Pursuant to the “Guiding Opinions of the CPC Guizhou Provincial Committee and the People's Government of Guizhou Province on the Institutional Reform of Municipal (Autonomous Prefecture, Region), County (City, District, Special Zone) Governments” (Qian Party Document [2009] No. 8) and the “Implementation Opinions of the CPC Qiannan Prefectural Committee and the People's Government of Qiannan Prefecture on the Institutional Reform of the Qiannan Prefectural People's Government” (Qiannan Party Document [2010] No. 2), The Qiannan Prefecture Public Security Bureau is hereby established as a constituent department of the Prefectural People's Government.
I. Adjustments to Responsibilities
(1) Administrative approval items previously announced as abolished by the Prefectural People's Government shall be eliminated.
(2) Strengthen the responsibilities of public security organs in preventing and combating terrorist activities.
(3) Strengthen the responsibilities of public security organs in enhancing emergency rescue and disaster relief capabilities.
(4) Strengthen the responsibilities of guiding the ideological and work style development of public security personnel.
(5) Strengthen the advancement of public security administrative reforms focused on convenience for the public and public services.
II. Primary Responsibilities
(1) Implement the Party and state's relevant policies, laws, regulations, and rules concerning public security work. Research and formulate implementation opinions and measures based on local conditions; lead and supervise public security work throughout the prefecture.
(2) Monitor situations affecting social stability, endangering domestic security, and undermining public order; analyze developments, formulate countermeasures, promptly report critical information to the Prefectural Party Committee, Prefectural People's Government, and Provincial Public Security Department, and propose handling recommendations. Convey directives from higher-level public security organs and governments to all prefectural public security organs and oversee their implementation.
(3) Organize and guide investigative work across all prefectural public security organs. Investigate major criminal cases, crimes endangering national security under public security jurisdiction, and securities and futures crimes affecting the entire prefecture; coordinate participation of all prefectural public security organs in investigating such cases.
(4) Oversee public security management. Coordinate responses to major public security incidents and mass events; guide and supervise public security organs in lawfully investigating and handling acts that endanger public order, and conduct public security administrative management in accordance with the law; guide and supervise public security organs throughout the prefecture in their security protection work, as well as the security prevention efforts of mass security protection organizations.
(5) Manage the handling of major sudden incidents such as counter-terrorism, riot prevention, emergency response, and stability maintenance throughout the prefecture; Command and coordinate cross-regional operations of the prefecture's special police (patrol) units.
(6) Oversee entry-exit management. Handle and guide administrative management of entry-exit for prefecture citizens, residence permits, travel, and employment for foreigners holding ordinary passports, overseas Chinese, and compatriots from Hong Kong, Macao, and Taiwan; guide and handle foreign affairs work for public security across the prefecture.
(7) Supervise and manage fire safety across the prefecture. Command, coordinate, and supervise prefectural public security fire departments and firefighting organizations in implementing fire supervision, firefighting, and emergency rescue operations; under the leadership of the prefectural government, coordinate the implementation of all social fire safety measures stipulated by the Fire Protection Law.
(8) Oversee prefectural road traffic safety management. Guide and supervise prefectural public security organs in maintaining road traffic safety and order, as well as managing motor vehicles and drivers within the authority prescribed by the Road Traffic Safety Law of the People's Republic of China.
(9) Guide and supervise the security protection of public information networks by public security organs throughout the prefecture; oversee, inspect, and guide information security classification protection work; organize and implement network monitoring.
(10) Prevent and address illegal and criminal activities of cult organizations.
(11) Organize, guide, and coordinate the prevention and investigation of terrorist activities.
(12) Guide and supervise the execution of criminal penalties undertaken by public security organs throughout the prefecture in accordance with the law. Guide and supervise the management of detention centers, detention facilities, and compulsory isolation drug rehabilitation centers operated by public security organs throughout the prefecture; guide, supervise, and handle the approval of juvenile detention and re-education; guide, supervise, and handle the approval of re-education through labor throughout the prefecture; and undertake the specific duties of the Office of the Re-education Through Labor Approval Committee of the Qiannan Prefecture People's Government.
(13) Organize and implement security and protection measures for visiting Party and state leaders, important foreign guests, and provincial leaders.
(14) Guide and supervise narcotics control efforts across all public security organs in the prefecture. Investigate major drug cases throughout the prefecture; carry out work to prohibit drug trafficking, drug use, drug cultivation, and drug manufacturing.
(15) Organize and implement public security science and technology initiatives across the prefecture; plan the development of command systems, information technology, and criminal investigation technology for public security organs.
(16) Draft plans and measures for police support services including equipment, uniforms, and funding for public security organs across the prefecture; guide and supervise the implementation of police support standards and systems for public security organs throughout the prefecture.
(17) Implement policies and guidelines for public security force development; formulate and implement supervision and management systems for the public security force across the prefecture; organize and guide inspection work within public security organs; exercise supervision over cadres within prescribed authority; investigate or oversee the handling of major disciplinary violations within the public security force; guide the development of ideological conduct and work style within the public security force.
(18) Lead public security operations within the jurisdiction of forestry departments in the prefecture.
(19) Undertake other tasks assigned by the Prefectural People's Government and the Provincial Public Security Department.
