Gansu Provincial Department of Education Functional Information

(1) Implement the Party and state's education policies, guidelines, and regulations; draft local education legislation and regulations, and oversee their implementation.


(2) Oversee the overall planning and coordination of education at all levels and types across the province; collaborate with relevant departments to establish local standards for school establishment; guide educational and teaching reforms in schools at all levels and types throughout the province; and be responsible for the collection, analysis, and release of basic education statistics.


(3) Promote balanced development of compulsory education and advance educational equity. Provide macro-level guidance and coordination for compulsory education, oversee general high school education, early childhood education, and special education. Establish fundamental teaching requirements and core instructional documents for basic education, and comprehensively implement quality education.


(4) Guide provincial education supervision efforts. Organize and direct supervision, inspection, evaluation, and acceptance of secondary and below education, as well as literacy campaigns for young and middle-aged adults. Oversee monitoring of basic education development levels and quality.


(V) Directs the development and reform of employment-oriented vocational education. Oversees the establishment of secondary vocational education programs, teaching guidance, and teaching evaluations. Guides the development of secondary vocational education textbooks and career guidance work.


(VI) Directs the development and reform of higher education. Oversees the establishment of higher education disciplines and programs, teaching guidance, and related work. Collaborates with relevant departments to review the establishment, renaming, revocation, and restructuring of higher education institutions. Provides coordinated guidance for all types of higher education and continuing education. Guides improvements in higher education evaluation work.


(7) Oversee the unified management of the department's education funding; participate in formulating provincial policies on education funding mobilization, appropriations, and infrastructure investment; and compile statistics on provincial education expenditure.


(8) Coordinate and guide ethnic minority education; facilitate educational assistance for ethnic minorities and their regions.


(9) Guide ideological and political work, moral education, physical education, health education, arts education, and national defense education in schools at all levels.


(10) Overseeing provincial teacher affairs, collaborating with relevant departments to implement the teacher qualification system, and guiding talent development within the education system.


(11) Managing enrollment and academic record administration for all types of higher education and secondary specialized education. Collaborating with relevant departments to formulate enrollment plans for higher education institutions and secondary specialized schools. Participating in the formulation of employment policies for graduates of regular higher education institutions. Guiding regular higher education institutions in conducting graduate employment and entrepreneurship initiatives. Organizing and implementing pre-graduation employment guidance and services for graduates of regular higher education institutions across the province.


(12) Plans and guides natural science, philosophy, and social science research in higher education institutions; coordinates and guides their participation in national innovation system development and implementation of national/provincial major science and technology projects; directs development of scientific innovation platforms in higher education; guides educational informatization and industry-academia-research collaboration.


(13) Organize and guide international exchanges and cooperation in education across the province; oversee management of outbound study programs, inbound international students, Sino-foreign cooperative education programs, and schools for children of foreign nationals; guide the international promotion of the Chinese language; and conduct educational cooperation and exchanges with Hong Kong, Macao, and Taiwan.


(14) Formulate policies and plans for language and script work across the province; oversee the supervision and management of standards for the Chinese language and minority languages and scripts; guide the promotion of Putonghua (Standard Mandarin) and the training of Putonghua instructors.


(15) Coordinate and manage provincial degree conferral, implementing the national degree system.


(16) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Education.
