The Lanzhou Municipal Urban Management Committee (also serving as the Lanzhou Municipal Urban Management Comprehensive Administrative Law Enforcement Bureau) (hereinafter referred to as the Municipal Urban Management Committee) is a departmental-level working body of the Municipal Government. Its principal responsibilities are as follows:
Implementing national, provincial, and municipal laws, regulations, rules, and policies concerning urban management and comprehensive administrative law enforcement in urban management. Drafting local regulations and municipal government rules pertaining to urban management and comprehensive administrative law enforcement across the city. Responsible for formulating normative documents on urban management and comprehensive administrative law enforcement, establishing operational standards, procedures, and regulatory systems.
Overseeing, coordinating, supervising, and evaluating city-wide urban management and comprehensive administrative law enforcement activities, including investigating major cross-regional violations. Directing and coordinating the city's most significant urban management and law enforcement tasks, as well as temporary and urgent assignments.
Organises comprehensive cityscape and environmental sanitation improvements, and oversees related supervision and assessment. Establishes management standards and technical specifications for sanitation sweeping, flushing, dust removal, and supervises their implementation. Oversees the regulation of outdoor advertising and shop sign installations across urban districts.
Supervises the management of municipal environmental sanitation infrastructure. Drafts specialised plans for sanitation infrastructure including cleaning services and waste treatment facilities, and formulates supporting standards for sanitation facilities in construction projects.
Responsible for formulating the citywide master plan and annual schedule for municipal waste sorting management, and organising its implementation. Responsible for guiding, assessing, and supervising municipal waste sorting operations.
Responsible for supervising and inspecting citywide administrative law enforcement activities in urban management, and guiding the enforcement of illegal construction regulations across the city's urban management law enforcement system.
Responsible for supervising, managing, and assessing the operation of the citywide digital urban management system, and guiding its development.
Responsible for publicising laws, regulations, and rules pertaining to urban management and comprehensive administrative law enforcement, and for social mobilisation efforts. Oversees professional conduct development.
Undertakes other tasks assigned by the Municipal Party Committee, Municipal Government, and higher-level competent authorities.
