Anshun City Finance Bureau Functional Information
Anshun Municipal Bureau of Finance (Municipal Bureau of State-owned Assets) implements the guidelines, policies and decision-making arrangements of the central, provincial and municipal committees on the supervision of finance and state-owned assets, and adheres to and strengthens the Party's centralised and unified leadership of the supervision of finance and state-owned assets in the course of fulfilling its duties. The main duties are:
(a) To implement national and local financial, budgetary, taxation, financial and other relevant policies, regulations, decrees, rules and regulations, and to guide the city's financial work.
(B) the formulation and implementation of the city's fiscal planning and reform programmes, analysis and forecasting of the economic situation, put forward the use of fiscal policy to implement a comprehensive balance of social financial resources of the proposal; the formulation of relevant distribution policies and measures to improve the encouragement of public welfare undertakings to the development of fiscal policies and measures.

(d) To formulate the treasury management system and the centralised treasury collection and payment system, to guide and supervise treasury operations, to carry out treasury cash management according to regulations, to guide the management of the city's governmental debt, and to undertake the management of municipal governmental debt.
(e) Responsible for the management of government non-tax revenues, administrative revenues, confiscated revenues, government funds and other non-tax revenues, and the management of financial instruments and lottery funds according to regulations.

(XIX) according to the municipal people's government authorisation, in accordance with the ‘People's Republic of China Company Law’, ‘People's Republic of China Enterprise State-owned Assets Law’ and other laws and administrative regulations to perform the duties of the funder, supervision of the municipal people's government affiliated enterprises of the state-owned assets, and to strengthen the management of state-owned assets of the enterprises under supervision.
(xx) Supervise the duty of preserving and increasing the value of state-owned assets of the enterprises under supervision. It shall establish and improve the indicator system and responsibility system for value preservation and appreciation of state-owned assets, formulate and improve the assessment standards, and supervise the value preservation and appreciation of state-owned assets of the enterprises under its supervision through statistics and auditing. It is responsible for the management of wage distribution of enterprises under its supervision, and formulates policies and measures on income distribution of persons in charge of the enterprises under its supervision and organises their implementation.
(xxi) Guiding and promoting the reform and restructuring of enterprises under its supervision, promoting the construction of modern enterprise system of enterprises under its supervision, improving the corporate governance structure, and promoting the strategic adjustment of the city's state-owned economic layout and structure.
