Jinchang Municipal Bureau of Commerce Functional Information

(i) Implement national, provincial and municipal development strategies, guidelines, policies and relevant laws and regulations concerning domestic and international trade, as well as international economic cooperation; research and formulate corresponding development plans and policy measures for the city, and organise their implementation.


(ii) Research and formulate the city's domestic trade development plan to promote urban and rural market development; formulate development plans for commodity markets, commercial outlets, and commercial logistics facilities, along with corresponding key project construction plans, to advance the construction of urban and rural market systems.


(iii) Oversee the restructuring of the circulation industry, guide reforms in circulation enterprises, foster the development of commercial services and community commerce, propose policy recommendations to promote the growth of small and medium-sized commercial enterprises, and advance modern circulation methods including standardisation, chain operations, e-commerce, and logistics distribution.


(iv) Promote the establishment of a credibility system within the commercial sector; formulate and implement policies regulating market operations and circulation order, advance credit-building initiatives in commerce, guide commercial credit sales, and establish a public service platform for market integrity.


(v) Monitor and analyse consumer goods market operations and supply-demand conditions; investigate and analyse commodity price information; conduct forecasting, early warning, and information guidance; establish and improve emergency management mechanisms for essential goods supply; and, according to division of responsibilities, manage reserves and regulate markets for key consumer goods.


(vi) Oversee the commercial services sector; supervise the circulation of refined petroleum products, auctions, direct sales, second-hand goods, recyclable resources recovery, motor vehicle transactions, and end-of-life vehicle recycling in accordance with relevant regulations; manage the pharmaceutical distribution industry; Oversees the supervision and management of the city's catering, hotel, bathing, hairdressing and beauty, laundry and dry cleaning, portrait photography, and domestic service industries, including the grading assessment of restaurants and hotels; undertakes responsibilities for promoting bulk cement; oversees the supervision and management of alcoholic beverage circulation.


(vii) Implement national management measures for import/export commodities and processing trade, alongside policy initiatives promoting the transformation of foreign trade growth models. Guide and implement import/export plans, oversee trade promotion activities, develop foreign trade promotion systems, and manage various import/export operations. Enforce policies on foreign technical trade, import/export controls, and incentives for technology and complete equipment trade. Legally supervise technology introduction, equipment imports, and state-restricted export technologies. Formulate and implement municipal plans and policies to promote service exports and service outsourcing development. Implement relevant policies, laws, regulations, and directives from higher-level port authorities concerning port management; oversee all port-related administrative functions citywide.


(viii) Conduct research, provide guidance, and deliver services concerning WTO-related matters within the city's commerce sector; coordinate anti-dumping, countervailing, safeguard measures, and other fair trade initiatives related to imports and exports; organise citywide industrial damage investigations.


(IX) Collaborate with relevant departments to formulate and implement municipal foreign investment policies, guiding foreign investment activities citywide; participate in drafting medium- and long-term plans for foreign capital utilisation; supervise and inspect foreign-invested enterprises' compliance with relevant laws, regulations, rules, contracts, and articles of association in accordance with the law, coordinating resolution of related issues; guide and manage the approval and import/export operations of foreign-invested enterprises citywide; forward for approval or approve contracts, articles of association, and major changes subject to special legal provisions for foreign-invested enterprise projects.


(10) Collaborate with relevant departments to formulate and implement foreign economic cooperation policies; guide and supervise the management of overseas contracting projects, labour cooperation, design consultancy and related services; implement provincial and municipal regulations and specific policies governing overseas investment; oversee the qualification certification and management of foreign economic cooperation enterprises; review or approve overseas investment projects by municipal enterprises and implement supervisory management; manage grant aid projects and donations to the city from international organisations, foreign governments and non-governmental organisations.


(11) Oversee the development and management of the city's exhibition and convention industry; centrally manage all overseas trade fairs, exhibitions, and trade shows; coordinate with relevant departments to organise and guide enterprises' participation in domestic and international exhibitions, trade fairs, and commercial activities.


(12) Manage the city's commercial news releases and publicity; provide commercial information advisory services; organise and guide the development of information networks and e-commerce within the city's circulation sector.


(13) Overseeing citywide economic and trade guidance and team development; directing the work of citywide business associations, societies, and other social organisations.


(14) Undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Commerce.
