Jinchang Municipal Water Authority Functional Information

(1) Implement national and provincial water resources policies. Ensure the rational development and utilisation of water resources; formulate municipal water resources strategic plans and policies; establish departmental regulations; oversee the implementation of relevant laws, regulations, and rules; organise the compilation of major plans including comprehensive river management, inter-basin water transfer, and flood control schemes; Establish relevant systems for water conservancy project construction in accordance with regulations and oversee their implementation. Propose the scale and direction of fixed-asset investment in water conservancy, as well as arrangements for state, provincial, and municipal fiscal funds. Approve and authorise fixed-asset investment projects within the city's planned scope and annual scale according to prescribed authority. Propose and implement investment arrangements for water conservancy construction across the city.


(2) Overseeing the coordinated allocation and safeguarding of water resources for domestic consumption, industrial operations, and ecological purposes across the city. Implementing unified supervision and management of water resources; formulating medium- to long-term water supply and demand plans, as well as water allocation schemes for the city and across regions/basins, and supervising their implementation; organising water resource surveys and assessments, and conducting hydropower resource investigations as stipulated; organising water resource and flood control assessments for the city's overall national economic plans, urban planning, and large-to-medium-scale construction projects; Implement the collection of water resource fees; approve water abstraction permits in accordance with relevant water regulations; guide water supply operations within the water conservancy sector and township water supply services; formulate the city's water conservancy science and technology development plan, and organise water conservancy scientific research and technology promotion; oversee external economic liaison and technical-economic cooperation for the city's water conservancy system.


(3) Oversee water resource conservation. Organise the formulation of water resource protection plans and implement supervisory management; draft water functional zoning plans and oversee their implementation; determine water body pollution capacity; propose total pollutant discharge limits; guide drinking water source protection; direct groundwater development and utilisation, and manage groundwater resources within urban planning zones.


(iv) Responsible for preventing and mitigating water and drought disasters, undertaking the daily operations of the Municipal Drought Relief and Flood Control Headquarters. Organises, coordinates, supervises, and guides citywide drought relief and flood control efforts; implements drought relief and flood control scheduling and emergency water allocation for key rivers and major water projects; develops and implements drought relief and flood control contingency plans; guides emergency management for water-related public incidents.


(v) Responsible for water conservation. Formulates water conservation policies, develops water conservation plans, and establishes relevant standards; guides and promotes the development of a water-saving society; oversees the confirmation and transfer of water rights throughout the city.


(6) Guides hydrological work. Responsible for hydrological and water resource monitoring, the construction and management of the city's hydrological station network, monitoring the quantity and quality of rivers, lakes, reservoirs, and groundwater, and issuing hydrological and water resource information, forecasts, and the city's water resources bulletin.


(vii) Overseeing water conservancy project construction. Guiding the management and protection of water conservancy facilities, water bodies and their shorelines across the city; directing the management and development of important river floodplains; guiding the construction and operational management of water conservancy projects; managing project cost control for city-wide water conservancy construction; organising and implementing the construction and operational management of key water conservancy projects with regulatory functions or spanning counties, districts and river basins; undertaking city-wide water conservancy statistics; managing water conservancy project resettlement.


(8) Responsible for the prevention and control of soil erosion. Drafts soil conservation plans and supervises their implementation; organises the comprehensive prevention, monitoring, forecasting, and periodic announcement of soil erosion; approves, supervises the implementation of, and conducts acceptance inspections for soil conservation plans of major construction projects; and guides the implementation of key soil conservation projects across the city.


(IX) Guiding rural water conservancy work. Coordinating fundamental construction of farmland water conservancy across the city; guiding construction and management of rural drinking water safety and water-saving irrigation projects; coordinating pastoral water conservancy work; guiding development of rural water conservancy socialised service systems; providing guidance on rural hydropower resource development in accordance with regulations; guiding rural electrification through hydropower and small hydropower fuel substitution initiatives.


(10) Oversee water administration law enforcement. Investigate and address major water-related violations; mediate and arbitrate cross-regional water disputes; guide water administration supervision and law enforcement. Ensure industry-wide water safety compliance citywide; organise and direct safety oversight of reservoirs and hydroelectric dams. Supervise the water construction market and implement oversight of water engineering projects.


(11) Undertake other duties assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Water Resources.
