The Qianxinan Prefecture Bureau of Natural Resources implements the policies, decisions, and directives of the Central Committee, Provincial Party Committee, and Prefectural Party Committee regarding natural resources work. In fulfilling its duties, it upholds and strengthens the Party's centralized and unified leadership over natural resources affairs. Its primary responsibilities are:
(1) Exercising the duties of the owner of natural resource assets such as land, minerals, forests, grasslands, wetlands, and water, which are owned by the people, and exercising the duties of controlling the use of all territorial space. Implementing laws and regulations on natural resources, territorial space planning, and surveying and mapping, formulating relevant management policies, and supervising and inspecting their implementation.
(2) Oversee natural resource surveys, monitoring, and evaluation. Implement the indicator system and statistical standards for natural resource surveys, monitoring, and evaluation, and enforce the corresponding institutional framework. Conduct fundamental surveys, specialized investigations, and monitoring of natural resources. Supervise the management and release of survey, monitoring, and evaluation outcomes. Guide natural resource survey, monitoring, and evaluation efforts throughout the prefecture.
(3) Administer unified registration of natural resource rights. Implement systems, standards, and norms for unified registration of rights to various natural resources and immovable property, cadastral surveys, real estate surveying and mapping, dispute resolution, and application of outcomes. Assist provincial authorities in establishing and improving the foundational information management platform for natural resource and real estate registration. Manage the collection, organization, sharing, and submission of natural resource and real estate registration data. Guide and supervise natural resource and real estate rights registration throughout the prefecture.
(4) Oversee the paid use of natural resource assets. Establish a statistical system for state-owned natural resource assets and conduct their accounting. Compile the state-owned natural resource asset balance sheet and enforce assessment standards. Implement and supervise policies for the allocation, transfer, leasing, capital contribution valuation, and land reserve of state-owned natural resource assets to ensure their rational allocation. Manage the valuation of natural resource assets and collect related asset revenues in accordance with the law.
(5) Oversee the rational development and utilization of natural resources. Implement natural resource development plans, enforce resource utilization standards, and organize their implementation. Execute the government-announced natural resource pricing system, organize grading and valuation assessments for natural resources, conduct resource utilization evaluations, and guide efficient and intensive resource use. Regulate the natural resource market. Research policy measures involving macro-control, regional coordination, and integrated urban-rural development in natural resource management.
(6) Establish and oversee the implementation of the prefecture-wide spatial planning system. Advance the implementation of the main functional zone strategy and system, organize the compilation and supervision of territorial spatial plans and related specialized plans. Guide county (city) planning efforts and promote the integration of multiple planning frameworks. Conduct suitability assessments for territorial space development and establish a monitoring, evaluation, and early warning system for territorial space planning implementation. Organize the delineation of control lines such as ecological protection red lines, permanent basic farmland, and urban development boundaries to construct a resource-conserving and environmentally protective spatial layout for production, living, and ecological areas. Establish and improve the territorial space use control system, research and formulate urban and rural planning policies, and oversee their implementation. Organize the formulation and implementation of annual utilization plans for land and other natural resources. Oversee the conversion of land and other territorial space uses. Manage land expropriation and requisition. Handle site selection opinions for major construction projects. Supervise planning management for construction projects, including planning site selection opinions, construction land planning permits, and engineering planning permits. Manage the qualifications of planning and design units. Undertake the daily operations of the State Territorial Space Planning Committee.
(7) Oversee ecological restoration of the prefecture's territorial space. Lead the formulation and implementation of the prefecture-wide territorial space ecological restoration plan and major ecological restoration projects. Manage comprehensive territorial space remediation, land reclamation and restoration, and mine geological environment restoration. Handle ecological protection compensation matters, formulate policies for utilizing social capital in ecological restoration, and propose key candidate projects.
(8) Responsible for implementing the strictest farmland protection system. Enforces farmland protection policies, develops prefectural-level farmland protection work plans, and safeguards farmland quantity, quality, and ecological integrity. Organizes assessments of farmland protection responsibility targets and implements special protection for permanently preserved basic farmland. Enforces the farmland reclamation compensation system and monitors compliance with farmland occupation compensation mechanisms.
(IX) Oversee the geological exploration industry and all geological work within the prefecture. Develop geological exploration plans and monitor their implementation; manage prefecture-level geological exploration projects and implement major prefecture-level geological and mineral exploration initiatives. Manage geological disaster prevention and mitigation, and supervise issues such as excessive groundwater extraction and resulting ground subsidence. Oversee the management of paleontological fossils.
(10) Implement requirements of the comprehensive disaster prevention and mitigation plan. Organize the formulation of prefectural geological disaster prevention plans and protection standards, and guide their implementation. Coordinate, supervise, and oversee geological hazard investigations, evaluations, and surveys (including general, detailed, and targeted inspections). Guide community-based monitoring and prevention, professional monitoring, and early warning systems. Direct engineering solutions for geological hazard mitigation. Provide technical support for emergency response to geological disasters.
(11) Oversee mineral resource management. Manage mineral resource reserves and approve applications for resources affected by construction projects. Administer mining rights. Collaborate with relevant departments to regulate and manage specific protected mineral species and advantageous mineral resources. Supervise and guide the rational utilization and protection of mineral resources.
(12) Oversee surveying, mapping, and geographic information management. Implement surveying and mapping policies and guidelines. Oversee basic surveying and mapping operations and industry management. Manage surveying qualifications and credit systems, supervise national geographic information security and market order. Administer public geographic information services. Protect surveying benchmarks.
(13) Promote scientific and technological advancement in natural resources. Develop and implement innovation and talent development plans for the sector. Organize the formulation of technical standards, procedures, and specifications, and oversee their implementation. Organize and implement major scientific and technological projects and innovation capacity building, advancing natural resources informatization and public services for information resources.
(14) Conduct inspections, as authorized, on local governments' implementation of major policies, decisions, and deployments regarding natural resources and territorial spatial planning issued by the CPC Central Committee, the State Council, provincial Party committees and governments, prefectural Party committees and governments, as well as their compliance with relevant laws and regulations. Investigate and handle major violations concerning natural resource development and utilization, territorial spatial planning, and surveying and mapping. Guide administrative law enforcement work of county and township-level natural resources departments. (15) In conjunction with departmental responsibilities, advance related work such as military-civilian integration and poverty alleviation. Oversee work safety and fire prevention within this department and its industry sector.
(16) Exercise unified leadership and management over the Prefectural Forestry Bureau.
(17) Complete other tasks assigned by the Prefectural Party Committee, Prefectural People's Government, and Provincial Department of Natural Resources.
(18) Adjustment of Responsibilities. 1. Transfer the responsibilities of the former Prefectural Bureau of Land and Resources, along with the Prefectural Development and Reform Commission's duties in organizing and compiling main functional zone plans, the Prefectural Urban and Rural Planning Bureau's responsibilities, the Prefectural Water Affairs Bureau's water resources management duties, the Prefectural Agricultural Commission's grassland resources management duties, and the Prefectural Forestry Bureau's forest resources and wetland resources survey, title confirmation, and registration management duties to the Prefectural Natural Resources Bureau. 2. Transfer the administrative functions undertaken by subordinate public institutions to the Prefectural Natural Resources Bureau.
(19) Transformation of Functions. Implement the Central Committee's requirements to exercise unified ownership of natural resource assets belonging to the people and unified control over land use and ecological protection and restoration. Strengthen institutional design, leverage the regulatory role of territorial spatial planning, enhance the protection and rational development and utilization of natural resources, and establish a working mechanism combining source protection with comprehensive restoration and governance throughout the entire process to achieve holistic protection, systematic restoration, and integrated management. Innovate institutional measures that combine incentives with constraints to promote the economical and intensive use of natural resources. Further streamline and delegate relevant administrative approval items, and advance the work of streamlining administration, delegating power, improving regulation, and upgrading services, as well as the power list system. Strengthen supervision, give full play to the decisive role of the market in resource allocation, better leverage the role of government, enhance the binding effect of natural resource management plans, standards, and systems, and promote the convenient and efficient registration and assessment of natural resource rights.
