The Department of Finance of Gansu Province is a constituent department of the provincial government at the director-general level. Its primary responsibilities are as follows:
(1) Implement national regulations, systems, and policies governing finance, taxation, and the management of state-owned assets in administrative and public institutions; draft local regulations and systems concerning finance, taxation, state-owned assets in administrative and public institutions, asset valuation, and financial accounting, and oversee their implementation.
(2) Formulate and implement provincial fiscal development strategies, medium-to-long-term plans, policies, and reform programs; participate in formulating provincial macroeconomic policies; organize the implementation of central-local and state-enterprise distribution policies, as well as fiscal and tax policies encouraging public welfare development; propose recommendations for utilizing fiscal and tax policies to implement macroeconomic regulation and achieve comprehensive balance of social financial resources.
(3) Manage provincial-level fiscal revenues and expenditures; compile annual provincial budget and final accounts drafts and organize their implementation; report provincial and provincial-level budgets and their execution to the Provincial People's Congress and submit final accounts to the Provincial People's Congress Standing Committee as entrusted by the Provincial Government; formulate provincial expenditure standards and quotas, review and approve annual budgets and final accounts of provincial departments (units); improve the transfer payment system; advance the reform of direct provincial financial management of counties.
(4) Manage government non-tax revenues; administer administrative and institutional charges and government funds in accordance with regulations; undertake fiscal supervision and management of housing provident funds; manage housing reform budget funds; jointly manage expenditures for affordable housing projects with relevant departments; manage fiscal receipts; implement national lottery management policies and relevant measures; investigate and penalize illegal lottery issuance and sales; supervise and control lottery issuance quotas; approve lottery issuance and sales plans; and manage lottery funds in accordance with regulations.
(5) Formulate and implement provincial treasury management systems and centralized treasury payment systems; guide and supervise operations of the Gansu branch of the National Treasury; conduct treasury cash management as prescribed; establish provincial government procurement systems and oversee provincial-level procurement management.
(6) Formulate expenditure standards and policies requiring provincial uniformity; establish regulations for state-owned asset management of provincial administrative institutions and public organizations; manage provincial-level state-owned assets of administrative institutions and public organizations as prescribed; Manage non-trade foreign exchange and international payments within the fiscal budget for administrative agencies, public institutions, and social organizations.
(7) Review and consolidate draft provincial state-owned capital operation budgets and final accounts; collect provincial-level enterprise state-owned capital income; implement enterprise financial systems; guide and supervise the operations of registered asset appraisers and asset appraisal firms; manage state-owned assets and financial activities of provincial financial institutions in accordance with regulations.
(8) Handling provincial-level fiscal expenditures for economic development and fiscal allocations for government investment projects; implementing financial systems for infrastructure construction; managing fund budget arrangements, reviews, and disbursements; overseeing fiscal management of policy-based subsidies and special reserve funds.
(9) Managing provincial-level fiscal expenditures for social security, employment, and healthcare; formulating financial management systems for social security funds; compiling provincial social security budget and final account drafts.
(10) Implement government policies, systems, and measures for domestic and foreign debt management; oversee government loan operations; conduct credit assessments, fund management, and on-lending for projects involving foreign governments, the World Bank, Asian Development Bank, International Fund for Agricultural Development, European Investment Bank, Japan International Cooperation Agency, and related co-financing loans and grants.
(11) Implement accounting regulations and systems; oversee provincial accounting work, supervising and standardizing accounting practices; Guide and supervise the operations of certified public accountants and accounting firms; guide and manage social audits.
(12) Supervise and inspect the implementation of fiscal and tax laws, regulations, and policies; report major issues in fiscal revenue and expenditure management; propose policy recommendations to strengthen fiscal management.
(13) Formulate provincial plans for fiscal scientific research and education/training; oversee fiscal information and publicity work.
(14) Implement nationally unified regulations and systems for state-owned financial capital management. Acting under the authorization of the provincial government, centrally and uniformly exercise the duties of the investor for provincial state-owned financial capital, and formulate relevant management systems for provincial state-owned financial capital. Exercise investor rights in provincial state-owned financial institutions in accordance with laws and regulations, including participation in major decision-making, selection of management personnel, and enjoyment of returns. Safeguard investor rights and interests in accordance with laws, regulations, and corporate charters. Responsible for organizing and implementing foundational management, operational budgeting, performance evaluation, and compensation management for responsible personnel.
(15) Lead the compilation of reports on the management of state-owned assets. Implement the reporting requirements for state-owned asset management. Establish the state-owned capital operating budget system and related measures.
(16) Manage assets contributed by the provincial government to government investment funds. Oversee the disclosure of provincial budget estimates and final accounts.
(17) Formulate local government debt management systems and measures in accordance with the law. Prepare plans for local government debt balance limits.
(18) Handle other matters assigned by the Provincial Party Committee, Provincial Government, and Ministry of Finance.
