5. Responsible for the supervision and management of wildlife resources. 9. Guide the basic construction and development of state-owned forest farms:Organize the inventory of forest tree and grass seed genetic resources, organize the establishment of gene banks, take charge of the selection and promotion of good varieties, manage the production and business activities of forest tree and grass seeds, supervise the quality of forest tree and grass seeds. Supervise and manage the biological genetic resources of forestry and grassland, the safety of genetically modified organisms, and the protection of new plant varieties.

10. Guide forest public security work, supervise and manage forest public security teams, guide the investigation and punishment of major illegal cases in the whole state's forestry, and be responsible for related law enforcement supervision work. Guide the social security governance work in the forest area.

11. Responsible for implementing the relevant requirements of the comprehensive disaster prevention and mitigation plan, organizing the formulation of forest and grassland fire prevention and control plans and protection standards and guiding their implementation, guiding the conduct of fire prevention patrols, source management, fire prevention facilities construction and other work. Organize and guide state-owned forest parks and grassland areas to carry out fire prevention publicity and education, monitoring and early warning, supervision and inspection and other fire prevention work. When necessary, it can be submitted to the Emergency Management Bureau of the Prefecture, and the relevant prevention and control work can be deployed in the name of the Prefecture Emergency Management Commanding Institution.

12. Supervise and manage the central, provincial, and state-level funds for forestry and grassland, as well as state-owned assets, propose budgetary investment plans for forestry and grassland, and the allocation of national, provincial, and state-level financial funds, and review state-level planning and annual planning projects within the authority of the state government. Participate in the formulation of economic regulation policies for forestry and grassland, and organize and implement ecological compensation work in forestry and grassland.

13. Responsible for forestry and grassland science and technology, education, and foreign cooperation, guiding the construction of forestry and grassland talent teams in the whole state, organizing and implementing forestry and grassland foreign exchange and cooperation affairs, and undertaking the implementation of international conventions on wetlands, endangered wild animals and plants, etc.

14. In line with the responsibilities of the department, do a good job in military-civilian integration, poverty alleviation and other related work; increase scientific and technological investment, improve the ability of scientific and technological innovation, and provide a guarantee for promoting innovation-driven development; be responsible for the safety production and fire safety work of the department and the industry field; do a good job in the development and application of big data and the management of government data resources in accordance with regulations, and promote the standard management, sharing and opening of government data resources of the department in accordance with the law.

15. Complete other tasks assigned by the provincial party committee, the provincial government, the State Forestry and Grassland Administration, and the provincial forestry bureau.

16. Functional adjustment.

1. The responsibilities of the Provincial Forestry Bureau, as well as the responsibilities of the original Provincial Agricultural Commission for the supervision and management of grasslands, the responsibilities of the original Provincial Land and Resources Bureau, the original Provincial Construction Commission, the Provincial Water Resources Bureau and other departments for the management of nature reserves, scenic spots, natural heritage, geological parks, etc., are transferred to the Provincial Forestry Bureau.

Transfer the emergency disaster relief responsibilities related to forest fire prevention, as well as the responsibilities of the office of the state forest fire prevention command, to the state emergency bureau, and transfer the responsibilities for the investigation and confirmation of ownership of forest, wetland, and other resources. Management responsibilities are transferred to the state natural resources bureau.

3. The administrative responsibilities undertaken by the state forestry bureau's affiliated institutions shall be returned to the state forestry bureau.
