(1) Implement national policies, guidelines, laws and regulations pertaining to transport affairs; formulate development strategies, policies and guidelines for the province's highway, waterway, civil aviation and urban transport sectors, and oversee their execution.
(2) Advance the development of an integrated transport system; coordinate planning for the development of highway, waterway, civil aviation and postal services; establish institutional mechanisms compatible with the integrated transport system; optimise the layout of major transport corridors and key hubs; and promote the integrated development of various transport modes.
(3) Compile and implement provincial development plans, medium-to-long-term programmes, and annual schedules for the highway, waterway, and civil aviation sectors. Oversee the layout planning of provincial road transport terminals, ports, wharves, and service facilities along high-grade highways. Manage provincial highway network operational monitoring, emergency response coordination, transport sector statistics, development forecasting, economic performance analysis, and information guidance. Participate in formulating logistics development plans, relevant policies, and standards, and oversee their implementation. Participates in formulating construction plans and annual programmes for strategic transport highways; oversees service quality at motorway service areas.
(iv) Overseeing the regulation of the provincial road, waterway, and civil aviation transport markets; organising the formulation of relevant policies, access systems, technical standards, and operational norms for road and waterway transport, and supervising their implementation; drafting and implementing regulations concerning motor vehicle maintenance, comprehensive performance testing, and technical management of operational vehicles; managing the provincial motor vehicle maintenance and comprehensive performance testing markets; guiding the management of urban and rural passenger and freight transport, the taxi industry, and the operation of urban rail transit, and participating in urban rail transit planning; Collaborates with relevant departments to establish transport pricing; organises critical cargo and passenger transport for key materials, disaster relief, and festive periods; oversees qualification certification and professional accreditation inspections for road and waterway engineering enterprises and personnel; registers and files road and waterway engineering laboratories; issues inland waterway crew competency certificates; handles vessel ownership registration; administers waterway transport operation permits and inter-provincial general cargo waterway transport operation licences; Overseeing comprehensive performance testing stations for motor vehicles, international road transport operation permits, and inter-provincial/inter-city road passenger transport operation and route permits.
(v) Oversees the provincial transport infrastructure construction market; formulates policies, systems, and technical standards for highway, waterway, and civil aviation airport construction projects and supervises their implementation; manages and coordinates provincial highway, waterway, civil aviation airport, and transport terminal construction projects; handles preliminary work, project implementation, and completion acceptance for key transport infrastructure projects; administers industry oversight of transport infrastructure project quality, engineering quotas, project costs, and tendering processes; Exercises supervisory duties over road and waterway engineering construction, survey, design, construction, supervision, and testing/inspection units to ensure compliance with national quality standards and technical specifications; manages the qualification and creditworthiness of provincial road, waterway, and civil aviation construction enterprises; oversees fishing vessel inspection and supervision across the province.
(6) Oversees the construction and management of passenger and freight transport terminals, ports, wharves, and waterways; organises emergency repairs for traffic disruptions caused by natural disasters such as road damage from floods; Participate in the review and implementation of workfare-based transportation construction projects and transportation poverty alleviation initiatives; oversee and guide the protection and maintenance of expressways and provincial/national trunk roads; determine the qualifications of road maintenance enterprises; conduct initial and re-examination of maintenance project qualifications; issue provincial-level permits for road-related construction, non-road signage installation, and oversized vehicle road travel.
(vii) Proposing fixed asset investment scales and directions for highways, waterways, and civil aviation; formulating recommendations for the allocation of national and provincial fiscal funds; approving and authorising fixed asset investment projects within planned and annual budgetary scales according to provincial government authority; Collaborates with relevant departments to formulate and oversee the implementation of regulations governing financial accounting, state-owned capital, assets, and special fund management within the transport sector; oversees the collection and management of non-tax revenues such as highway tolls, and prepares revenue and expenditure budgets and final accounts; manages the disbursement, utilisation, and supervision of fiscal funds; prepares and monitors the implementation of departmental budgets and final accounts for the transport sector; formulates transport financing policies, manages state-owned assets and capital within the transport sector; conducts financial supervision and internal audits within the transport sector.
(viii) Liaise with, guide, and coordinate the management of the postal industry across the province; guide institutional reforms within the provincial transport sector; draft relevant local regulations and provincial government rules; oversee administrative law enforcement, supervision of enforcement, administrative litigation, administrative reconsideration, and legal education within the transport sector.
(ix) Oversee scientific and technological management, energy conservation and emission reduction, informatisation, digitalisation, intelligent infrastructure development and management, and comprehensive social governance within the provincial transport sector.
(10) Overseeing production safety supervision and management for road transport, waterway transport, and highway, waterway, and civil aviation airport engineering projects; guiding and implementing emergency management for the highway and waterway sectors; conducting production safety inspections of transport industry production and operation units in accordance with the law.
(11) Guiding talent development, spiritual civilisation construction, and foreign-related work within the provincial transport sector; undertaking intellectual recruitment initiatives and facilitating foreign economic and technical exchanges and cooperation.
(12) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Transport.
