Jinchang Municipal Bureau of Culture, Radio, Television and Tourism Functional Information

I. Primary Responsibilities


The primary responsibilities of the Jinchang Municipal Bureau of Culture, Radio, Television and Tourism are as follows:


(1) Implementing the Party's policies and guidelines on publicity and cultural work; researching and formulating policy measures for the management of cultural and tourism affairs, radio and television, and online audio-visual programme services across the municipality; drafting regulations and systems for the management of cultural and tourism affairs, radio and television, and online audio-visual programme services; strengthening the management of radio and television platforms to ensure correct public opinion guidance and creative direction.


(2) To coordinate the planning of cultural undertakings, cultural industries, tourism, and broadcasting and television sectors across the city; formulate and implement development plans for these sectors; organise and implement surveys, exploration, protection, and utilisation of cultural, heritage, and tourism resources citywide; advance the integrated development of culture and tourism; and promote institutional and mechanistic reforms in the cultural, broadcasting, and tourism sectors.


(3) Manage major citywide cultural events and coordinate cultural tourism festivals and events across the city; implement public service projects and charitable activities, guiding key cultural, tourism, and broadcasting infrastructure development; promote the city's overall tourism image, facilitate external cooperation and domestic/international market expansion for cultural and tourism industries, formulate and implement Jinchang's cultural tourism market development strategy; guide and advance all-for-one tourism in Jinchang.


(4) To guide and manage the city's literary and artistic endeavours, oversee artistic creation and production, support literary and artistic works that embody core socialist values and possess exemplary, representative, and guiding significance, and promote the development of all art forms and genres across the city.


(5) To be responsible for the development of public cultural and broadcasting/television services citywide, advance the construction of public cultural and broadcasting/television service systems and tourism public services, thoroughly implement cultural welfare projects, and coordinate the standardisation and equalisation of basic public cultural services across the city.


(6) Guide and advance technological innovation in the city's cultural, broadcasting, television, and tourism sectors; promote informatisation and standardisation within the cultural and tourism industries; guide the integrated development of broadcasting, television, new media, new technologies, and new business models; coordinate the convergence of broadcasting networks, telecommunications networks, and the internet.


(7) Oversee the protection of intangible cultural heritage across the city; promote the preservation, transmission, dissemination, promotion, and revitalisation of intangible cultural heritage.


(viii) Research and formulate development plans, regulations, systems, and measures for the city's cultural relics and museum sectors, and oversee their implementation; approve the establishment of municipal-level cultural relics protection units, review and submit applications for provincial-level cultural relics protection units, and recommend and submit applications for national key cultural relics protection units and World Cultural Heritage sites; manage and guide the city's cultural relics and archaeological work; organise and coordinate the implementation of major cultural relics and archaeological projects across the city; exercise macro-management over social cultural relics; approve the establishment and revocation of cultural relics shops citywide; coordinate, guide, and manage academic research, scientific studies, and technological conservation efforts concerning cultural relics across the city.


(IX) Provide professional guidance and industry oversight to all types of radio and television institutions citywide; jointly manage online audio-visual programme service providers with relevant departments; implement administrative permits established by law; organise investigations into major violations of laws and regulations; supervise the transmission, monitoring, and secure broadcasting of radio and television programmes citywide.


(10) Guide the development of the television drama industry and the creation and production of television dramas; supervise, manage, and review the content and quality of radio and television programmes and online audio-visual programmes; guide and oversee the broadcasting of radio and television advertisements.


(11) Guide the development of the city's cultural and tourism market; exercise industry supervision over the operation of the city's cultural and tourism market and all types of radio and television; Conduct on-site inspections of tourism service quality; handle tourism complaints within the jurisdiction; undertake statistical work for culture, broadcasting, cultural relics, and tourism; advance the city-wide credit system for the cultural and tourism sectors, and regulate the city's cultural and tourism markets in accordance with the law.


(12) Guide and supervise comprehensive administrative law enforcement in the city's cultural market; organise the investigation and handling of violations in city-wide and cross-regional markets including culture, cultural relics, publishing, broadcasting, film, and tourism; oversee and supervise major and important cases to maintain market order.


(13) Guide and coordinate external exchanges, cooperation, publicity, and promotion activities in culture, broadcasting, film, television, and tourism with Hong Kong, Macao, Taiwan, and internationally; organise city-wide cultural and tourism exchange events with these regions and internationally; promote the outward expansion of Jinchang's cultural, tourism, broadcasting, and television sectors.


(14) Guide the development of the city's cultural, broadcasting, television, and tourism talent pool.


(15) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Department of Culture and Tourism, Provincial Radio and Television Bureau, and Provincial Cultural Relics Bureau.
