Hezhou Municipal Civil Affairs Bureau  Functional Information

Key Leader:
Chen Wenzhen, female, born in August 1969, Yao ethnicity, origin Guangxi Mengshan, joined the CPC in April 1997, university degree, Master of Public Administration. Current position: secretary of the party group and director of the Hezhou Civil Affairs Bureau.

Main responsibilities:
(a) Within the legislative authority of the city of Hezhou, to formulate the city's draft local laws and regulations and government regulations related to the field of civil affairs, to formulate the city's policies and plans for the development of civil affairs, to formulate standards and to organise the implementation thereof.

(ii) To formulate and organise the implementation of registration and supervision and management of social organisations such as social groups and social service agencies in the city, and to carry out registration management and law enforcement supervision of social organisations in accordance with the law.

(3) To formulate policies for promoting the development of charitable undertakings in the city, guide the work of social donations, and be responsible for the management of welfare lottery.

(d) To formulate policies and standards for social assistance in the city, co-ordinate the construction of the social assistance system, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, and assistance for vagrants and beggars with no means of subsistence.

(e) To formulate policies and standards for the city's administrative division, management of administrative boundaries and toponymic management, to organise research on the city's administrative division master plan ideas and proposals, and to take the lead in the establishment of administrative divisions, naming, changing and relocating government sites in accordance with the administrative authority and other audits. It organises and guides the survey and management of administrative boundaries at county and township levels, is responsible for the unified supervision and management of the city's geographical names, and is in charge of the naming and name-change audit of important natural geographic entities.

(vi) To formulate and organise the implementation of the city's marriage management policy, to promote the reform of marriage customs, and to be responsible for the registration of marriages of Hong Kong, Macao, Taiwan and overseas Chinese and foreign-related marriages.

(VII) To formulate citywide funeral management policies, service norms and organise their implementation, promote funeral reform, and guide funeral management work.

(viii) To formulate policies on the protection of the rights and interests of the disabled in the city, and co-ordinate and promote the construction of the welfare system for the disabled and the development of the rehabilitation and assistive device industry.

(ix) Undertake the daily work of the Municipal Working Committee on Ageing. It organises the formulation and coordinates the implementation of policies and measures to actively respond to population ageing. It guides and coordinates the protection of the rights and interests of the elderly in the city. Organise the formulation of policies on social participation of the elderly in the city and organise their implementation.

(j) To formulate and coordinate the implementation of policies and measures to promote the development of the city's elderly care services. It co-ordinates and promotes, supervises, guides and oversees the management of elderly services, formulates plans, policies and standards for the construction of the city's elderly service system and organises their implementation, and undertakes the welfare of the elderly and the assistance of the elderly in special difficulties.

(xi) To formulate policies and standards for the city's children's welfare, protection of orphaned and abandoned children, children's adoption, children's rescue and protection, and to improve the care and service system for left-behind children in rural areas, migrant children and the protection system for children in difficulty.

(xii) Completing other tasks assigned by the municipal party committee and the municipal people's government.

Functional transformation. The Municipal Civil Affairs Bureau shall promote the transformation of the work on aging to proactive response and coordination, improve the working system and mechanism, strengthen the function of comprehensive coordination, supervision and guidance, organisation and promotion of the development of the cause of aging, and coordinate the relevant departments and counties (districts) to continuously improve the policies on the elderly social assistance, social welfare, social preferential treatment, livability, social participation, etc., and to enhance the relevance, coordination and systematicity of the policy system. Promote the transformation of elderly services to comprehensively improve the quality of life of the elderly, accelerate the construction of the home community institutions coordinated, medical care, recreation and nourishment of a combination of elderly service system, vigorously develop inclusive elderly services, promote a balanced allocation of resources, and promote the realization of all elderly people to enjoy the basic elderly services, and out of the old to have a sense of nourishment, the old to have medical care, the old to have a sense of worthiness, the old to have a sense of worthiness, the old to have a sense of worthiness, the old to have a sense of enjoyment of the road to actively cope with the population aging. Division of responsibilities with other departments.

(i) Division of relevant duties with the Municipal Health and Wellness Committee. The Municipal Civil Affairs Bureau is responsible for organising the formulation and coordinating the implementation of policies and measures to actively respond to population ageing and promote the development of the city's elderly care services, formulating plans, policies and standards for the construction of the city's elderly care system and organising their implementation, and undertaking the work of welfare for the elderly and assistance for the elderly in special difficulties. The Municipal Health Commission is responsible for formulating policies and measures for the integration of medical care and nursing, and undertaking elderly health work such as the prevention and treatment of geriatric diseases, medical care for the elderly, and mental health and care services for the elderly.

(ii) Division of responsibilities with the Municipal Natural Resources Bureau. The Municipal Bureau of Civil Affairs, in conjunction with the Municipal Bureau of Natural Resources, organises the compilation of Hezhou administrative division maps for the publication of administrative division information.
