(1) Responsible for ensuring the rational development and utilization of water resources. Drafts the overall water conservancy development plan and organizes the formulation of key water conservancy plans for the prefecture, including water resource plans, comprehensive plans for major rivers and lakes, and flood control plans.


(2) Responsible for coordinating and ensuring water supply for domestic use, production operations, and ecological environments. Implement the strictest water resource management system, exercise unified supervision and management of water resources, formulate medium- and long-term water supply and demand plans and water allocation schemes for the entire prefecture and cross-county (city, new district) regions, and oversee their implementation. Manage water resource allocation for major river basins, regions, and water diversion projects. Implement water withdrawal permits, water resource feasibility studies, and flood control feasibility studies, and guide the implementation of paid water resource usage. Guide water supply operations within the water conservancy sector and township water supply systems.


(3) Formulate and implement relevant systems for water conservancy project construction as stipulated. Propose and guide the implementation of fixed-asset investment scales, directions, and specific arrangements for water conservancy projects. Assist in approving and verifying fixed-asset investment projects within planned and annual scales according to the authority granted by the prefectural government and relevant provincial departments. Propose water conservancy funding allocations and oversee project implementation.


(4) Guide water resources protection efforts. Organize the formulation and implementation of water resource protection plans. Assist in the protection of centralized drinking water sources. Guide the development, utilization, and management of groundwater resources. Organize and guide comprehensive management of groundwater overexploitation areas. Organize the compilation and publication of the prefecture-wide water resources bulletin.


(5) Oversee water conservation efforts. Organize the formulation of water conservation plans and supervise their implementation, while establishing local standards. Implement management systems such as total water consumption control, guiding and promoting the development of a water-saving society.


(VI) Guide the management, protection, and comprehensive utilization of water conservancy facilities, water bodies, and their shorelines. Organize and guide the construction of water conservancy infrastructure networks. Guide the governance, development, and protection of rivers and lakes. Guide the ecological protection and restoration of rivers and lakes, the management of ecological flow and water volume, and the connectivity of river and lake systems.


(VII) Guide and supervise the construction and operation management of water conservancy projects. Organize and implement the construction and operation management of important cross-regional water conservancy projects. Propose and coordinate the implementation of relevant policies and measures within its jurisdiction concerning the operation of water conservancy projects and subsequent construction. Guide and supervise the safe operation of water conservancy projects, organize project acceptance procedures, and urge and guide local authorities in the construction of supporting water conservancy projects.


(8) Oversee soil and water conservation efforts. Formulate soil and water conservation plans and supervise their implementation. Organize and implement comprehensive prevention and control of soil erosion, conduct monitoring and forecasting, and issue regular public announcements. Manage the supervision of soil and water conservation in production and construction projects, and guide the implementation of key soil and water conservation projects.


(IX) Guide rural water conservancy efforts. Organize the construction and renovation of large and medium-sized irrigation and drainage projects. Guide the construction and management of rural safe drinking water projects and oversee the protection of drinking water sources serving rural populations under 1,000 people. Guide water-saving irrigation initiatives. Guide rural water conservancy reform, innovation, and the development of socialized service systems. Guide the development of rural hydropower resources, the renovation of small hydropower facilities, and rural electrification through hydropower.


(10) Coordinate water-related disputes across counties (cities, new districts), guide water administration supervision and law enforcement, assist in investigating water-related violations, and oversee administrative requisition. Organize and guide safety supervision of reservoirs, hydropower dams under water industry management, and rural hydropower stations within jurisdictional authority. Guide supervision of the water conservancy construction market and implement oversight of water conservancy project construction.


(11) Conduct water conservancy science and technology research and international cooperation. Organize quality supervision within the water conservancy sector and oversee the implementation of local technical standards, procedures, and specifications. Coordinate matters related to inter-provincial rivers.


(12) Implement requirements of comprehensive disaster prevention and mitigation plans. Organize the formulation of flood and drought disaster prevention plans, and guide the implementation of Guizhou Provincial local protection standards. Develop flood defense, drought resistance, and emergency water allocation plans for major rivers, lakes, and critical water projects; submit them for approval according to procedures and oversee implementation. Provide technical support for flood defense emergency response.


(13) Coordinate the establishment of the river and lake chief system, clarify the duties of river and lake chiefs, and establish relevant institutional frameworks. Oversee the implementation of the river and lake chief system throughout the prefecture. Coordinate the advancement of all tasks under this system.


(14) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Department of Water Resources.


In accordance with departmental responsibilities, advance military-civilian integration, poverty alleviation, “streamlining administration, delegating power, and improving services” reforms, and tasks related to the list of powers and responsibilities. Increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development. Oversee work safety and fire safety within the department and its industry sectors. Manage big data applications and government data resources in accordance with regulations, promoting standardized management, sharing, and openness of departmental government data resources in accordance with the law.


(15) Adjustments to Responsibilities.


1. Transfer responsibilities for water resource surveys and rights registration management to the Prefectural Natural Resources Bureau;


2. Transfer responsibilities for compiling water functional zoning plans, managing discharge outlet settings, and protecting basin water environments to the Prefectural Ecology and Environment Bureau;


3. Transfer responsibilities for managing farmland water conservancy construction projects to the Prefectural Agriculture and Rural Affairs Bureau;


4. Transfer responsibilities for preventing and controlling water and drought disasters to the Prefectural Emergency Management Bureau;


5. Reclaim administrative functions undertaken by subordinate public institutions.


(16) Transformation of Functions.


Strengthen the rational utilization, optimized allocation, and conservation of water resources. Prioritize water conservation, shifting focus from increasing supply to demand management, strictly controlling total water consumption and improving water use efficiency. Prioritize protection, enhancing management and conservation of water resources, water bodies, and water conservancy projects. Maintain the health and beauty of rivers and lakes. Balance overall considerations to ensure reasonable water demand and sustainable resource utilization. Provide water security for economic and social development. Strictly enforce the primary safety supervision responsibilities of industry authorities to resolutely prevent all types of production safety accidents.
