(1) Implementing national laws, regulations, and policies governing housing and urban-rural development administration; responsible for formulating provincial policies and regulations concerning infrastructure development, engineering construction, urban development, town and village construction, affordable housing development, the construction industry, residential real estate, survey and design consultancy, and municipal public utilities. It shall also formulate and guide the implementation of development strategies, medium-to-long-term plans, reform proposals, and industrial policies concerning construction science and technology, technical economics, and related fields. The department shall research and propose recommendations on major issues concerning housing and urban-rural development across the province and oversee the administration of the housing and urban-rural development sector.
(2) Undertake responsibility for safeguarding housing for low-income urban households. Draft provincial housing security policies and oversee their implementation; collaborate with relevant departments to formulate housing security development plans and annual programmes, supervising their execution; jointly develop provincial low-rent housing subsidy funding plans with pertinent authorities and monitor fund utilisation.
(3) Assume responsibility for establishing the engineering construction standards system. Supervise compliance with national standards, industry standards, and quotas during project implementation phases; Organise the formulation of provincial-level construction standards, which shall be uniformly numbered and jointly issued by the Provincial Bureau of Quality and Technical Supervision; organise the formulation and issuance of provincial-level industry standards, quotas, construction project feasibility studies, economic evaluation methods, economic parameters, construction standards, investment estimation indicators, construction period quotas, and construction land indicators, and oversee their implementation; be responsible for formulating construction cost management systems and publishing construction cost information; be responsible for formulating policies for the management of the provincial survey, design, and consulting industry and overseeing their implementation.
(iv) Formulating provincial urban development policies and systems, and overseeing their implementation; guiding the construction, safety, and emergency management of municipal public utilities across the province; directing urban management operations; guiding the planning and construction of urban metro and rail transit systems; overseeing groundwater development, utilisation, and protection within urban planning zones; approving project proposals for housing construction and urban infrastructure projects within specified quotas; undertaking review, approval, and protection oversight responsibilities for nationally designated historical and cultural cities, towns, and villages.
(v) Assume responsibility for regulating village and town construction and guiding provincial development in this area. Draft policies and systems for village and small town construction across the province and oversee their implementation; guide rural housing construction, safety, and dilapidated housing renovation; direct improvements to the human settlement environment in small towns and villages; guide integrated development, comprehensive construction, real estate management, and key town development in villages and towns.
(vi) Overseeing the construction market and regulating the conduct of all market participants. Responsible for comprehensive management during the implementation phase of provincial construction projects; formulating regulations to standardise the conduct of all construction market entities and supervising their implementation; guiding construction activities province-wide; organising and implementing supervision of tendering and bidding for provincial building construction, municipal infrastructure projects, and related material and equipment procurement; overseeing the management of physical construction markets.
(vii) Undertake responsibility for construction project quality and safety supervision. Formulate provincial policies for construction project quality and safety oversight and oversee their implementation; exercise unified supervision over construction project quality and safety throughout the province; identify dilapidated and obsolete urban housing; organise and participate in investigations and handling of major construction accidents.
(viii) Undertake responsibility for regulating the real estate market order and supervising the real estate market. Collaborate with relevant departments to formulate and oversee the implementation of real estate market regulatory policies; oversee the management of the residential housing and real estate industries; oversee the modernisation of the residential housing industry and the certification of housing performance; guide the paid transfer and development of urban land use rights.
(9) Undertake the responsibility for advancing housing system reform. Formulate and oversee the implementation of comprehensive supporting policies and plans for urban housing system reform across the province; guide the implementation of urban housing system reform throughout the province; organise the implementation of housing system reform for provincial and central government units based in Gansu.
(10) To advance building energy efficiency. Responsible for formulating and overseeing the implementation of provincial policies on technological development and energy efficiency in the construction sector; guiding the introduction and innovation of major technologies; directing the renewal of building wall materials; guiding the application of new energy sources such as solar power in construction projects; organising and implementing major provincial building energy efficiency projects.
(11) Oversee compliance with national and provincial laws and regulations concerning seismic fortification; organise the formulation and supervision of urban and rural construction seismic fortification plans; establish provincial policies and technical standards for seismic fortification in engineering projects; guide seismic fortification (including seismic isolation and energy dissipation) for all types of buildings, ancillary facilities, and urban infrastructure projects, as well as seismic retrofitting of existing structures; guide the development and utilisation of urban underground space.
(12) Oversee the supervision and management of the Housing Provident Fund to ensure its effective utilisation and security. Draft provincial development plans, contribution, usage, management, and supervision systems for the Housing Provident Fund, and supervise and guide its implementation by management institutions. Supervise the management, usage, and security of the Housing Provident Fund and other housing funds, and manage the Housing Provident Fund information system.
(13) Conduct policy research, formulate standards and specifications, and administer administrative permits for fire design review and acceptance of construction projects across the province; Guiding and supervising municipal and county housing and urban-rural development departments in conducting fire design reviews, acceptance filings, and random inspections for construction projects; participating in investigations of major fire accidents in construction projects.
(14) Overseeing administrative law enforcement supervision and conducting enforcement audits for construction projects.
(15) Undertaking project management services for provincial government-funded investment projects.
(16) Handling other matters assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Housing and Urban-Rural Development.
