Gansu Provincial Department of Public Security Functional Information

In accordance with the spirit of the Notice of the General Office of the CPC Gansu Provincial Committee and the General Office of the People's Government of Gansu Province on Issuing the “Provisions on the Functional Configuration, Internal Organizational Structure, and Staffing of the Gansu Provincial Department of Public Security,” the Gansu Provincial Department of Public Security is hereby established as a constituent department of the provincial government.


I. Primary Responsibilities


(1) Formulate provincial public security development plans and relevant regulations; draft local laws and regulations; deploy, guide, supervise, and inspect public security work throughout the province.


(2) Monitor situations affecting social stability and threatening national political security and public order; analyze conditions and formulate countermeasures.


(3) Organize and guide investigative work across provincial public security organs; coordinate investigations into major criminal cases and cases within the province that endanger national political security. Organize and guide provincial public security organs in investigating criminal cases involving food and drug safety, intellectual property rights, ecological environment, forests and grasslands, and biosecurity. Investigate financial crimes such as securities and futures fraud, major economic crimes, and significant cases referred by higher authorities; coordinate provincial public security organs in participating in such investigations.


(4) Oversee public security management across the province. Coordinate responses to major public security incidents and mass events. Guide and supervise provincial public security organs in lawfully investigating and handling acts that disrupt social order. Conduct public security administration, fire prevention, and hazardous chemical management in accordance with the law. Guide and supervise public security protection work across provincial public security organs. Organize and guide foundational work at the grassroots level of provincial public security organs. Oversee the operation, safety, and management of provincial police aircraft.


(5) Overseeing entry-exit management across the province. Conducting nationality management and port visa operations in accordance with the law; organizing and guiding the management of residence and travel for foreigners holding ordinary passports and individuals from the Hong Kong and Macao Special Administrative Regions and Taiwan region within Gansu.


(6) Overseeing road traffic safety management across the province. Guiding and supervising public security organs in maintaining road traffic safety and order, as well as managing motor vehicles (excluding tractors) and drivers.


(7) Implements, guides, and supervises public security organs' security protection of public information networks across the province. Oversees, inspects, and guides information security classification protection work.


(8) Collects and analyzes information on cult organizations' impact on social stability and threats to public security, and combats their illegal and criminal activities in accordance with the law.


(9) Organizes, guides, and coordinates the prevention, investigation, and suppression of terrorist activities.


(10) Organizes, guides, and coordinates drug control efforts.


(11) Guide and supervise the execution of criminal penalties undertaken by public security organs throughout the province in accordance with the law; guide and supervise the management of detention centers, detention facilities, compulsory isolation drug rehabilitation centers, and compulsory medical treatment centers under public security organs throughout the province.


(12) Organize and implement scientific and technological work and informatization development for public security throughout the province; plan the construction of command systems, big data technology, and criminal investigation technology for public security organs.


(13) Formulate provincial standards and systems for police equipment allocation and funding, and organize and coordinate logistical support for major tasks undertaken by public security organs.


(14) Organize professional exchanges and cooperation with Interpol, foreign police forces, Hong Kong, Macao, and Taiwan police authorities, and public security organs in other provinces. Lead the management of activities by foreign non-governmental organizations within the province. Undertake cross-border case investigation coordination for public security organs province-wide.


(15) Implement policies and guidelines for public security force development, manage cadres within prescribed authority. Draft strict management regulations for the provincial public security force, guide comprehensive Party discipline enforcement and police governance across provincial public security organs, organize and direct inspection, audit, and petition handling work, exercise supervision over cadres within prescribed authority, and investigate or oversee major disciplinary violations within the provincial public security force.


(16) Complete other tasks assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Public Security.
