Article 1 Pursuant to the “Notice of the General Office of the CPC Guizhou Provincial Committee and the General Office of the People's Government of Guizhou Province on Issuing the Institutional Reform Plan for Qianxinan Prefecture and Its Counties (Cities)” (Qianwei Hall Document [2019] No. 1) and and the Implementation Opinions of the CPC Qianxinan Prefectural Committee and the People's Government of Qianxinan Prefecture on the Institutional Reform at the Prefectural Level in Qianxinan Prefecture (State Party Document [2019] No. 5), these regulations are formulated.
Article 2 The Qianxinan Prefecture Science and Technology Bureau (hereinafter referred to as the Prefecture Science and Technology Bureau) is a functional department of the Prefectural People's Government, operating at the deputy director-general level.
Article 3 The Prefectural Science and Technology Bureau implements the policies, decisions, and deployments of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding scientific and technological innovation. In performing its duties, it upholds and strengthens the Party's centralized and unified leadership over scientific and technological innovation. Its primary responsibilities are:
(1) To lead the formulation of policies and measures for driving development through scientific and technological innovation across the prefecture, as well as plans and policies for scientific and technological development and the introduction of foreign expertise, and to organize their implementation. To draft relevant regulations and rules.
(2) Coordinate the advancement of innovation system construction and reform of the science and technology system. Collaborate with relevant departments to improve incentive mechanisms for technological innovation. Guide regional innovation development, rational allocation of science and technology resources, and the development of collaborative innovation capabilities. Promote the establishment of major science and technology decision-making consultation systems. Foster the development of enterprise science and technology innovation capabilities and science and technology parks.
(3) Lead the establishment of a unified science and technology management platform and mechanisms for the coordination, evaluation, and supervision of scientific research project funding. Collaborate with relevant departments to propose policy measures for optimizing the allocation of science and technology resources, promote the construction of a diversified science and technology investment system, coordinate the management of prefectural-level fiscal science and technology programs (special projects, funds, etc.), and oversee their implementation.
(4) Formulate and implement plans and policies for basic research, coordinate basic and applied basic research. Develop and oversee the implementation of plans for constructing science and technology innovation bases, participate in formulating and supervising the implementation of science and technology infrastructure construction plans, and promote the development of research conditions and the open sharing of science and technology resources.
(5) Compile and oversee the implementation of prefectural-level science and technology programs and major science and technology project plans; coordinate the research and development of key common technologies, frontier technologies, modern engineering technologies, and disruptive technologies; lead major technological breakthroughs and application demonstrations in critical areas of national economic and social development.
(6) Organize the formulation of plans, policies, and measures for high-tech development and industrialization, as well as for promoting agricultural, rural, and social development through science and technology. Conduct analyses of technological development needs in key areas, propose priority tasks, and oversee their implementation.
(7) Lead the development of technology transfer systems; formulate and oversee the implementation of policies and measures for the transfer and transformation of scientific and technological achievements and for promoting industry-university-research collaboration. Advance the development of science and technology services, technology markets, and intermediary organizations. Oversee the evaluation and organization of the Qianxinan Prefecture Science and Technology Awards.
(8) Oversee the construction of the science and technology supervision and evaluation system and related assessment management. Organize reforms of the science and technology evaluation mechanism and advance research integrity initiatives. Implement innovation surveys and the science and technology reporting system, and guide science and technology confidentiality work across the prefecture.
(9) Formulate plans, policies, and measures for international science and technology exchanges and open cooperation in innovation capabilities. Organize science and technology cooperation and talent exchanges. Guide relevant departments and localities in international science and technology cooperation and talent exchange activities.
(10) Oversees the introduction of foreign expertise. Formulates management measures for foreign experts, centrally manages foreign experts visiting Qianxinan Prefecture, processes entry permits for foreign experts in accordance with procedures, and promotes mechanisms to attract high-level foreign scientists and teams, as well as key foreign expert liaison services. Handles matters related to foreign nationals working in China as stipulated.
(11) Collaborate with relevant departments to formulate plans and policies for scientific and technological talent development, establish sound evaluation and incentive mechanisms for scientific and technological personnel, implement talent programs, and advance the development of high-level scientific and technological innovation talent. Draft plans and policies for science popularization and communication.
(12) Oversee the daily operations of the Prefecture's “Spark Program and Science and Technology Poverty Alleviation” Pilot Zone Office. Serve as the liaison for science and technology projects in the Qianxinan Pilot Zone with the Ministry of Science and Technology and relevant departments, providing coordination and support. Undertake the organization, implementation, supervision, and management of science and technology projects in the Qianxinan Pilot Zone assigned by the Ministry of Science and Technology and relevant departments.
(13) In accordance with the department's responsibilities, advance work related to military-civilian integration, poverty alleviation and development, work safety, fire safety, and reforms in streamlining administration, delegating power, and improving services.
(14) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Science and Technology.
(15) Adjustments to Responsibilities:
1. Transfer intellectual property management responsibilities to the Prefectural Market Supervision Administration (Prefectural Intellectual Property Bureau).
2. Incorporate foreign expert management responsibilities from the Prefectural Human Resources and Social Security Bureau.
3. Transfer earthquake prevention and mitigation responsibilities from the Prefectural Earthquake Prevention and Mitigation Bureau to the Prefectural Emergency Management Bureau.
4. Reclaim administrative functions previously undertaken by subordinate public institutions.
(16) Functional Transformation. Focusing on implementing innovation-driven development, science and education revitalization, and talent-driven provincial strategies, strengthen, optimize, and transform government science and technology management and service functions. Improve the institutional framework and organizational system for scientific and technological innovation, enhance macro-level management and coordination, reduce micro-level management and specific approval items, and strengthen mid- and post-event supervision alongside research integrity development. Shift from R&D management to innovation services, increase science and technology investment, deepen reforms in science and technology program management, establish an open and unified science and technology management platform, and reduce duplication, fragmentation, isolation, inefficiency, and “fragmented” resource allocation in science and technology programs. Implement the “three-separation” principle for scientific research projects—decision-making, execution, and supervision. Government departments will formulate science and technology program guidelines and gradually delegate specific tasks such as project acceptance, evaluation, approval, process management, and acceptance to professional project management institutions. Reviews of research institution establishment and restructuring will be discontinued, with emphasis shifted to strengthening planning, layout, and performance evaluation. Further improvements will be made to the scientific talent evaluation mechanism, establishing a comprehensive evaluation system and incentive policies oriented toward innovation capacity, quality, contribution, and performance. Efforts will be coordinated to build scientific talent teams and introduce foreign expertise.
(XVII) Division of Responsibilities
The Prefecture Office for the Spark Program and Science and Technology Poverty Alleviation Pilot Zone shall:
- Serve as the liaison, coordinator, and service provider for science and technology projects in the Qianxinan Pilot Zone with the Ministry of Science and Technology and relevant departments;
- Undertake the organization, implementation, supervision, and management of science and technology projects in the Qianxinan Pilot Zone as directed by the Ministry of Science and Technology and relevant departments.
