The Jinchang Municipal Housing and Urban-Rural Development Bureau comprises 12 internal departments and concurrently serves as the Jinchang Municipal Urban Management and Law Enforcement Bureau. It oversees three subordinate public institutions: the Municipal Land Acquisition Office (operating under civil service regulations), the Municipal Engineering Service Centre, and the Municipal Construction Project Tendering and Bidding Service Centre.
I. Primary Responsibilities
(1) Implementing national, provincial, and municipal laws, regulations, development strategies, medium-to-long-term plans, technical standards, and specifications pertaining to housing and urban-rural development administration; Responsible for formulating policies and regulations governing urban construction, town and village development, engineering projects, affordable housing construction, the construction industry, real estate sector, survey, design and consultancy services, municipal public utilities, and urban management enforcement. Also responsible for developing and guiding the implementation of relevant development strategies, medium-to-long-term plans, and annual programmes concerning construction technology and technical economics. Researches and proposes recommendations on major issues concerning housing and urban-rural development across the city. Oversees the administration of the housing and urban-rural development sector.
(2) Formulating urban development strategies, medium-to-long-term plans, and annual programmes; maintaining a reserve of urban construction projects; overseeing foreign capital utilisation and international economic-technical cooperation in urban construction and municipal public utilities; supervising the gas industry; coordinating urban management, environmental sanitation, and landscaping.
(iii) Overseeing the construction market, formulating regulations to standardise the conduct of all market participants and supervising their implementation; supervising tendering and bidding for construction projects; overseeing physical construction markets; supervising construction works, engineering supervision, quality monitoring, and construction project tendering agencies; guiding fire safety design reviews for construction projects; directing the work of social intermediary organisations within the construction sector.
(iv) Approves preliminary design documents for construction projects below the specified threshold, and reviews and files construction drawing design documents, energy-efficient design for civil buildings, and project completion acceptance; oversees institutional reform, statistics, work safety, industry excellence evaluations, project excellence evaluations, qualification reviews and approvals, and related administrative approvals for the city's construction sector.
(v) Supervises the implementation of national standards, industry standards, and quotas during the construction phase; Oversee the implementation of project cost management systems and publish project cost information; manage construction machinery and equipment; oversee the qualification review and supervision of project cost consultancy firms and survey and design consultancy enterprises.
(vi) Oversee the safety and quality supervision of construction projects citywide; formulate and implement regulatory systems for construction project safety and quality supervision; organise or participate in the investigation and handling of project safety incidents, quality incidents, and related issues; organise the identification of dilapidated and obsolete buildings in urban areas.
(vii) Overseeing the implementation of laws, regulations and rules concerning seismic resistance; overseeing seismic resistance (seismic isolation and energy dissipation) measures for buildings and urban public facilities, and seismic retrofitting of existing structures.
(8) Oversee construction technology, building energy efficiency, and wall material innovation; manage major technology introduction and innovation, scientific and technological promotion, and talent exchange programmes within the construction sector; guide wall material innovation and the application of new energy sources such as solar power in buildings; implement building energy efficiency projects; manage staff training and continuing education for the construction industry; develop scientific and technological talent pools and facilitate intellectual recruitment.
(9) Overseeing village and town construction, formulating municipal policies and systems for village and small town development and supervising their implementation; guiding rural housing construction and dilapidated housing renovation; directing improvements to the ecological environment of village and town settlements; guiding unified development, comprehensive construction, and real estate management in villages and towns; advancing work related to new-type urbanisation.
(10) Oversee the city's housing security initiatives; collaborate with relevant departments to formulate housing security development plans and annual programmes, and monitor their implementation; draft city-wide housing security regulations and oversee their enforcement; manage the planning, approval, supervision, and administration of affordable housing projects; jointly develop city-wide subsidy funding plans for affordable housing projects and rental subsidy schemes for low-income urban households, while monitoring fund utilisation; handle the review, application, disbursement, and accounting of housing subsidies for employees of administrative and public institutions.
(XI) Overseeing the city's real estate industry, formulating development plans for the sector; regulating market order and rigorously implementing market control measures. Drafting and supervising the implementation of regulations governing property development, transactions, leasing, property management, and expropriation/demolition; managing real estate development enterprises and intermediary agencies, including qualification review and approval procedures; Manages pre-sale permits for commercial properties, comprehensive completion acceptance filings for residential complexes, supervision of pre-sale funds, online contract filing for new and existing property transactions, and intermediary agency registrations; oversees urban property transfers, housing leases, area surveying, and hazardous building management; administers residential industrial modernisation and housing performance certification; Organise the construction and management of the city-wide real estate market information system; undertake real estate market monitoring, analysis, and industry statistics; oversee and guide property management sector administration, formulate city-wide property management policies and measures, and supervise their implementation; supervise and guide the management and utilisation of the city-wide residential special maintenance fund.
(12) Guide urban management law enforcement activities and conduct oversight of urban management enforcement practices; investigate and handle major, complex, and cross-regional urban management enforcement cases; Direct the development of urban management enforcement teams; oversee, inspect, and coordinate urban appearance and environmental management; formulate plans for major urban appearance improvement and public environment special rectification projects; organise and coordinate environmental safeguards for major festivals and events; conduct thematic research on urban appearance and environmental hygiene; supervise, guide, and evaluate the specialised campaign for a waste-free city.
(13) Oversee administrative law enforcement within the construction sector and conduct inspections and enforcement actions for construction projects.
(14) Undertake other duties assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Housing and Urban-Rural Development.
