I. Functions of the Agency
The Jinchang Municipal Medical Insurance Bureau implements the guiding principles, policies, and decisions of the Central Committee of the Communist Party of China, the Provincial Party Committee, and the Municipal Party Committee concerning medical security. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over medical security work. Its principal responsibilities are as follows:
(1) Implementing national medical insurance, maternity insurance, medical assistance, and other medical security systems, policies, plans, and standards. Formulating municipal medical insurance, maternity insurance, and medical assistance systems, and organising their implementation and supervision.
(2) Formulating and implementing city-wide medical insurance fund supervision and management measures; establishing robust mechanisms for safeguarding medical insurance funds; advancing reforms in medical insurance fund payment methods.
(3) Organising the formulation of city-wide medical insurance financing and benefit policies; refining mechanisms for dynamic adjustment and regional balancing; coordinating urban and rural medical insurance benefit standards; establishing a benefit adjustment mechanism commensurate with financing levels. Formulating and implementing the city-wide long-term care insurance system reform plan.
(iv) Implement citywide unified medical insurance directories and payment standards for pharmaceuticals, medical consumables, medical service items, and medical service facilities across urban and rural areas. Establish a dynamic adjustment mechanism, formulate negotiation rules for medical insurance directory access, and oversee their implementation.
(v) Implement policies on pricing for pharmaceuticals, medical consumables, medical service items, and medical service facilities. Establish mechanisms for the rational determination and dynamic adjustment of medical service prices covered by medical insurance. Promote the establishment of a market-driven pricing mechanism for social medical services. Establish systems for price information monitoring and disclosure.
(vi) Implement and oversee the city-wide tendering and procurement policies for pharmaceuticals and medical consumables, and coordinate with provincial platforms to execute tendering and procurement activities for pharmaceuticals and medical consumables.
(vii) Formulate and implement city-wide agreements and payment management measures for designated medical institutions, establish and improve the medical insurance credit evaluation system and information disclosure mechanisms, supervise medical service practices and costs covered by medical insurance, and investigate and penalise illegal activities in the medical insurance sector in accordance with the law.
(viii) Oversee the operational management, public service system, and informatisation development of medical security. Organise and refine policies for cross-regional medical treatment management and cost settlement. Establish and improve the system for transferring and continuing medical security relationships.
(ix) Provide guidance on medical security work, including medical insurance, maternity insurance, and medical assistance, at the county and district levels.
(x) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and higher-level medical security departments.
(xi) Functional Transformation. The Municipal Medical Insurance Bureau shall refine the unified medical insurance system and critical illness insurance system, establish and improve a multi-tiered medical security system covering all citizens and integrating urban and rural areas, continuously enhance medical security standards, ensure the rational, secure and controllable use of medical insurance funds, advance the ‘three-sector linkage’ reform of healthcare, medical insurance and pharmaceuticals, and better safeguard the public's healthcare needs while alleviating the burden of medical expenses.
(xii) Division of Responsibilities.
Division of responsibilities with the Municipal Health Commission. The Municipal Health Commission, Municipal Medical Insurance Bureau, and other relevant departments shall strengthen institutional and policy coordination in healthcare, medical insurance, and pharmaceuticals. They shall establish communication and consultation mechanisms to jointly advance reforms, enhance the efficiency of medical resource utilisation, and improve medical security standards.
II. Institutional Structure
The Jinchang Municipal Medical Insurance Bureau comprises the following internal departments: Office, Benefits Protection Section, Pharmaceutical Services Management Section, and Fund Supervision Section. Its subordinate public institution is the Jinchang Municipal Medical Insurance Service Centre.
