Gansu Provincial Department of Water,Resources Functional Information

Pursuant to the Notice of the General Office of the People's Government of Gansu Province on Issuing the Provisions on the Responsibilities, Internal Organisations and Staffing of the Department of Water Resources of Gansu Province (Gan Zheng Ban Fa [2009] No. 212), the Department of Water Resources of Gansu Province is hereby established as a constituent department of the Provincial Government. Its principal responsibilities are as follows:

1. Implement national water resources policies. Responsible for ensuring the rational development and utilisation of water resources; formulating provincial water conservancy strategic plans and policies; drafting relevant legislative proposals; establishing departmental regulations; organising the compilation of major water conservancy plans such as comprehensive basin plans and flood control plans for key rivers. Establish relevant systems for water conservancy project construction in accordance with regulations and oversee their implementation. Propose the scale and direction of fixed-asset investment in water conservancy, as well as arrangements for state and provincial fiscal funds. Approve and authorise fixed-asset investment projects within the provincial plan and annual plan scope according to prescribed authority. Propose and implement investment arrangements for provincial water conservancy construction.

II. Coordinate and ensure the balanced provision of water for domestic, industrial, commercial, and ecological purposes throughout the province. Implement unified supervision and management of water resources. Draft provincial and cross-city (prefecture), cross-basin medium- to long-term water supply and demand plans and water allocation schemes, overseeing their implementation. Organise water resource surveys and assessments, conduct hydropower resource surveys as stipulated. Manage water resource allocation for key basins, regions, and major water diversion projects. Implement water abstraction permits, the water resource charging system, and water resource feasibility studies and flood control evaluations. Guide water supply operations within the water conservancy sector and township water supply initiatives.

III. Oversee water resource conservation. Organise the formulation of water resource protection plans; draft and supervise the implementation of water function zoning for major rivers; verify water body pollution capacity; propose total pollutant discharge limits; guide drinking water source protection. Direct groundwater development and utilisation, and manage groundwater resources within urban planning zones.

IV. Responsible for preventing and combating water and drought disasters, undertaking the specific duties of the Provincial Flood Control and Drought Relief Headquarters. Organises, coordinates, supervises, and commands provincial flood control and drought relief efforts; implements flood control and drought relief operations and emergency water allocation for major rivers and key water projects; develops and implements emergency response plans for drought and flood control. Guides emergency management for water-related public incidents.

V. Oversee water conservation efforts. Formulate water-saving policies, develop conservation plans, establish relevant standards, and guide the advancement of a water-efficient society.

VI. Direct hydrological operations. Manage hydrological and water resource monitoring, oversee the construction and administration of the provincial hydrological station network, monitor river, reservoir, and groundwater levels and quality, and publish hydrological data, forecasts, and the provincial water resources bulletin.

VII. Oversee the management and protection of provincial water conservancy facilities, water bodies, and their shoreline areas. Guide the management and development of key river floodplains and tidal flats. Direct the construction and operational management of water conservancy projects. Manage construction cost control for provincial water conservancy projects. Organise and implement the construction and operational management of critical water conservancy projects with regulatory functions or spanning multiple cities, prefectures, or river basins. Undertake resettlement management for water conservancy and hydropower projects.

VIII. Oversee soil and water conservation efforts. Formulate and supervise the implementation of soil and water conservation plans; organise comprehensive prevention, monitoring, forecasting, and periodic public announcements regarding soil erosion; approve, supervise implementation, and conduct acceptance inspections for soil and water conservation schemes of major construction projects; guide the implementation of key provincial soil and water conservation projects.

IX. Guiding rural water conservancy work. Coordinating fundamental construction of farmland water conservancy across the province; guiding construction and management of rural drinking water safety and water-saving irrigation projects; coordinating water conservancy in pastoral areas; guiding development of rural water conservancy socialised service systems. Guiding rural hydropower resource development in accordance with regulations; guiding rural electrification through hydropower and small hydropower replacing fuel.

X. Responsible for reviewing river-related construction projects and investigating major water-related violations. Coordinate and arbitrate water disputes across prefectures and municipalities. Guide water administration supervision and law enforcement. Oversee provincial water conservancy industry safety production in accordance with the law. Organise and guide safety supervision of reservoirs and hydropower station dams. Guide supervision and management of the water conservancy construction market. Organise and implement supervision of water conservancy project construction.

XI. Conduct water conservancy science and technology and foreign affairs work. Organise quality supervision within the water conservancy sector, formulate technical standards, procedures, and specifications for the provincial water conservancy industry, and oversee their implementation. Undertake provincial water conservancy statistics.

XII. Handle other matters assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Water Resources.


Pursuant to the Notice of the General Office of the CPC Gansu Provincial Committee and the General Office of the People's Government of Gansu Province on Adjusting the Functional Configuration, Internal Organisations and Staffing of the Gansu Provincial Department of Water Resources (Gan Ban Zi [2019] No. 49), the functional configuration of the Gansu Provincial Department of Water Resources is adjusted as follows:

I. Responsibilities Transferred In.

(1) All administrative responsibilities of the Provincial Water Conservancy and Hydropower Project Resettlement Administration are transferred in.

(2) Transfer of responsibilities for flood control and drought prevention early warning and forecasting, as well as flood season water conservancy project scheduling, from the Provincial Drought Relief and Flood Control Headquarters Office.

(3) Transfer of administrative licensing, expropriation, and penalty enforcement responsibilities from the Provincial Shule River Basin Water Resources Administration, the Provincial Shiyang River Basin Administration under the Provincial Department of Water Resources, the Provincial Tola River Basin Water Resources Administration under the Provincial Department of Water Resources, and the Provincial Soil and Water Conservation Bureau under the Provincial Department of Water Resources.

II. Transferred Responsibilities.

(i) Responsibilities related to the prevention and control of water and drought disasters shall be transferred to the Provincial Department of Emergency Management.

(ii) Responsibilities for water resources investigation and rights registration management shall be transferred to the Provincial Department of Natural Resources.

(iii) Responsibilities for formulating water functional zoning plans, managing river discharge outlets, and protecting basin water environments shall be transferred to the Provincial Department of Ecology and Environment.

(iv) Responsibilities for the management of agricultural water conservancy construction projects shall be transferred to the Provincial Department of Agriculture and Rural Affairs.

(v) Responsibilities for the management of scenic areas shall be transferred to the Provincial Forestry and Grassland Bureau.

III. Transformation of Functions.

The Provincial Department of Water Resources shall strengthen the rational utilisation, optimised allocation, and conservation of water resources. It shall prioritise water conservation, shifting focus from increasing supply to demand management, strictly controlling total water consumption and enhancing water use efficiency. It shall uphold protection as a priority, strengthening the management and conservation of water resources, water bodies, and water conservancy projects to maintain the health and beauty of rivers and lakes. It shall maintain a balanced approach, ensuring reasonable water use needs and the sustainable utilisation of water resources to provide water security for economic and social development.
