Jinchang Municipal Bureau of Agriculture and Rural Affairs Functional Information

The Jinchang Municipal Bureau of Agriculture and Rural Affairs implements the guiding principles, policies, and decision-making requirements of the Central Committee, Provincial Party Committee, and Municipal Party Committee concerning agriculture, rural areas, and farmers. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over work related to agriculture, rural areas, and farmers. Its principal responsibilities are as follows:


(1) Implementing the Party's agricultural and rural policies and relevant national laws and regulations concerning agriculture, rural areas, and farmers. Coordinating research and organising the implementation of the city's development strategies, medium- to long-term plans, and major policies for agriculture, rural areas, and farmers. Drafting local regulations and municipal government rules pertaining to agriculture and rural affairs, guiding comprehensive agricultural administrative law enforcement, and participating in the formulation of agriculture-related policies.


(2) Coordinating the advancement of rural social undertakings, public services, culture, infrastructure, and governance across the city. Leading efforts to improve the rural living environment. Guiding the development of rural spiritual civilisation and the promotion of outstanding agricultural culture. Overseeing agricultural industry safety production.


(3) Implement national, provincial, and municipal policies on deepening rural economic system reform and consolidating the basic rural operating system. Oversee reforms and management of farmers' contracted land and rural homestead rights. Lead rural collective property rights system reform, guiding the development of rural collective economic organisations and collective asset management. Guide the establishment and development of farmers' cooperative economic organisations, agricultural socialised service systems, and new agricultural business entities.


(4) Guide the development of distinctive rural industries, agricultural product processing, and agritourism across the city. Propose measures to facilitate the circulation of bulk agricultural products, cultivate and protect agricultural brands. Release agricultural and rural economic information, monitor and analyse the operation of the agricultural and rural economy. Undertake agricultural statistics and related work concerning agricultural and rural informatisation.


(V) Oversee the supervision and management of all agricultural sectors including crop cultivation, animal husbandry, fisheries, and agricultural mechanisation. Guide the production of grain and other agricultural products, organise the construction of modern agricultural industrial, production, and management systems, and guide standardised agricultural production. Oversee fisheries supervision and management throughout the city.


(vi) Overseeing the quality and safety of agricultural products citywide. Organising monitoring, traceability, and risk assessment for agricultural product quality and safety. Participating in formulating local standards for agricultural product quality and safety, and implementing them in conjunction with relevant departments. Guiding the development of agricultural inspection and testing systems.


(vii) Organising agricultural resource zoning citywide. Guiding the protection and management of agricultural land, fishery waters, and agricultural biological species resources. Responsible for protecting aquatic wildlife, and safeguarding the quality of cultivated land and permanently protected farmland. Guide the management of agricultural product production environments and clean agricultural production. Guide the development of facility agriculture, ecological and circular agriculture, water-saving agriculture, as well as the comprehensive development and utilisation of rural renewable energy and the agricultural biomass industry. Lead the management of alien species across the city.


(8) Oversee the supervision and management of relevant agricultural production materials and inputs. Organise and coordinate the development of the agricultural production materials market system, implement relevant standards for such materials, and supervise their enforcement. Implement national standards concerning veterinary drug quality, residue limits, and residue detection methods. Organise veterinary administration, veterinary drug regulation and drug inspection work, and oversee the management of practising veterinarians and the livestock slaughter industry.


(IX) Responsible for agricultural disaster prevention and mitigation, and the control of major crop pests and diseases. Guide the development of animal and plant epidemic prevention and quarantine systems, organise and supervise animal and plant epidemic prevention and quarantine work within the city, monitor, release information on, and organise the eradication of epidemics in accordance with regulations. Guide emergency relief for agriculture and animal husbandry and post-disaster production recovery work.


(10) Oversees municipal agricultural investment management. Proposes reforms to agricultural investment and financing mechanisms. Develops construction plans for relevant agricultural investment projects, recommends agricultural investment scale and direction, and proposes fiscal support projects for rural development. Undertakes agricultural investment project duties within prescribed authority, managing fund allocation and monitoring project progress.


(11) Advances municipal agricultural science and technology system reform and innovation framework development. Guide the development of agricultural industrial technology systems and agricultural technology extension frameworks. Organise research into high-tech and applied technologies in agriculture, facilitate the commercialisation of scientific achievements, and promote technological dissemination. Oversee biosafety supervision of genetically modified organisms in agriculture and protect new plant varieties.


(12) Guide talent development in agriculture and rural areas across the city. Draft and implement plans for building agricultural and rural talent pools. Guide agricultural education and vocational skills development. Oversee the cultivation of new professional farmers, the training of agricultural science and technology personnel, and the education of practical rural talents.


(13) Organising agricultural international cooperation. Promoting agricultural trade and facilitating international exchanges and cooperation. Implementing international agricultural cooperation projects in conjunction with relevant departments.


(14) Overseeing rural poverty alleviation and development, organising and coordinating rural assistance initiatives.


(15) Undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, Municipal Rural Work Leading Group, Provincial Department of Agriculture and Rural Affairs, and Provincial Bureau of Animal Husbandry and Veterinary Medicine.
