(1) Undertake responsibilities for advancing new industrialization, implement the industrial development strategy and policies for strengthening the prefecture, study and coordinate solutions to major issues in promoting industrial and information technology development; formulate and implement the prefecture-wide industrial and information technology development plan, advance industrial restructuring and optimization, and promote the integrated development of high-tech industries and traditional manufacturing.

(2) Promote the integrated development of industrialization and informatization, coordinate solutions to major challenges in this process; formulate and implement plans, programs, and policies for integrated industrialization and informatization; advance the development, utilization, sharing, and interconnectivity of information resources in the industrial sector; guide and coordinate the informatization development and application of industrial enterprises, and leverage next-generation information technologies to transform and upgrade traditional industries.

(3) Formulate and implement industrial sector, informatization, and industrial policies; propose policy recommendations for optimizing industrial layout and structure; draft local regulations and rules; formulate and implement local industry technical specifications and standards; guide and coordinate industrial and informatization enterprises in the prefecture to participate in foreign economic and technical cooperation; organize and carry out international exchanges and cooperation in the industrial and informatization sectors.

(4) Monitor and analyze industrial economic trends, release relevant information, conduct forecasting, early warning, and information guidance; coordinate solutions to major issues in industrial and information technology operations and propose policy recommendations; oversee industrial emergency management, industrial security, and national defense mobilization; manage emergency coordination for the information technology industry.

(5) Propose the scale and direction of fixed-asset investment for industrialization and industrial-IT integration (including foreign capital utilization and overseas investment); organize enterprises to apply for central and provincial industrial development and IT industry special funds; file major technical transformation investment projects and industrial/IT fixed-asset investment projects involving enterprises across counties (cities) that do not use government investment, within prescribed authority; Manages and allocates prefectural-level fiscal funds for industrial and informatization projects, develops annual plans and oversees implementation; reviews government industrial and informatization projects within the departmental budget; manages industrial sector funds in accordance with relevant regulations.

(6) Implements industrial plans, policies, and standards for high-tech sectors including biomedicine, new materials, and electronic information; organizes applications for national and provincial major technology R&D projects and relevant national science and technology initiatives; Draft and implement annual plans for prefectural-level fiscal funds for technological innovation; guide technological innovation and advancement within industries, promote the industrialization of scientific research achievements, and drive technological progress in software, information services, emerging industries, and traditional sectors; advance industry-academia-research collaboration, foster enterprise technological innovation systems, and guide the development of enterprise technology centers.

(7) Oversee the administration of the industrial and information technology sectors; promote the development of production-oriented services in the industrial sphere; Undertake organizational coordination responsibilities for revitalizing the equipment manufacturing industry, advance the localization of major technical equipment, and guide the digestion and innovation of imported major technical equipment; oversee the administration of the salt industry; manage the raw materials sector, coordinate solutions for securing the supply of production factors in the raw materials industry; guide industry quality management and brand development; supervise the work of industrial associations; conduct safety supervision over the production and sale of civil explosive items in accordance with the law; guide relevant industries in strengthening safety production management and promote the implementation of safety production regulations and standards.

(8) Organize the formulation of implementation plans and policy measures for industrial park development across the prefecture; undertake the planning and layout of industrial parks throughout the prefecture; monitor and analyze industrial park development, guiding the advancement of industrial positioning and development within industrial parks; coordinate solutions to major issues in industrial park development and propose policy recommendations; formulate plans and policies for high-tech development and industrialization, and guide the construction of high-tech industrial development zones and related work.

(IX) Formulate and implement policy measures to promote integrated development among large, medium, and small enterprises; oversee guidance and comprehensive coordination for small and medium-sized enterprises (SMEs), non-public-owned economy, and urban collective economy; collaborate with relevant departments to develop policies and measures for SME development, non-public-owned economic growth, and urban collective economic advancement; coordinate solutions to major issues; manage various fiscal funds designated for SME development in accordance with regulations.

(10) Formulate and implement annual energy conservation plans for industry and information technology, guide energy-saving upgrades in relevant sectors, participate in energy conservation supervision, management, and target evaluation for key energy-consuming units; conduct energy efficiency reviews for fixed-asset investment projects in relevant industries; formulate and implement annual energy conservation inspection plans for industry and information technology, guide energy conservation oversight and enforcement in these sectors; coordinate resource utilization and clean production initiatives in relevant industries; Coordinate the promotion and application of new products, technologies, equipment, and materials for energy conservation and comprehensive resource utilization in the industrial and information technology sectors; coordinate the development of bulk cement production; participate in coordinating the development of new wall materials and environmental protection industries; guide green industrial development.

(11) Formulate informatization plans and policies, and coordinate the advancement of informatization work; Coordinate major issues in informatization development, promote the integration of e-government, Internet Plus, telecommunications, broadcasting, and computer networks; guide and coordinate the development of the communications industry; oversee the planning, coordination, and management of information infrastructure construction; guide relevant departments in formulating plans for communication pipelines, public communication networks, and dedicated information networks; lead coordination on major matters concerning public interests in the telecommunications market; supervise and manage the network and information service market throughout the prefecture; liaise with and coordinate the work of telecommunications operators within the prefecture.

(12) Strengthen management of enterprise-related fees; promote reductions in data charges and broadband costs while increasing speeds; support the development of major innovation and entrepreneurship platforms; coordinate responses to major incidents involving network and information security.

(13) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation, and “streamlining administration, delegating power, and improving services” reforms; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; organize and guide training programs for enterprise managers.

(14) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Industry and Information Technology.
