In accordance with the spirit of the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the Gansu Provincial Institutional Reform Plan” (Hall Document [2018] No. 120), the Gansu Provincial Department of Science and Technology (hereinafter referred to as the Provincial Department of Science and Technology) is a constituent department of the provincial government at the director-general level. It also serves as the Gansu Provincial Foreign Experts Bureau and the Lanzhou-Baiyin National Independent Innovation Demonstration Zone Office. The Provincial Department of Science and Technology implements the policies, decisions, and arrangements of the Party Central Committee and the Provincial Party Committee regarding scientific and technological innovation. In performing its duties, it upholds and strengthens the Party's centralized and unified leadership over scientific and technological innovation. Its primary responsibilities are:
(1) Formulating the provincial innovation-driven development strategy, as well as plans and policies for scientific and technological development and the introduction of foreign expertise, and organizing their implementation and supervision. Drafting local regulations and provincial government rules concerning the scientific and technological field.
(2) Coordinate the advancement of the provincial innovation system and reform of the science and technology system. Collaborate with relevant departments to improve incentive mechanisms for technological innovation and lead their implementation. Optimize the research system by formulating plans and policies for the reform, development, and layout of research institutions, overseeing their implementation, and organizing innovation performance management for research institutions. Promote the development of new R&D institutions. Foster the development of enterprise technological innovation capabilities and undertake tasks related to advancing the integration of military and civilian technological development. Advance the establishment of science and technology development strategy and major science and technology decision-making consultation systems.
(3) Lead the establishment of a unified Gansu Provincial Science and Technology Management Platform and mechanisms for coordinating, evaluating, and supervising research project funding. Collaborate with relevant departments to propose policy measures for optimizing the allocation of science and technology resources, promote the development of a diversified science and technology investment system, and manage provincial-level fiscal science and technology programs (special projects, funds, etc.) while overseeing their implementation. Manage the department's budget and final accounts, and conduct audit supervision.
(4) Formulate and implement provincial plans and policies for basic and applied basic research, coordinating major initiatives in these areas. Oversee the planning and supervision of Gansu's key laboratories, technology innovation centers, clinical medical research centers, and other innovation bases, platforms, and major scientific infrastructure. Organize applications for national-level innovation bases and platforms. Promote the development of research support capabilities and the open sharing of scientific resources.
(5) Studies major issues concerning the promotion of economic and social development through science and technology across the province. Coordinates the research, development, and innovation of fundamental and key common technologies. Leads the organization of major technological breakthroughs and the application demonstration of achievements.
(6) Organizes the formulation of plans, policies, and measures for high-tech development and industrialization, as well as for scientific and technological innovation in agriculture, rural areas, and social development. Conducts analysis of technological development needs in key areas. Organizes major R&D tasks and supervises their implementation.
(7) Lead the development of technology transfer systems, formulate policies and measures for the transfer and transformation of scientific and technological achievements and the promotion of industry-university-research collaboration, and oversee their implementation. Coordinate and promote the creation of scientific and technological intellectual property. Guide the development of science and technology service industries, technology markets, and science and technology intermediary organizations.
(8) Coordinate the construction of the scientific and technological innovation system and optimize the allocation of scientific and technological resources. Coordinate the planning, policy formulation, organization, coordination, and implementation of the Lanzhou-Baiyin National Independent Innovation Demonstration Zone and the Lanzhou-Baiyin Science and Technology Innovation Reform Pilot Zone. Promote regional innovation development, rational allocation of scientific resources, and collaborative innovation capacity building. Advance the development of science and technology parks.
(9) Oversee the construction of the science and technology supervision and evaluation system and related assessment management. Promote reforms in the science and technology evaluation mechanism and coordinate the development of scientific research integrity. Implement science and technology innovation surveys and the science and technology reporting system. Guide provincial science and technology confidentiality work.
(10) Formulate plans, policies, and measures for international and regional scientific and technological exchanges and open cooperation in innovation capabilities. Handle matters related to provincial-level consultations with ministries and cooperation between research institutions and local governments. Organize international scientific and technological cooperation and talent exchanges, and guide relevant departments and localities in their international scientific and technological cooperation and talent exchange activities.
(11) Oversee the introduction of foreign talent and expertise throughout the province. Formulate provincial plans for recruiting foreign experts, establish and refine mechanisms for introducing foreign experts and teams, and oversee their implementation. Provide liaison and support services for foreign experts working in Gansu. Develop annual plans for overseas training programs and supervise their execution.
(12) Collaborate with relevant departments to formulate plans and policies for building scientific and technological talent pools. Establish and improve evaluation and incentive mechanisms for scientific and technological personnel. Implement talent development programs to advance the construction of innovation-driven scientific and technological workforce. Formulate plans and policies for science popularization and science communication, and promote the implementation of major science popularization activities, science popularization creation, and the construction of science popularization demonstration bases.
(13) Responsible for the evaluation and commendation of the Gansu Provincial Science and Technology Awards and the Gansu Provincial Foreign Experts Dunhuang Award, and organize the recommendation for the National Science and Technology Awards and the Chinese Government Friendship Award.
