation markets; enforce relevant policies, access systems, technical standards, and operational norms for road and waterway transportation and supervise their implementation; propose the scale and direction of fixed-asset investment in highways and waterways within the prefecture, as well as suggestions for the allocation of provincial and prefectural fiscal funds; approve or核准 fixed-asset investment projects within the annual plan scale in accordance with prescribed authority.


(3) Guide transportation industry system reform; cultivate and manage the transportation market, maintain fair competition in the road and waterway transportation industries; guide the planning and management of urban and rural passenger transportation and related facilities, as well as urban passenger transportation (urban public transportation and taxis); guide the optimization and coordinated development of the transportation industry; guide comprehensive transportation law enforcement and team building-related work.


(4) Be responsible for the management of road and waterway transportation industries; undertake administrative management, approval, licensing, and adjudication related to road transportation, urban passenger transportation, road administration, waterway transportation, and navigation channels; guide safety production, fire safety, and emergency management in road and waterway transportation; coordinate the transportation of national key materials and emergency passenger and cargo transportation; and undertake transportation communication and information work.


(5) Assume responsibility for regulating the road and waterway construction market. Be responsible for the construction, maintenance, technology, quality, and safety supervision of road and waterway transportation infrastructure, as well as cost management; implement the construction of national key road and waterway transportation projects; and supervise the use of transportation infrastructure construction funds.


(6) Provide industry guidance and technical guidance on road administration law enforcement for rural roads (i.e., county roads, township roads, and village roads) throughout the prefecture. Guides the management of rural road administration, administrative law enforcement, patrols, and over-limit transportation management across the prefecture. Legally protects rural road property rights and maintains normal order on rural roads. Approves applications for over-limit transportation vehicles crossing county (city) boundaries to travel on rural roads. Approves construction plans, preliminary designs, and construction drawings for large and medium-sized bridges on rural roads funded by local enterprises.


(7) Assume responsibility for waterway traffic safety supervision. Be responsible for waterway traffic safety supervision, vessel and waterway facility inspections, communication and navigation, waterway firefighting, rescue and salvage, hazardous chemical transportation, prevention of vessel pollution, navigation channel, port, and shoreline management, etc.; centrally manage crew training and assessment, and vessel construction quality and safety supervision; undertake fishing vessel inspections and supervision and management.


(8) Oversee the industry management of the automobile repair market, automobile driving schools, driver training, and comprehensive performance testing of vehicles.


(9) Promote new technologies and products in transportation science and technology, and advance technological progress, environmental protection, and energy conservation and emissions reduction in the industry.


(10) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production and fire safety within the department and industry sector; in accordance with regulations, carry out work related to the development and application of big data and the management of government data resources, and legally promote the standardized management, sharing, and openness of government data resources within the department.


(11) Undertake other tasks assigned by the State Party Committee, the State People's Government, and the Provincial Transportation Department.


(12) Transfer the administrative functions of the State Highway Bureau, the State Road Transport Administration Bureau, the State Local Maritime Bureau, the State Navigation Management Bureau, and the State Transportation Construction Engineering Quality and Safety Supervision Bureau, which are affiliated with the State Transportation Bureau, to the State Transportation Bureau. Other institutional and organizational matters, such as name changes, shall be separately stipulated.


(13) Functional transformation. Accelerate the construction of an integrated transportation system and improve the coordination mechanism for integrated transportation services. Optimize transportation service methods and promote coordinated development of urban and rural transportation. Strengthen transportation management and promote the transformation and upgrading of the transportation sector. Enhance the implementation of transportation safety production responsibility systems. Coordinate the advancement of transportation “streamlining administration, delegating power, and improving services” reforms and the construction of a transportation credit system.


(14) Division of responsibilities. The State Transportation Bureau shall take the lead in establishing a coordination mechanism for the integrated transportation system in collaboration with the State Development and Reform Commission, Railway Bureau, Civil Aviation Administration, Postal Bureau, and other relevant departments.
