The Qianxinan Prefecture Bureau of Human Resources and Social Security implements the guiding principles, policies, and decisions of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding human resources and social security work. In fulfilling its duties, it upholds and strengthens the Party's centralized and unified leadership over human resources and social security affairs. Its primary responsibilities are:
(1) Implementing national and provincial guidelines, policies, laws, and regulations on human resources and social security. To formulate the prefecture-wide development plans and annual programs for human resources and social security, and to organize their implementation and supervision.
(2) Undertake government talent initiatives, coordinate with relevant units to formulate medium- and long-term talent development plans and annual work plans; manage the development and administration of talent resources across the prefecture; disburse prefectural-level talent subsidies; lead efforts in talent recruitment and employment management throughout the prefecture; establish and manage postdoctoral workstations and mobile stations; create a unified and standardized human resources market to promote rational mobility and effective allocation of human resources.
(3) Promote employment by formulating integrated urban-rural employment development plans and policies, improving the public employment service system, and implementing employment assistance programs. Refine the vocational qualification system and establish a unified vocational training system for urban and rural workers. Lead the formulation of employment policies for college graduates. Collaborate with relevant departments to develop training and incentive policies for high-skilled professionals and rural practical talents.
(4) Coordinate the establishment of a comprehensive social security system covering both urban and rural areas. Implement policies and standards for social insurance programs including pension, unemployment, and work-related injury insurance, as well as supplementary insurance. Implement policies for pension insurance pooling and the transfer and continuation of pension, unemployment, and work-related injury insurance relationships. Implement management and supervision systems for social insurance funds (including pension, unemployment, and work-related injury insurance) and supplementary insurance funds. Compile draft budgets and final accounts for the prefecture's social insurance funds, implement relevant social security fund investment policies, and oversee the preservation and appreciation of social insurance funds in accordance with regulations.
(5) Responsible for forecasting, early warning, and information guidance regarding employment and related social insurance funds. Develop contingency plans, implement preventive, regulatory, and control measures to maintain stable employment conditions and overall balance in the revenue and expenditure of relevant social insurance funds.
(6) Implement national and provincial laws, regulations, rules, and policies concerning labor disputes and personnel arbitration. Improve labor relations coordination mechanisms. Oversee implementation of policies to eliminate illegal child labor and provide special labor protection for female and underage workers. Organize labor security inspections, coordinate worker rights protection efforts, and investigate major cases according to law.
(7) Lead efforts to deepen professional title system reform, implement policies for professional technical personnel management and continuing education, and oversee the recruitment, selection, and cultivation of high-level professional technical talent. Organize the formulation of systems for the cultivation, evaluation, utilization, and incentives of skilled personnel. Improve the vocational qualification system and refine diversified policies for evaluating vocational skills.
(8) Implement wage income distribution policies for public institution personnel, and ensure the mechanisms for determining, regularly increasing, and guaranteeing the payment of wages for personnel in enterprises and public institutions. Implement welfare and retirement policies for personnel in enterprises and public institutions.
(9) Collaborate with relevant departments to guide personnel system reforms in public institutions and implement management policies for public institution staff and administrative support personnel. Oversee comprehensive personnel management in public institutions—including position establishment, open recruitment, and employment contracts—within designated authority.
(10) Collaborate with relevant departments to draft prefectural-level commendation and reward systems, comprehensively manage commendation and reward work, and handle authorized commendation and reward tasks.
(11) Implement policies concerning migrant workers, coordinate solutions to key and difficult issues, and safeguard the lawful rights and interests of migrant workers.
(12) Implement policies on work injury prevention, determination, and rehabilitation; organize and implement standards for work injury disability grading, work injury insurance fund management, and standards for designated medical institutions, pharmacies, rehabilitation institutions, and assistive device fitting institutions.
(13) Accept petitions concerning human resources and social security; coordinate with relevant departments to handle major petition incidents and emergencies related to human resources and social security.
(14) Undertake matters related to foreign nationals working in China as stipulated.
(15) Integrate departmental responsibilities with military-civilian integration, poverty alleviation, and related work; increase investment in science and technology to enhance innovation capabilities and support innovation-driven development; oversee workplace safety and fire safety within the department and its industry sectors; manage big data development, application, and government data resources in accordance with regulations to promote standardized management, sharing, and openness of departmental data resources; actively advance reforms to streamline administration, delegate powers, and improve services.
(16) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Human Resources and Social Security.
