I. The Qianxinan Prefecture Bureau of Justice (hereinafter referred to as the Prefecture Bureau of Justice) is a constituent department of the Prefectural People's Government, operating at the deputy director-general level.


II. The Office of the CPC Qianxinan Prefecture Committee for Comprehensive Law-Based Governance is established within the Prefecture Bureau of Justice.


The CPC Qianxinan Prefecture Committee for Comprehensive Law-Based Governance of the Prefecture serves as a deliberative and coordinating body under the Prefectural Party Committee. It is responsible for implementing higher-level decisions and deployments on rule of law development, formulating and executing coordinated planning, comprehensive advancement, and oversight of the implementation of comprehensive law-based governance in the prefecture.


Primary Responsibilities: Uphold the coordinated advancement of governing the country according to law, governing the Party according to law, and administering government affairs according to law; promote the integrated development of a law-based nation, law-based government, and law-based society; coordinate comprehensive efforts to advance law-based governance in the prefecture; study significant matters and issues concerning comprehensive law-based governance; advance scientific legislation, strict law enforcement, impartial administration of justice, and universal observance of the law; and promote the development of foreign-related legal systems.


III. The Prefectural Bureau of Justice is responsible for implementing the Party Central Committee's policies and guidelines on comprehensively advancing law-based governance nationwide, as well as the Prefectural Committee's decisions and deployments on comprehensively advancing law-based governance in the prefecture. Its primary responsibilities are:


(1) Implementing judicial administration laws, regulations, rules, and policies while assuming corresponding responsibilities. Drafting medium- and long-term development plans and annual work plans for judicial administration across the prefecture and overseeing their implementation.


(2) Undertaking the daily operations of the Leading Group Office for Governing the Prefecture According to Law. Drafting plans for popularizing legal knowledge across the prefecture and guiding their implementation. Directing legal publicity, education, and governance efforts throughout the prefecture.


(3) Overseeing the guidance, management, and supervision of lawyers and notary services.


(4) Oversee and manage legal aid services throughout the prefecture.


(5) Guide and supervise grassroots judicial offices, people's mediation, and primary-level legal services across the prefecture.


(6) Guide and supervise community correction work and the resettlement and rehabilitation assistance for released prisoners and individuals completing reeducation through labor.


(7) Organize and implement the National Judicial Examination throughout the prefecture.


(8) Undertake the duties of the Office of the Judicial Appraiser and Judicial Appraisal Management Committee. Guide judicial appraisal services provided to the public.


(9) Guide and supervise the development of the judicial administration workforce and the cultivation of ideological and work ethics throughout the prefecture; undertake police management within the judicial administration system; manage relevant cadres according to their administrative authority; assist county (city) Party committees in managing leading cadres of judicial bureaus.


(10) Participate in drafting relevant regulations.


(11) Handle other matters assigned by the Prefectural People's Government and the Provincial Department of Justice.
