Current position: party secretary and director of Hezhou Human Resources and Social Security Bureau.
Main responsibilities:
(a) Implementing the laws and regulations on the development of human resources and social security of the State and autonomous regions; formulating development plans and policies for the city's human resources and social security and organising their implementation. Organise the drafting of relevant normative documents, formulate relevant implementation opinions and organise the implementation, supervision and inspection.

(b) To formulate human resources market development planning and the development of human resources services, human resources mobility policy implementation measures, establish a unified and standardised human resources market, and promote the rational flow and effective allocation of human resources.

(iii) Responsible for promoting employment in the city, formulating employment development plans and policies for urban and rural areas, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training systems for urban and rural workers, and implementing and formulating policies related to the employment assistance system and the vocational qualification system. It also takes the lead in formulating policies on the employment of college graduates, and on the training and incentivisation of highly-skilled and practical rural talents. In conjunction with relevant departments, it handles matters related to work permits for foreigners coming to Hefei.

(d) Coordinating and promoting the establishment of a multi-level social security system covering urban and rural areas of the city. Carrying out the implementation of social insurance policies and standards for old-age pension, unemployment, industrial injury and other social insurance and its supplementary insurance. In accordance with the requirements of the higher-level human resources and social services departments, it has done a good job in coordinating pension and work injury insurance in the whole region, and organised the implementation of unified methods for the transfer of pension, unemployment and work injury insurance relations. It implements and improves the management and supervision system of social insurance funds for old-age, unemployment and work-related injuries and their supplementary insurance funds, strengthens the management and supervision of social insurance funds, improves and perfects the supervision system of social insurance funds, prepares the draft pre-budget and final budget of the relevant social insurance funds, and participates in the formulation of the investment policy of the relevant social security funds. In conjunction with relevant departments, it implements the universal insurance programme and establishes a unified public service platform for social insurance.

(e) To be responsible for forecasting and early warning and information guidance for the city's employment, unemployment and related social insurance funds, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the related social insurance funds.

(vi) Organizing and implementing the mediation and arbitration system for labour and personnel disputes and labour relations policies, and improving the consultation and coordination mechanism for labour relations. It organizes and implements the system of working hours, rest and leave and holidays for employees, and carries out policies on the elimination of the illegal use of child labour and special labour protection policies for female and underage workers. It organises and implements labour security supervision, coordinates workers' rights protection work, and investigates and handles major cases in accordance with the law.

(vii) Taking the lead in promoting the deepening of the reform of the title system, formulating policies on the management and continuing education of professional and technical personnel, and organising their implementation.
