Gansu Provincial Development and Reform Commission Functional Information

Primary Responsibilities

(1) Formulate and implement the province's national economic and social development strategies, medium- and long-term plans, and annual plans. Lead the establishment of a unified provincial planning system. Coordinate the integration of provincial special plans, regional plans, spatial plans, and provincial development plans. Draft legislation concerning national economic and social development, economic system reform, and opening up to the outside world; formulate departmental regulations.


(2) Propose overarching objectives, major tasks, and relevant policies for accelerating the construction of a modern economic system and promoting high-quality development. Organize evaluations and oversight of major plans, policies, and projects, and propose adjustments as needed.


(3) Coordinate the formulation of primary national economic and social development targets. Monitor, forecast, and provide early warnings on macroeconomic and social development trends, proposing macro-control policy recommendations. Integrate and coordinate macroeconomic policies, leading research on macroeconomic response measures. Regulate economic operations and coordinate solutions to major issues arising in economic activities. Draft and implement relevant pricing policies; organize the formulation of prices for key commodities and services under provincial management, as well as major fee standards. Conduct province-wide price and cost investigations, supervision and audits, market price monitoring, and valuation of assets involved in cases; guide provincial price and fee management work.


(4) Guide, advance, and coordinate economic system reform efforts; propose relevant reform recommendations. Lead the advancement of supply-side structural reform. Coordinate reforms of property rights systems and factor market allocation. Promote improvements to the basic economic system and modern market system construction; jointly implement the market access negative list system with relevant departments.


(5) Propose plans, aggregate balance, and structural optimization policies for foreign investment utilization and overseas investment. Lead the implementation of the Belt and Road Initiative. Undertake overall coordination of “going global” initiatives. Jointly implement the foreign investment access negative list with relevant departments. Oversee aggregate control, structural optimization, and monitoring of total foreign debt.


(6) Oversee comprehensive investment management. Formulate targets and policies for the total scale and structural adjustment of fixed-asset investment across society. Collaborate with relevant departments to establish approval authority for government investment projects and the catalog of government-approved fixed-asset investment projects. Allocate provincial-level budgetary construction funds. Approve, approve for record, review, and examine major projects within prescribed authority. Plan major construction projects and productive forces layout. Formulate and promote the implementation of policies and measures to encourage private investment.


(7) Organize the formulation and implementation of regional coordinated development strategies, new urbanization plans, and major policies; draft relevant regional plans and policies. Coordinate the implementation of major national regional development strategies. Develop and implement plans and policies for underdeveloped regions, including remote, ethnic minority, border, impoverished, and other special-difficulty areas; implement poverty alleviation relocation programs. Coordinate regional cooperation and counterpart assistance initiatives. Draft and advance new urbanization plans. Oversee the planning and development of provincial development zones.


(8) Organize the implementation of comprehensive industrial policies. Coordinate major issues concerning the development of primary, secondary, and tertiary industries, and integrate relevant development plans and major policies. Coordinate the advancement of major infrastructure construction and development. Organize the formulation and implementation of provincial development plans and major policies for the service industry and modern logistics sector. Conduct comprehensive analysis of consumption trends and formulate comprehensive policy measures to stimulate consumption.


(IX) Promote the implementation of the innovation-driven development strategy. Collaborate with relevant departments to formulate plans and policies for advancing innovation and entrepreneurship, and propose policies for fostering innovation and cultivating new drivers of economic growth. Organize the formulation and implementation of development plans and policies for high-tech industries and strategic emerging industries, coordinate major issues related to industrial upgrading and the promotion and application of major technological equipment.


(10) Monitor and assess risks and hidden dangers in the economic security domain, proposing relevant work recommendations. Lead the provincial coordination mechanism for national economic security. Analyze market supply and demand conditions, maintain overall balance in the supply and demand of key commodities, and organize the formulation of development plans and regulatory policies for wholesale markets of important agricultural products and means of production. Implement the national reserve materials catalog and overall development plan.


(11) Ensure policy coordination between social development and national economic development, and coordinate major related issues. Organize the formulation of social development policies and master plans; coordinate the advancement of basic public service systems and income distribution reforms; propose policies to promote employment and enhance the coordinated development of social security and the economy. Organize the formulation and implementation of provincial national economic mobilization development plans and annual plans. Coordinate issues related to economic construction and national defense development.


(12) Advance the implementation of sustainable development strategies; promote ecological civilization construction and reform; coordinate ecological environment protection and restoration, circular economy development, energy and resource conservation, and comprehensive utilization. Advance policy measures for implementing ecological protection compensation mechanisms, and comprehensively coordinate environmental protection industries and clean production promotion. Ensure the coordination and balance between provincial energy planning and socioeconomic development planning.


(13) Oversee the Provincial Grain and Material Reserve Bureau, the Provincial Business Environment Construction Bureau, and the Provincial Energy Bureau.


(14) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and the National Development and Reform Commission.
