Jincheng Municipal Transport Bureau Functional Information

The Jinchang Municipal Transport Bureau formulates development plans, medium-to-long-term programmes, and annual schedules for the city's transport sector, road transport market, urban passenger transport market, and logistics industry, and oversees their implementation. It collaborates with relevant departments to develop integrated transport system plans and is responsible for statistical analysis and information guidance within the municipal transport sector.


(1) Implementing national, provincial, and municipal policies, laws, and regulations pertaining to transport operations.

(3) Oversee the regulation of the city's road and waterway transport markets; guide urban and rural passenger and freight transport management; establish transport pricing in collaboration with relevant departments; organise critical cargo transport, disaster relief operations, and emergency passenger/freight services during public holidays.

(4) Supervise the construction market for transport infrastructure; manage industry standards for transport infrastructure project quality control, engineering quotas, cost estimation, and tendering procedures.

(5) Oversee the construction, maintenance, and management of the city's transport infrastructure; handle preliminary work, project approval reviews, implementation, and final acceptance for key transport infrastructure projects; manage the construction and operation of passenger and freight transport terminals; organise emergency repairs for transport disruptions caused by natural disasters such as flood damage to roads or earthquakes.

(6) Guide institutional reforms within the transport sector, manage urban public transport and taxi services, and uphold fair competition within road transport and urban passenger transport markets; Guide the optimisation of transport capacity structure within the sector.

(vii) Undertake research, drafting, revision, and submission for review of policies, regulations, and normative documents pertaining to the city's transport sector.

(viii) Oversee the city's transport wartime preparedness. Develop and implement transport wartime preparedness plans, including medium-to-long-term strategies and annual programmes; manage the construction of transport wartime preparedness infrastructure and the development of emergency response teams.

(9) Oversee the approval, review, and submission of budgets and final accounts for municipal highway construction projects.

(10) Manage the filing of plans for the construction, management, and maintenance of rural roads across the municipality.

(11) Manage the financing of transport infrastructure projects; oversee the use and supervision of government-allocated funds; supervise state-owned assets and capital within the transport sector; administer highway infrastructure property rights and road rights.

(12) Overseeing administrative law enforcement, supervision of enforcement, administrative litigation, administrative reconsideration, and legal education within the city's transport sector.

(13) Managing national defence transport support, mobilisation of civilian transport capacity, scientific and technological management, energy conservation and emission reduction, information technology development and management, and comprehensive social security governance within the city's transport industry.

(14) Supervising work safety management within the city's transport sector.

(15) Undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Transport.
