The Qianxinan Prefecture Bureau of Culture, Sports, Radio, Television, and Tourism (Qianxinan Prefecture Bureau of Cultural Relics) (hereinafter referred to as the Prefecture Bureau of Culture, Sports, Radio, Television, and Tourism) is a functional department of the Prefectural People's Government at the deputy director-general level.
The Prefecture Bureau of Culture, Sports, Radio, Television, and Tourism implements the guiding principles, policies, and decisions of the Central Committee of the Communist Party of China, the Provincial Party Committee, and the Prefectural Party Committee regarding cultural, sports, radio, television, and tourism affairs, upholding and strengthening the Party's leadership over these sectors. Its primary responsibilities are:
(1) Implementing the Party's policies and guidelines on cultural, sports, broadcasting, and tourism work; formulating policies and measures for the management of cultural, sports, broadcasting, and tourism services.
(2) Coordinating the planning and implementation of cultural, sports, broadcasting, and tourism undertakings and industrial development across the prefecture; promoting the integrated development of cultural, sports, broadcasting, tourism, and other industries; advancing institutional and mechanism reforms in cultural, sports, broadcasting, and tourism sectors.
(3) Guiding the construction of cultural, sports, broadcasting, radio, television, and tourism infrastructure; promoting international cooperation and market expansion in these sectors; managing major cultural, sports, broadcasting, radio, television, and tourism events throughout the prefecture.
(4) Oversee the development of public services in culture, sports, broadcasting, and tourism; advance the construction of public service systems, coordinate the standardization and equitable provision of basic public cultural services; organize and implement public welfare projects and activities in culture, sports, broadcasting, and tourism; coordinate the advancement of competitive sports, mass sports, and youth sports throughout the prefecture; coordinate the management of sports lottery sales.
(5) Coordinate the advancement of technological innovation in culture, sports, broadcasting, radio, television, and tourism; promote informatization and standardization within these sectors.
(6) Organize and implement surveys, exploration, protection, and utilization of cultural, sports, broadcasting, radio, television, and tourism resources; foster the development of related industries; organize the application and promotion of scientific and technological achievements within these sectors.
(7) Guide the healthy and orderly development of the cultural, sports, broadcasting, radio, television, and tourism markets; conduct industry supervision over market operations in these sectors in accordance with the law; regulate the cultural, sports, broadcasting, radio, television, and tourism markets in accordance with the law; organize, coordinate, and supervise anti-doping efforts in sports.
(8) Guide and manage exchange, cooperation, publicity, and promotion in culture, sports, broadcasting, radio, television, and tourism; organize international exchange activities in these sectors; guide the evaluation of radio and television programs; oversee the introduction, archiving, and management of such programs.
(9) Coordinate and guide museum and archaeological work; advance the development of public service systems for cultural relics and museums; promote informatization, standardization, and the application of scientific achievements in cultural relics protection; oversee the supervision and management of cultural relics and museums; Undertake the protection, inheritance, and utilization of intangible cultural heritage.
(10) Guide and manage literary and artistic endeavors and artistic creation and production; support literary and artistic works that embody core socialist values and possess guiding, representative, and exemplary qualities; promote the development of all categories and forms of art.
(11) Guide and coordinate major publicity campaigns in broadcasting and television; Guide the development of the television drama industry and the creation and production of television dramas; monitor and supervise the transmission coverage, safe broadcasting, and advertising playback of radio and television programs; review the content and quality of radio and television programs and online audio-visual programs.
(12) Promote the innovative integration of radio and television with new media, new technologies, and new business models; coordinate the convergence of broadcasting networks, telecommunications networks, and the internet; advance the construction of comprehensive smart broadcasting pilot zones.
(13) Formulate and implement development plans for the animation and gaming industries; guide and coordinate the development of these sectors.
(14) In accordance with departmental responsibilities, advance work related to ideology, military-civilian integration, streamlining administration and delegating power, improving regulation, and optimizing government services, as well as rural revitalization; oversee work safety and fire safety within the department and its industry sectors; manage big data development and application, and government data resources as required.
(15) Guide comprehensive administrative law enforcement in the cultural market across the prefecture; organize investigations and handling of illegal activities in cross-regional markets including culture, cultural relics, news publishing, sports, broadcasting, film, and tourism to maintain market order.
(16) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, Provincial Department of Culture and Tourism, Provincial Sports Bureau, and Provincial Radio and Television Bureau.
(17) Reclaim administrative functions undertaken by subordinate public institutions.
