Jinchang Municipal Civil Affairs Bureau Functional Information

I. Key Responsibilities Adjustments


(1) The responsibility for formulating and coordinating the implementation of policies and measures addressing population ageing shall be transferred to the Municipal Health Commission.


(2) Responsibilities for formulating policies on grassroots mass self-governance and community governance across urban and rural areas; guiding the development of urban and rural community governance systems and capabilities; proposing recommendations to strengthen and improve grassroots governance structures; and promoting grassroots democratic political development; as well as formulating city-wide social work policies and standards, and collaborating with relevant departments to advance the development of social work talent pools and volunteer teams, shall be transferred to the Municipal Party Committee's Social Work Department.


II. Adjustments to Internal Departments


(1) The Grassroots Governance and Social Management Section shall be abolished.


(2) The Social Organisation Management Section (Social Organisation Law Enforcement Supervision Section) and the Social Organisation Party Building Section shall be integrated into the Social Organisation Management and Party Building Section. Primary responsibilities: implement registration and supervision management measures for social organisations including social groups, private non-enterprise units, foundations, and social service institutions; register and manage social organisations within its administrative jurisdiction; guide county/district civil affairs bureaus in registering and managing social organisations; oversee Party building work for social organisations directly registered and supervised by the Jinchang Municipal Civil Affairs Bureau.


(3) Establish the Policy and Regulations Section, which shall also serve as the Law Enforcement Supervision Section. Primary responsibilities: undertake standardisation work within the civil affairs sector; conduct legal reviews of normative documents and handle administrative litigation; oversee civil affairs administrative law enforcement; formulate policies on administrative regional management, administrative boundaries, and place name management; manage the city's administrative divisions and boundaries, and mediate boundary disputes; Handling the review and approval of the establishment, abolition, adjustment, naming, renaming, boundary alterations, and relocation of government seats for administrative regions; overseeing the approval and reporting of place name designations and renaming; managing the installation and maintenance of place name signage across the city. Undertaking specific tasks requiring government involvement and assistance from the Municipal Civil Affairs Bureau in matters concerning the work of village committees and residents' committees.


(iv) Elderly Care Services Section, also designated as the Ageing Affairs Section. Additional responsibilities include formulating and coordinating the implementation of policy measures to actively address population ageing; guiding and coordinating citywide efforts to safeguard the rights and interests of the elderly; organising public education campaigns on national ageing trends; developing and implementing policies for elderly social participation; conducting statistical surveys on the elderly population and ageing-related development; and spearheading the distribution of senior citizen allowances.


(v) Social Affairs and Child Welfare Section. Actively advances reforms in marriage customs and funeral practices; implements policies concerning marriage, funeral services, protection of disabled persons' rights, and management of assistance for destitute vagrants and beggars; participates in formulating policies supporting concentrated employment for disabled persons; guides marriage registration authorities and institutions managing social welfare for disabled persons, funeral services, and assistance for destitute vagrants and beggars; coordinates inter-city assistance for destitute vagrants and beggars; guides the provision of temporary shelter and assistance for victims of domestic violence; implements policies and standards for child welfare, protection of abandoned children, child adoption, and child rescue and protection; enhances the care service system for rural left-behind children and the protection system for children in distress; guides the management of child welfare, adoption registration, and rescue and protection institutions; implements policies for the development of charitable undertakings and the administration of charitable trusts, charitable organisations, and their activities; Implement welfare lottery management systems, oversee lottery draws and destruction procedures, and regulate welfare lottery agency operations.


(6) Social Assistance Division, also serving as the Social Assistance Inspection and Verification Division. Formulate citywide social assistance policies and standards for urban and rural residents' minimum living allowances, assistance and support for persons in extreme hardship, and temporary assistance; improve the citywide urban and rural social assistance system; undertake the allocation and supervision of central, provincial, and municipal financial assistance funds for persons in financial hardship; participate in formulating relevant assistance measures for healthcare, housing, education, employment, and justice; undertake citywide urban and rural social assistance information management; organise and guide the inspection of social assistance policy implementation and related information verification across the city.


(7) Office. Responsible for routine administrative tasks including correspondence, meetings, confidential matters, and archives; handles information management, security, confidentiality, petitions, government transparency, and logistical administration; manages the bureau's infrastructure development and internal financial affairs; oversees ideological and political development, spiritual civilisation building, and personnel management for the bureau and its directly affiliated units.


Following the adjustment, the Municipal Civil Affairs Bureau comprises six internal functional divisions: the Office; the Policy and Regulations Division (encompassing the Law Enforcement Supervision Section); the Social Organisation Management and Party Building Division; the Social Assistance Division (including the Social Assistance Inspection and Verification Section); the Social Affairs and Child Welfare Division; and the Elderly Care Services Division (including the Ageing Affairs Section).


III. Staffing Levels and Leadership Positions


The Municipal Civil Affairs Bureau has 13 administrative positions. It comprises one Director, three Deputy Directors, and eight section-level leadership positions.


IV. Other Matters


The establishment, responsibilities, and staffing levels of institutions affiliated with the Municipal Civil Affairs Bureau shall be stipulated separately.
