(1) Exercising the duties of the owner of natural resource assets such as land, minerals, forests, grasslands, wetlands, and water, which are owned by the entire people, and exercising the duties of controlling the use of all territorial space. Drafting local regulations and provincial government rules concerning natural resources, territorial space planning, and surveying and mapping, and supervising and inspecting their implementation.
(2) Oversee natural resource surveys, monitoring, and evaluation across the province. Establish a unified and standardized system for natural resource surveys, monitoring, and evaluation based on indicator frameworks and statistical standards. Conduct fundamental surveys, specialized investigations, and monitoring of natural resources. Supervise the management and release of survey, monitoring, and evaluation outcomes. Guide natural resource survey, monitoring, and evaluation efforts province-wide.
(3) Oversee unified registration of natural resource rights throughout the province. Implement national systems, standards, and norms for unified registration of various natural resources and immovable property rights, cadastral surveys, real estate surveying, dispute resolution, and application of outcomes. Establish and improve the provincial information management platform for natural resource and immovable property registration. Manage the collection, organization, sharing, and submission of natural resource and immovable property registration data. Guide and supervise natural resource and immovable property rights registration across the province.
(4) Oversee the paid use of natural resource assets throughout the province. Implement the national statistical system for state-owned natural resource assets, conduct accounting for such assets, compile the state-owned natural resource asset balance sheet, and formulate assessment standards. Implement national policies on the allocation, transfer, leasing, valuation-based capital contribution, and land reserve of state-owned natural resource assets to ensure their rational allocation. Manage the valuation of natural resource assets and collect relevant asset revenues in accordance with the law.
(5) Oversee the rational development and utilization of natural resources throughout the province. Organize the formulation of natural resource development plans, implement standards for natural resource development and utilization, establish a government-disclosed natural resource pricing system, organize grading and valuation assessments for natural resources, conduct evaluations and assessments of natural resource utilization, and guide conservation and intensive use. Oversee the regulation of the natural resource market. Organize research on policy measures involving macro-control, regional coordination, and integrated urban-rural development in natural resource management.
(6) Establish and oversee the implementation of the provincial spatial planning system. Advance the main functional zone strategy and system; organize the formulation and supervision of national land space plans and related specialized plans. Conduct suitability assessments for national land space development; establish a monitoring, evaluation, and early warning system for spatial planning implementation. Organize the delineation of control lines including ecological protection red lines, permanent basic farmland, and urban development boundaries; construct resource-conserving and environmentally protective layouts for production, living, and ecological spaces. Establish and improve the land use control system, implement urban and rural planning policies, and oversee their execution. Organize the formulation and implementation of annual utilization plans for natural resources such as land. Oversee the conversion of land and other territorial space uses. Manage land expropriation and requisition.
(7) Oversee ecological restoration of the province's territorial space. Lead the formulation and implementation of territorial space ecological restoration plans and major ecological restoration projects. Manage comprehensive territorial space remediation, land reclamation and consolidation, and mine geological environment restoration. Lead the establishment and implementation of ecological protection compensation systems, formulate policies for utilizing social capital in ecological restoration, and establish a project database for territorial space ecological restoration.
(8) Responsible for organizing the implementation of the strictest farmland protection system across the province. Takes the lead in formulating and implementing farmland protection policies, and is responsible for protecting the quantity, quality, and ecological integrity of farmland. Organizes and implements assessments of farmland protection responsibility targets and special protection for permanently protected basic farmland. Improves the farmland occupation compensation system and supervises the implementation of the farmland occupation compensation mechanism.
(9) Responsible for managing the geological exploration industry and geological work across the province. Develop geological exploration plans and oversee their implementation. Manage provincial-level geological exploration projects. Organize and implement major provincial geological and mineral exploration initiatives. Oversee geological hazard prevention and mitigation, and supervise issues such as excessive groundwater extraction and resulting ground subsidence. Manage the supervision of paleontological fossils.
(10) Implement requirements under the provincial comprehensive disaster prevention and mitigation plan. Organize the development of geological hazard prevention plans and protection standards, and guide their implementation. Organize, guide, coordinate, and supervise geological hazard investigations, evaluations, and surveys for potential hazards, including general surveys, detailed surveys, and inspections. Guide the implementation of community-based monitoring and prevention, professional monitoring, and early warning systems. Guide the implementation of geological hazard engineering remediation. Provide technical support for geological hazard emergency rescue operations.
(11) Oversee the management of mineral resources throughout the province. Manage mineral resource reserves and approve applications for the use of resources overlying mining areas. Manage mining rights. Collaborate with relevant departments to regulate and manage specific protected mineral species and advantageous mineral resources. Supervise and guide the rational utilization and protection of mineral resources.
(12) Oversee surveying, mapping, and geographic information management across the province. Manage basic surveying and mapping operations and the surveying industry. Administer surveying qualifications and credit management, oversee geographic information security and market order province-wide. Manage public geographic information services. Protect surveying benchmarks.
(13) Advance scientific and technological development in the natural resources sector. Formulate and implement plans for scientific and technological innovation development and talent cultivation in the natural resources sector. Organize the implementation of national technical standards, procedures, and specifications; draft local technical standards, procedures, and specifications and oversee their implementation. Organize the implementation of major scientific and technological projects and innovation capacity building; advance the informatization of natural resources and public services for information resources.
(14) Supervise and inspect the implementation of major policies, decisions, and deployment of laws and regulations by city, county, and township governments regarding natural resources and territorial spatial planning, as authorized. Investigate and handle major violations concerning natural resource development and utilization, territorial spatial planning, and surveying and mapping across the province. Guide relevant administrative law enforcement work at the municipal, county, and township levels.
(15) Exercise unified leadership and management over the Provincial Forestry and Grassland Bureau.
(16) Manage the Provincial Bureau of Geological Mineral Exploration and Development, the Provincial Bureau of Nonferrous Metal Geological Exploration, and the Gansu Coalfield Geological Bureau.
(17) Complete other tasks assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Natural Resources.
(18) Transformation of Functions. The Provincial Department of Natural Resources shall implement the central government's requirements for exercising unified ownership of natural resource assets belonging to the people and unified control over land use and ecological protection and restoration. In accordance with the central government's top-level design and the arrangements of the Provincial Party Committee and Provincial Government, it shall leverage the regulatory role of territorial spatial planning, further strengthen the protection and rational development and utilization of natural resources, and establish and improve a working mechanism combining source protection with full-process restoration and governance to achieve holistic protection, systematic restoration, and comprehensive management. Innovate institutional measures that combine incentives with constraints to promote the economical and intensive use of natural resources. Further streamline and delegate relevant administrative approval matters while strengthening oversight. Fully leverage the decisive role of the market in resource allocation and enhance the government's role. Strengthen the binding effect of natural resource management rules, standards, and systems. Advance the convenient and efficient registration and assessment of natural resource rights.
