I. Implement national and provincial development plans and policies concerning human resources and social security; formulate municipal development plans, policies, and medium-to-long-term plans for professional and technical personnel development; draft local regulations and rules on human resources and social security, and oversee their implementation and supervision.
II. Formulate municipal human resources market development plans and personnel mobility policies; establish a unified and standardised human resources market to facilitate rational personnel movement and effective resource allocation; Provide guidance on human resources market development in counties and districts.

Oversee employment promotion citywide; formulate integrated urban-rural employment development plans and policies; enhance the public employment service system; refine employment assistance mechanisms and vocational qualification systems; establish a coordinated vocational training framework for urban and rural workers; formulate policies for transferring surplus rural labour into employment and entrepreneurship; strengthen guidance on labour dispatch operations citywide; Take the lead in formulating and implementing policies for graduate employment and entrepreneurship, and provide employment guidance for university graduates; jointly formulate policies with relevant departments for the cultivation and incentives of highly skilled personnel and rural practical talents.
IV. Coordinate the establishment of a citywide social security system covering both urban and rural areas; formulate unified policies and standards for urban and rural social insurance and supplementary insurance across the city; organise the formulation of unified citywide measures for the transfer and continuation of social insurance relationships; Establish, in conjunction with relevant departments, management and supervision systems for the city's social insurance and supplementary insurance funds; compile draft budgets and final accounts for the city's social security funds; participate in formulating investment policies for the city's social security funds.
V. Oversee employment, unemployment, and social insurance fund forecasting, early warning, and information guidance for the city; formulate contingency plans; implement preventive, regulatory, and control measures to maintain stable employment conditions and overall balance in social insurance fund revenues and expenditures.
VI. Process procedures for the appointment and removal of personnel submitted by the Municipal Government to the Municipal People's Congress Standing Committee for decision in accordance with the Organic Law; handle matters related to the appointment and removal of personnel submitted to the Municipal Government for decision in accordance with the Municipal Government's administrative appointment and removal measures.
VII. Jointly formulate citywide wage income distribution policies for personnel in government organs and public institutions with relevant departments; establish mechanisms for regular wage increases and payment guarantees for personnel in government organs, enterprises, and public institutions; formulate citywide welfare and retirement policies for personnel in government organs, enterprises, and public institutions.
VIII. In conjunction with relevant departments, guide the reform of the personnel system for public institutions across the city; establish management systems for personnel in public institutions and for manual workers in government organs; formulate policies for the management and continuing education of professional and technical personnel, and implement continuing education programmes for such personnel; oversee the reform and deepening of the professional title system, establishing an evaluation system for professional titles; manage and coordinate the professional and technical workforce, and undertake the cultivation and selection of various types of high-level talent.
IX. Collaborate with relevant departments to formulate national honour systems and government commendation systems; comprehensively manage government commendation work and oversee its implementation.
X. Collaborate with relevant departments to formulate comprehensive policies and plans for migrant workers across the city; promote the implementation of relevant policies for migrant workers; coordinate the resolution of key and difficult issues; safeguard the lawful rights and interests of migrant workers.
XI. Formulate city-wide personnel and labour dispute mediation and arbitration systems, as well as labour relations policies; Refine labour relations coordination mechanisms; formulate policies to eliminate illegal child labour and provide special labour protection for female and underage workers; organise and implement labour inspections; coordinate labour rights protection efforts; and investigate and handle major cases in accordance with the law.
XII. Handle personnel and labour-related petitions; coordinate with relevant departments to address major petition incidents and emergencies concerning labour and personnel matters.
XIII. Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Human Resources and Social Security.
