(a) Comprehensively implementing the basic ecological environment system. In conjunction with relevant departments, it formulates the city's ecological and environmental policies and plans and organises their implementation, drafts local ecological and environmental laws and regulations; in conjunction with relevant departments, it prepares and supervises the implementation of ecological and environmental planning for key areas, river basins, drinking water sources and water function zoning; it implements ecological and environmental standards and technical specifications for the ecological and environmental environment.

(k) Responsible for ecological environment law enforcement and monitoring. (xii) Organising, guiding and coordinating ecological and environmental publicity and education work, formulating and organising the implementation of ecological and environmental protection publicity and education programmes, and promoting the participation of social organisations and the public in ecological and environmental protection.
(xiii) Undertake ecological and environmental co-operation and exchanges, and participate in handling ecological and environmental affairs involving foreign countries.
