Statutory Responsibilities

(1) Responsible for publicizing, educating, and supervising the implementation of the Party's ethnic and religious policies, as well as relevant ethnic and religious laws and regulations. Promotes the enforcement of the Party's ethnic and religious policies and the implementation of laws and regulations such as the Law on Regional Ethnic Autonomy and the Regulations on Religious Affairs within the prefecture.


(2) Organize and implement initiatives to advance ethnic unity and progress within the region; handle matters related to ethnic unity and progress commendation activities organized by the State Council, provincial, and prefectural governments; oversee celebratory events in ethnic autonomous areas; and promote joint efforts and shared prosperity among all ethnic groups.


(3) Manage and conduct the identification and modification of ethnic affiliations; coordinate ethnic and religious relations within the prefecture; and collaborate with relevant departments to address ethnic and religious emergencies and issues affecting social stability.


(4) Implement the Party's religious policies, protect citizens' freedom of religious belief and the lawful rights and interests of religious organizations and places of worship in accordance with the law; support and assist religious organizations in strengthening their internal development, promote education activities within the religious community on patriotism, socialism, and support for national reunification, consolidate and develop the patriotic united front within the religious community, and unite and mobilize religious believers to serve the building of a harmonious society.


(5) Participate in formulating special policies and measures for ethnic autonomous areas, as well as annual and medium-to-long-term plans for the economic and social development of such areas; allocate and utilize the “three funds” for ethnic minorities (ethnic minority development funds, ethnic minority education funds, and ethnic affairs funds) in accordance with policies and relevant laws; participate in the distribution and management of special funds for ethnic minorities and ethnic regions.


(6) Collaborate with relevant departments to advance social undertakings in education, culture, science and technology, health, sports, tourism, and other areas for ethnic minorities and ethnic regions.


(7) Strengthen the management of religious affairs in accordance with the law, ensuring that religious organizations, religious personnel, and religious sites conduct activities within the scope of the Constitution, laws, and regulations; assist religious organizations, religious personnel, and religious sites in handling matters requiring government assistance; be responsible for the administrative licensing and approval of the establishment, reconstruction, or new construction of religious sites; handle relevant affairs requiring government resolution or coordination for religious organizations, and oversee administrative licensing and supervision.


(8) Conduct training and development for ethnic minority cadres, and submit opinions and recommendations to the Prefectural Party Committee regarding the cultivation and selection of ethnic minority cadres.


(9) Manage ethnic minority language and script affairs, guiding translation and publication work in ethnic minority languages and scripts, as well as the collection, collation, and publication of ancient ethnic texts.


(10) Oversee foreign affairs related to ethnic and religious matters, organize and guide international exchanges involving ethnic minorities and religious communities, and participate in external publicity concerning ethnic and religious issues.


(11) Exercise religious affairs management duties in accordance with the law, handle major incidents in religious affairs, prevent illegal activities exploiting religion, counter foreign infiltration through religious channels, and undertake administrative law enforcement supervision of religious affairs.


(12) Establish and improve a comprehensive evaluation and monitoring system for ethnic minority development, advance the construction of ethnic and religious affairs service systems and information management platforms, and guide county (city) government ethnic and religious affairs departments in lawfully performing their management functions.


(13) Undertake other tasks assigned by the Prefectural People's Government and the Provincial Ethnic and Religious Affairs Commission.
