Jinchang Municipal Finance Bureau Functional Information

Primary Responsibilities of the Jinchang Municipal Finance Bureau


(1) Implementing national regulations, systems, and policies governing finance, non-tax revenue, state-owned assets, and government procurement management.


(2) Formulating and implementing the city's financial development strategies, medium-to-long-term plans, and reform proposals; participating in the formulation of city-wide macroeconomic policies; organising the execution of central-local and state-enterprise revenue distribution policies; Propose recommendations for employing fiscal and tax policies to implement macroeconomic regulation and achieve comprehensive balancing of social financial resources; advance reforms in the delineation of fiscal responsibilities and expenditure obligations, rationalise revenue distribution between the city and counties (districts), and establish fiscal relations between the city and counties (districts) characterised by clear delineation of powers and responsibilities, coordinated financial capacity, and regional equilibrium; comprehensively implement list management for government funds and administrative and institutional charges, and improve supervisory systems; implement national requirements for deepening tax system reform.


(3) Oversee municipal-level fiscal revenues and expenditures; prepare annual municipal budget and final accounts drafts and organise their implementation; supervise the execution of county and district budgets; review and consolidate the city-wide state-owned capital operation budget and final accounts drafts; report to the Municipal People's Congress on the city-wide and municipal budgets and their execution, and report final accounts to the Municipal People's Congress Standing Committee as delegated by the Municipal Government; formulate city-wide expenditure standards and quotas; Examine and approve annual budgets and final accounts of municipal departments (units); comprehensively implement performance management, establishing a budgetary system that is fully standardised, transparent, scientifically benchmarked, and rigorously constrained; manage assets of municipal government investment funds financed by municipal fiscal contributions; oversee disclosure of municipal budgets and final accounts.


(4) Manage government non-tax revenues; administer administrative and institutional charges and government funds in accordance with regulations; undertake fiscal oversight and management responsibilities for housing provident funds; Manages budgetary funds for housing reform; jointly manages expenditures for affordable housing projects with relevant departments; administers fiscal receipts; implements national lottery management policies and relevant measures, and manages lottery funds in accordance with regulations.


(v) Formulates and implements the city's treasury management system and centralised treasury payment system; guides and supervises operations of the Jinchang Central Sub-Treasury of the State Treasury; conducts treasury cash management in accordance with regulations; establishes the city's government procurement system and oversees municipal-level government procurement supervision.


(vi) Standardise debt financing mechanisms, establish a closed-loop management system, strictly control debt risks within statutory limits, focus on preventing hidden debt risks, and resolutely uphold the bottom line of preventing systemic risks.


(vii) Implement administrative regulations on state-owned asset management, draft and formulate relevant rules and regulations; manage state-owned assets of municipal administrative institutions and public organisations in accordance with regulations; lead the compilation of state-owned asset management reports; implement state-owned asset management reporting requirements.


(viii) Handle and supervise municipal-level fiscal expenditures for economic development and government investment projects; implement financial systems for infrastructure construction; manage budgetary arrangements, review, and disbursement of funds; oversee fiscal management of policy-based subsidies and special reserve funds; supervise agricultural comprehensive development fund management and budget execution.


(ix) Manage municipal-level fiscal expenditures for social security, employment, and healthcare; Collaborate with relevant departments to formulate financial management systems for social security funds (funds), and prepare municipal-level social security budget and final accounts drafts.


(10) Implement government policies, systems, and measures for domestic and foreign debt management; strengthen government debt management, prepare annual municipal and city-level government debt revenue and expenditure plans, undertake budget management of government debt, and manage government loan operations; undertake credit assessment, fund management, and on-lending for financing loans and grant projects from foreign governments and international financial institutions.


(11) Implement national laws, regulations, rules and policies concerning financial affairs. Cooperate with financial regulatory authorities stationed in Jilin to implement monetary policy and related financial supervision tasks. Coordinate financial institutions in Jilin to enhance financial service levels and support economic and social development. Establish, in conjunction with relevant departments, financial stability coordination mechanisms and financial risk early warning and emergency response mechanisms to prevent and resolve local financial risks; formulate policies and regulations for managing local state-owned financial capital, undertaking duties related to the municipal state-owned financial capital investor; Manage funds related to policy-based finance and inclusive finance; formulate policies for fiscal external investments and government investment funds.


(12) Implement accounting regulations and systems; oversee accounting practices citywide, supervising and standardising accounting conduct; provide guidance and supervision for certified public accountants and accounting firms as delegated.


(13) Establish and improve fiscal oversight mechanisms; implement performance evaluations of fiscal expenditures; supervise and inspect the implementation of fiscal and tax policies and regulations; report major issues in fiscal revenue and expenditure management; propose policy recommendations to strengthen fiscal management. Formulate city-wide fiscal education and training plans; oversee fiscal information and publicity work.


(14) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Department of Finance, and other higher-level competent authorities.
