The Lanzhou Municipal Public Security Bureau is the functional department under the municipal government responsible for overseeing public security work throughout the city, directing, organising, and managing all public security affairs. Its principal responsibilities are as follows:


(1) Implementing the Party and state's policies, guidelines, laws, and regulations concerning public security work. Under the unified leadership of the Municipal Party Committee, Municipal Government, and Provincial Public Security Department, deploying, guiding, inspecting, and supervising public security work across the city.


(2) Monitoring situations that impact stability or threaten domestic security and public order; promptly providing relevant critical intelligence to the Municipal Party Committee, Municipal Government, and Provincial Public Security Department; analysing and formulating countermeasures for implementation.


(3) Preventing, stopping, and investigating criminal activities in accordance with the law; handling major cases, public security incidents, and disturbances; preventing and combating terrorist activities; receiving reports and requests for assistance from citizens.


(iv) Under the unified leadership of the Party Committee and Government, actively prevent and handle sudden incidents and mass events to maintain social stability; manage assemblies, processions, and demonstrations in accordance with the law.


(v) Organise, coordinate, supervise, and guide municipal public security organs in lawfully investigating and handling acts that endanger public order; manage household registration, resident identity cards, firearms and ammunition, hazardous materials, large-scale events, public venues, and special industries in accordance with the law.


(vi) Oversee and direct citywide road traffic safety management, maintain traffic order, and undertake traffic safety management of vehicles and drivers.


(vii) Administer nationality, exit-entry affairs, and matters concerning the residence and travel of foreign nationals within the city in accordance with the law.


(viii) Organise, coordinate, supervise, and guide public security organs citywide in safeguarding state organs, social organisations, enterprises, institutions, and key construction projects; Direct and oversee public security prevention efforts by mass security organisations across the city.


(9) Oversee the protection of public information network security throughout the city.


(10) Organise and implement public security science and technology initiatives citywide; formulate and execute development plans for public security command systems, information technology, criminal investigation techniques, and technical intelligence operations.


(11) Guide, inspect, and supervise law enforcement activities of public security organs at all levels citywide; Guide and supervise the lawful execution of sentences and the management of detention centres, administrative detention centres, compulsory drug rehabilitation centres, and mental health hospitals undertaken by public security organs citywide.


(12) Organise and implement security arrangements for visits by Party and state leaders and important foreign guests to the city.


(13) Formulate plans, allocation schemes, standards, and systems for police support services including equipment, uniforms, and funding for public security organs citywide; organise and implement related support work.


(14) Formulate plans and oversee the management, education, and training of public security officers; manage cadres within prescribed authority; oversee public security publicity work.


(15) Establish regulations for supervising and managing the municipal public security force; analyse personnel status; organise, guide, coordinate, and implement municipal public security inspection work; supervise cadres within prescribed authority; investigate and oversee disciplinary cases within the municipal public security force.


(16) Undertake other matters assigned by the Municipal Party Committee, Municipal Government, and higher-level public security organs.
