1. Implement the Party and state's educational policies, guidelines, laws, and regulations, and advance quality education.

2. Research, formulate, and implement local educational regulations, rules, and policies for the municipality.

3. Develop the city's educational development strategy and medium-to-long-term plans, while coordinating and guiding comprehensive educational reforms across urban and rural areas.

4. Compile annual plans for educational development and student enrolment, and organise and guide their implementation.

5. Exercise comprehensive management over the city's basic education, vocational and technical education, adult education, higher education, community education, and extracurricular education. Guide and coordinate educational work across counties, districts, and departments. Oversee the implementation, supervision, and evaluation of universal nine-year compulsory education and literacy campaigns for young and middle-aged adults.

6. Establish and refine a multi-channel system for securing education funding; collaborate with relevant departments to formulate policies concerning education funding, infrastructure investment, appropriations, aid, loans, and fees.

7. Oversee the development of teaching staff and educational administrative personnel across the municipal education system; conduct teacher qualification certification and professional title evaluations; manage staffing structures and personnel/labour affairs for bureau-affiliated schools and units; organise employment placement for graduates of municipal teacher training institutions.

8. Plan and guide socialist spiritual civilisation development, ideological and political work, moral education, physical education, health education, arts education, and national defence education in schools.

9. Researches and guides special education, early childhood education, and ethnic education across the city.

10. Oversees university and college admissions, examinations, and self-study examinations within the city; administers secondary school examinations citywide.

11. Plans and guides scientific research within the city's education system; centrally manages education statistics, analysis, and information services.

12. Oversee educational equipment, audio-visual education, work-study programmes, and extracurricular education across the municipal education system.

13. Manage foreign affairs and international exchanges within the municipal education system.

14. Formulate citywide language and script policies; guide the promotion of Putonghua, Putonghua teacher training, Putonghua proficiency testing, and standardisation of social script usage.

15. Oversees schools and units under the Administration's jurisdiction, and guides relevant educational associations within the system in their operations.

16. Undertakes other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Education.
