Unit Responsibilities

(1) Undertake the drafting of relevant rules and regulations in accordance with the law, lead the formulation of local standards related to big data, and oversee their standardization and implementation.

(2) Coordinate the implementation of the Digital China development plan and facilitate the execution of the national big data strategy. Promote the informatization of public services and social governance, and advance smart city development. Research and formulate development plans and policy measures for the digital economy and digital society across the prefecture, and oversee their implementation.

(3) Research and propose policy recommendations for cultivating the data element market, guide the development of the data element market, and coordinate efforts to promote data circulation and trading.

(4) Organize the formulation of the prefecture's digital infrastructure layout plans and coordinate the advancement of relevant digital infrastructure deployment and construction.

(5) Coordinate the integration, sharing, and utilization of data resources; advance the classification and tiered management of data resources; organize the collection, aggregation, sharing, and open utilization of public data resources; and promote cross-industry and cross-departmental connectivity of information resources.

(6) Collaborate on the planning and construction of digital government and common infrastructure; oversee the management of prefectural-level government informatization; drive the integration of government information systems; and facilitate the convergence of big data with government services.

(7) Coordinate the promotion of digital economic development across the prefecture, fostering both the digitalization of industries and the industrialization of digital technologies. Oversee the development and industry management of big data-related sectors throughout the prefecture, including the administration of the software and information technology services industry. Drive cross-sectoral and cross-industry digital transformation, promoting the deep integration of the digital economy with the real economy. Coordinate major issues in big data industry development and propose corresponding solutions and recommendations.

(8) Coordinate the advancement of scientific and technological innovation in the big data field, facilitate the industrialization of research outcomes, and promote the integration of big data research, education, industry, and application.

(9) Propose investment scales and directions in the big data field, recommend approval, filing, and authorization procedures for big data investment projects, formulate annual usage plans for the prefecture-level special fund for government information system construction, and organize implementation after approval through established procedures.

(10) Undertake external exchange and cooperation in the big data field, organize and guide relevant enterprises in participating in major exchanges and collaborations, conduct regional cooperation, and guide the work of social organizations such as industry associations and academic societies in the big data field.

(11) Oversee big data talent development, formulate and implement relevant talent development plans, and coordinate big data talent initiatives across the prefecture.

(12) In accordance with departmental responsibilities, advance military-civilian integration, rural revitalization, and “streamlining administration, delegating power, and improving services” reforms. Ensure workplace safety and fire prevention within the department and its industry sector.

(13) Complete other tasks assigned by the Prefectural Party Committee, Prefectural Government, and Provincial Big Data Development Administration.
