Jinchang Municipal Bureau of Ecology and Environment

Responsible for implementing the fundamental national ecological and environmental systems. Enforces national ecological and environmental laws, regulations, guidelines, policies, and fundamental systems. Collaborates with relevant departments to formulate and implement municipal ecological and environmental policies and plans, and drafts local regulations and municipal government rules. Jointly develops and oversees the implementation of ecological and environmental plans for key municipal areas, river basins, and drinking water sources, alongside water functional zoning. Enforces national ecological and environmental standards, benchmarks, and technical specifications, and organises the drafting of municipal ecological and environmental standards.

Responsible for the overall coordination and supervision of ecological and environmental issues. Assists in investigating and handling major environmental pollution incidents and ecological damage events; leads the coordination of investigations and handling of general environmental pollution incidents and ecological damage events; guides and coordinates county and district governments in emergency response and early warning for general sudden ecological and environmental incidents; organises and implements the ecological and environmental damage compensation system; assists in resolving cross-regional and cross-basin environmental pollution disputes; and coordinates ecological and environmental protection efforts in key regions and watersheds.

Oversees the implementation of emission reduction targets. Enforces national total pollutant emission control and emission permit systems, determines the pollution capacity of air, water and other media, implements total pollutant control indicators, monitors district-level pollutant reduction task fulfilment, and implements the ecological and environmental protection target responsibility system.

Proposes arrangements for special fiscal funds in the ecological and environmental field, collaborates with relevant departments on implementation and supervision, and participates in guiding the development of circular economy and ecological-environmental industries.

Oversees environmental pollution prevention and control. Implements national and provincial management systems for air, water, soil, noise, light, odour, solid waste, chemical, and motor vehicle pollution control. Formulates municipal pollution prevention management systems and supervises their implementation. Collaborates with relevant departments to oversee ecological protection of drinking water sources, organises and guides comprehensive urban-rural ecological remediation, and supervises agricultural non-point source pollution control. Oversees municipal air pollution prevention and control, organising the city-wide collaborative mechanism for joint prevention and control of air pollution.

Guide, coordinate, and supervise ecological environment protection and restoration efforts. Organise the formulation of ecological environment protection plans; oversee natural resource development activities impacting the ecological environment, significant ecological environment construction projects, and ecological damage restoration work. Implement national and provincial ecological environment supervision systems for various nature reserves; formulate municipal ecological environment supervision systems for all types of nature reserves and oversee their enforcement. Supervise wildlife and plant conservation, wetland ecological environment protection, and desertification control. Guide, coordinate, and supervise rural ecological and environmental protection; oversee biodiversity conservation efforts; participate in ecological protection compensation initiatives.

Oversee the supervision and management of nuclear and radiation safety. Implement relevant national policies, plans, and standards; lead coordination mechanisms for nuclear safety; participate in nuclear accident emergency response; manage emergency response to radiation environmental incidents. Supervise pollution prevention and control in nuclear facilities, nuclear technology applications, electromagnetic radiation, and the development and utilisation of radioactive mineral resources. Participate in the supervision and management of nuclear material control and the design, manufacture, installation, and non-destructive testing of civil nuclear safety equipment.

Oversee the supervision and management of ecological and environmental access. Conduct environmental impact assessments for economic and technical policies, development plans, and economic development programmes in accordance with regulations. Approve or review environmental impact assessment documents for development zones, plans, and projects. Draft and implement the ecological and environmental access list.

Oversee ecological and environmental law enforcement monitoring. Implement the national ecological and environmental monitoring system, adhering to national monitoring protocols, relevant standards, and technical specifications. Organise and execute law enforcement monitoring, supervisory monitoring of pollution sources, and emergency monitoring. Conduct investigations, evaluations, early warnings, and forecasts of the city's ecological and environmental quality. Establish and implement an ecological and environmental quality announcement system, uniformly publishing local comprehensive ecological and environmental reports and significant ecological and environmental information.

Responsible for climate change response. Implement national major strategies, plans, and policies on climate change response and greenhouse gas reduction. Participate in handling relevant foreign-related ecological and environmental affairs.

Organise and implement rectification measures for issues identified in central and provincial ecological and environmental protection inspections. Coordinate with all relevant municipal departments to ensure effective rectification of issues raised in central and provincial ecological and environmental protection inspections.

Exercise unified oversight of ecological and environmental supervision and law enforcement. Organise citywide ecological and environmental protection law enforcement inspections. Investigate and address all types of ecological and environmental violations. Guide the development and operational work of the city's comprehensive ecological and environmental protection administrative law enforcement teams.

Organise, guide, and coordinate ecological and environmental publicity and education efforts. Promote awareness of ecological and environmental laws and regulations, encouraging participation from social organisations and the public in ecological and environmental protection. Advance ecological and environmental science and technology initiatives, organise scientific research and technological demonstration projects, and promote the development of ecological and environmental technology management systems.

Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Ecology and Environment.

Functional Transformation. The Municipal Ecology and Environment Bureau shall exercise unified oversight and administrative enforcement responsibilities over all types of ecological and urban-rural pollution emissions. It shall earnestly fulfil regulatory duties, comprehensively implement action plans for air, water, and soil pollution prevention and control, enforce national policies to substantially reduce the types and quantities of imported solid waste, and collaborate with customs authorities to combat the smuggling of foreign waste into the country. Establish an ecological and environmental governance system led by the government, with enterprises as the main body, and involving the participation of social organisations and the public. Implement the most stringent ecological and environmental protection systems, strictly adhere to ecological protection red lines and environmental quality bottom lines, resolutely fight the battle against pollution, safeguard the national ecological security barrier, and build a happy and beautiful Jinchang.
