(1) Implement the Party and state's educational policies, guidelines, laws, and regulations; formulate the prefecture-wide education development plan and guide, coordinate, and oversee its implementation; draft local education regulations and related implementation opinions on educational work.

(2) Strengthen the integrated management of basic education throughout the prefecture, with a focus on rural education. Promote the balanced development of compulsory education, further tilt public educational resources toward rural and ethnic areas, advance educational equity, and guide and evaluate the high-quality, balanced development of compulsory education and the basic universalization of fifteen years of education.

(3) Fully implement quality education, deepen basic education reform, effectively reduce academic burdens on primary and secondary students, strengthen moral education in schools, and guide monitoring of compulsory education development levels and quality.

(4) Vigorously develop vocational education, adhere to employment-oriented approaches, deepen vocational education reform, enhance the quality and standards of vocational institutions, actively promote institutional innovation in vocational education, and further invigorate vocational education development.

(5) Oversee the unified management of the department's education funding; participate in formulating policies on education funding mobilization, appropriations, and infrastructure investment; supervise the mobilization and utilization of education funds throughout the prefecture; manage domestic and international educational aid and loans to the prefecture; and be responsible for the statistics, analysis, and release of basic education information.

(6) Coordinate and guide ethnic minority education; coordinate educational assistance to ethnic minorities and ethnic regions.

(7) Strengthen the overall planning, comprehensive coordination, and guidance of private education; implement policies and measures to promote private education development; regulate school operations; and foster the healthy development of private education.

(8) Assist the Prefectural People's Government, the Prefectural Education Working Committee, and the Provincial Department of Education in managing higher education institutions within the prefecture.

(9) Plan and guide Party building, Party conduct and integrity building, ideological and moral development, united front work, and targeted poverty alleviation efforts within the prefectural education system.

(10) Plan and guide moral education, rule-of-law publicity and education, physical education, health and arts education, labor education, national defense education, and anti-drug efforts in schools at all levels throughout the prefecture; guide school safety and stability work.

(11) Oversee teacher affairs throughout the prefecture; implement the teacher qualification system; coordinate talent development and teacher training within the education system. Guide ideological and political work, teacher ethics and conduct development, continuing education, and moral education in schools at all levels.

(12) Organize and administer examinations including:

- Regular higher education admissions

- Adult higher education admissions

- Higher education self-study examinations

- Master's degree admissions

- Secondary education admissions

- Teacher qualification examinations

(13) Organize and guide international cooperation and exchanges in education; direct external publicity efforts for the education system.

(14) Undertake specific duties of the Prefectural People's Government Education Supervision Office and the Prefectural Language and Script Work Committee.

(15) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Department of Education.

(16) Adjustment of Responsibilities: Reclaim administrative functions previously delegated to subordinate public institutions.
