Primary Responsibilities of the Qianxinan Prefecture Housing and Urban-Rural Development Bureau:


(1) Implement national, provincial, and prefectural policies, guidelines, and laws and regulations governing housing and urban-rural development administration.


(2) Assume responsibility for ensuring housing for low-income urban households and advancing housing system reform. Draft housing policies suited to the prefecture's conditions; guide housing construction and housing system reform, supervise and guide housing system reform efforts among prefecture-level units; coordinate with relevant departments to arrange funding for national, provincial, and prefectural housing security projects and guide their implementation.


(3) Assume responsibility for regulating the real estate market order and supervising the real estate market. Draft real estate market supervision measures, industry development plans, and industrial policies; formulate regulations for real estate market development, property development, housing leasing, floor area management, real estate appraisal and brokerage management, property expropriation, demolition, residential industrialization, and urban hazardous building safety management, and organize their implementation; oversee qualification reviews for the real estate industry.


(4) Oversee the management of the property services industry. Implement property management laws and policies, guiding and standardizing the property services market across the prefecture; Draft normative documents for property management across the prefecture; oversee guidance on the management of residential special maintenance funds.


(5) Assume responsibility for regulating the order of housing and urban-rural development management. Handle administrative law enforcement, supervision of law enforcement, administrative reconsideration, and administrative litigation in housing and urban-rural development; conduct legal reviews of relevant normative documents; guide the rule of law construction and legal education efforts within the prefecture's housing and urban-rural development system; process related administrative licensing matters.


(VI) Overseeing the construction industry across the prefecture. Guiding construction activities, supervising the construction market (including interior and exterior decoration), regulating market participants' conduct, and overseeing bidding activities for housing construction and municipal engineering projects; drafting and implementing regulations governing market conduct, bidding procedures, survey and design, construction supervision, construction permits, contract management, project management, engineering guarantees, and project risks; Rectify and standardize construction market order, guide the establishment of a construction industry integrity system, formulate industry development strategies, and organize their implementation.


(7) Assume responsibility for guiding urban construction. Formulate urban construction policies suited to the prefecture's conditions and guide their implementation; guide the construction, safety, and emergency management of urban public facilities; guide the implementation of key urban projects, urban living environment improvement projects, and other infrastructure construction; guide urban living environment improvement efforts; oversee urban landscaping and greening; Guide the protection and supervision of historical and cultural cities, towns, and villages.


(8) Assume responsibility for guiding village construction. Formulate village construction policies and organize their implementation; assist in guiding the construction of village infrastructure projects and the improvement of the living environment; guide the construction of rural housing and the renovation of dilapidated rural dwellings; organize the compilation and promotion of standardized design drawings for rural housing construction.


(IX) Oversee the quality and safety of housing construction and municipal engineering projects. Implement regulations on construction quality, safety production, and completion acceptance filing; manage construction drawing reviews and emergency response for construction accidents; investigate and handle construction quality and safety incidents; develop technical standards for the construction industry; guide disaster prevention and mitigation planning for urban and rural development; direct seismic design for buildings, ancillary facilities, and municipal infrastructure.


(10) Undertake the responsibility of promoting building energy efficiency and wall material innovation. Plan and implement science and technology projects in the construction sector; oversee the transformation of scientific achievements and the promotion of new technologies in the construction field; jointly formulate policies and plans for building energy efficiency and wall material innovation with relevant departments and organize their implementation; implement major building energy efficiency projects; oversee the evaluation, certification, application, and promotion of new wall materials; guide building energy efficiency and urban emission reduction efforts throughout the prefecture.


(11) Responsible for establishing a scientific and standardized engineering construction standards system. Promotes the use of standardized design manuals for engineering construction; implements mandatory national engineering construction standards; organizes the implementation of unified engineering cost calculation quotas and pricing methods; implements engineering cost management systems and guides cost management across the prefecture, handling engineering pricing disputes; supervises the implementation of construction standards and quotas for all types of building projects.


(12) Guide and manage training for employees in the housing and urban-rural development sector, continuing education for technical professionals, and on-the-job training. Oversee the management of professional and practice qualifications for technical personnel in the sector across the prefecture; guide the work of professional associations in the housing and urban-rural development sector.


(13) Collect, utilize, and manage statistics on housing and urban-rural development information; provide technical consulting services; guide e-government and archival work within the housing and urban-rural development system.


(14) Implement national, provincial, and prefectural policies, laws, regulations, and rules concerning urban management. Draft urban management development plans, industry standards, and policy measures tailored to the prefecture's conditions, and guide their implementation. Oversee guidance, coordination, supervision, evaluation, assessment, and emergency response for urban management law enforcement. Organize the drafting of normative documents concerning urban appearance and environmental sanitation across the prefecture; oversee industry management of urban appearance and environmental sanitation; guide and supervise comprehensive urban appearance and environmental management in towns; conduct publicity and education on urban management laws and regulations, environmental sanitation, municipal infrastructure, and landscaping; manage the development and training of urban management law enforcement teams.


(15) Oversee all administrative penalties stipulated by laws, regulations, and rules in the housing and urban-rural development sector; guide and supervise comprehensive law enforcement within the scope of urban management responsibilities; oversee environmental protection management regarding: unlicensed business operations in outdoor public spaces, illegal outdoor advertising installations, encroachment on urban roads, illegal vehicle parking, dumping of waste and garbage into urban waterways, illegal soil extraction, demolition of illegal structures in urban waterways, unlicensed food sales and catering stalls in outdoor public spaces, and illegal recycling and sale of pharmaceuticals. Supervise and guide all administrative penalty work stipulated by laws, regulations, and rules in forestry, water affairs, commerce, grain, civil air defense, and funeral management; organize cross-regional law enforcement and investigation of major complex cases.


(16) In conjunction with departmental responsibilities, advance work related to military-civilian integration, poverty alleviation, and “streamlining administration, delegating power, and improving services” reforms; oversee work safety and fire safety within this department and its industry sectors.


(17) Undertake other tasks assigned by the Prefectural People's Government and higher-level housing and urban-rural development authorities.


(18) Adjustments to Responsibilities:


1. Transfer management responsibilities for scenic spots and natural heritage sites to the Prefectural Forestry Bureau;


2. Transfer the responsibility for guiding fire design reviews of construction projects to the Prefectural Public Security Bureau;


3. Reclaim administrative functions previously undertaken by subordinate public institutions.
