The Qianxinan Prefecture Finance Bureau implements the guiding principles, policies, and decisions on fiscal work issued by the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, the Provincial Government, the Prefectural Party Committee, and the Prefectural Government. In performing its duties, it upholds and strengthens the Party's centralized and unified leadership over fiscal affairs. Its primary responsibilities are:


(1) Formulating and implementing the prefecture-wide fiscal and tax planning, policies, and reform programs. Analyzing and forecasting economic trends, participating in the formulation of economic policies, proposing recommendations for utilizing fiscal and tax policies to achieve comprehensive balance of social financial resources, drafting relevant distribution policies, and refining fiscal and tax policies that encourage economic and social development.


(2) Drafting local regulations concerning finance, accounting, debt management, and related matters.


(3) Assume responsibility for managing all fiscal revenues and expenditures across the prefecture. Oversee prefectural-level fiscal revenue and expenditure management, prepare the annual prefectural-level fiscal budget draft, and organize its implementation. Upon delegation by the prefectural government, report to the Prefectural People's Congress on the prefectural and prefectural-level fiscal budgets and their execution, and report to the Standing Committee of the Prefectural People's Congress on fiscal settlements and state-owned asset management. Formulate expenditure standards and quotas, and review and approve the annual budgets and final accounts of departments (units). Improve the transfer payment system.


(4) Strengthen and improve budget management to establish a comprehensive, standardized, open, and transparent budget system.


(5) Enhance coordination, guidance, and oversight of local government debt management, reinforcing responsibilities in government debt administration.


(6) Manage non-tax revenues, including administrative and institutional charges, government funds, and other non-tax revenues. Administer fiscal receipts. Manage lottery public welfare funds in accordance with regulations.


(7) Formulate treasury management systems and centralized treasury collection and payment systems; guide and supervise treasury operations; conduct treasury cash management in accordance with regulations.


(8) Formulate and implement government procurement systems and methods; manage and guide government procurement-related work; enforce relevant government procurement laws and regulations; handle complaints in government procurement; jointly investigate and address violations and disciplinary offenses in the procurement of controlled goods and government procurement with relevant departments.


(9) Formulate regulations for the management of state-owned assets in administrative institutions and public organizations; manage state-owned assets in administrative institutions and public organizations. Review and consolidate the draft operating budgets and final accounts for state-owned capital across the prefecture; formulate systems and measures for the state-owned capital operating budget; collect state-owned capital income from enterprises at the prefectural level; organize and implement enterprise financial systems; participate in formulating relevant systems for the management of state-owned assets in enterprises; manage asset appraisal work in accordance with regulations.


(10) Handle and supervise the prefecture's fiscal expenditures for economic development, fiscal allocations for central, provincial, and prefectural government investment projects, implement relevant policies and financial systems for prefectural construction investments, and manage fiscal affairs related to policy-based subsidies and special reserve funds.


(11) Collaborate with relevant departments to manage prefectural fiscal expenditures for social security, employment, and healthcare. Jointly formulate financial management systems for social security funds with relevant departments and compile draft budgets and final accounts for social security.


(12) Unify management of local government debt. Implement national government debt management systems and policies, including central government issuance of bonds on behalf of localities, to mitigate debt risks. Manage loans and grants from international financial organizations and foreign governments to the prefecture in accordance with regulations.


(13) Oversee financial supervision of local financial enterprises. Manage state-owned assets in local financial enterprises.


(14) Implement the national unified accounting system, oversee accounting work, supervise and standardize accounting practices, manage accounting professional qualification certification, and guide bookkeeping agency management.


(15) Supervise and inspect the implementation of fiscal and tax laws, regulations, and policies; propose policy recommendations to strengthen fiscal management; organize supervision and inspection of internal controls in administrative institutions and public organizations; conduct performance evaluations for major fiscal expenditures.


(16) Develop training plans for the fiscal system; organize training for finance and accounting personnel on fiscal and accounting knowledge; conduct research on major fiscal issues.


(17) Oversee information technology development for the prefectural fiscal system; strengthen computer network infrastructure to provide technical support for fiscal management; manage fiscal information and publicity.


(18) Transfer the prefectural finance bureau's agricultural comprehensive development project management responsibilities to the prefectural agriculture and rural affairs bureau;


(19) Transfer the supervision and inspection responsibilities for the implementation of the prefectural-level budget and other fiscal revenue and expenditure from the Prefectural Finance Bureau to the Prefectural Audit Bureau;


(20) In accordance with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation and development, big data, etc.; oversee production safety and fire safety within this department and its industry sector.


(21) Undertake other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Department of Finance.
