In accordance with the spirit of the Notice from the General Office of the CPC Gansu Provincial Committee and the General Office of the People's Government of Gansu Province on Adjusting the Functional Configuration, Internal Organisations and Staffing Levels of the Department of Commerce of Gansu Province (Gan Ban Zi [2019] No. 50), the principal responsibilities of the Department of Commerce of Gansu Province and its internal organisations are hereby adjusted as follows:
I. Primary Responsibilities of the Department of Commerce of Gansu Province
(1) Implement national development strategies, guidelines, and policies concerning domestic and foreign trade, international economic cooperation, and investment promotion; formulate relevant systems, standards, and development plans for the province's commerce sector; research trends in regional economic cooperation and modern distribution methods, as well as reforms to the distribution system, and propose recommendations.
(2) Promote the restructuring of the province's circulation industry; guide the reform of circulation enterprises, the development of commercial services and community commerce; propose policy recommendations to foster the growth of small and medium-sized commercial enterprises; advance circulation standardisation and the development of modern circulation sectors such as chain operations, commercial franchising, and logistics distribution.
(3) Formulate provincial commercial circulation development plans; promote urban and rural market development; compile plans for bulk commodity wholesale markets; guide the planning and construction of urban commercial networks; advance the development of rural market systems.
(iv) Implement policies regulating market order, advance credit-building initiatives within the commercial sphere, and supervise specialised circulation sectors in accordance with relevant regulations.
(v) Organise and implement management of key consumer goods markets and essential production materials circulation. Establish and refine emergency response mechanisms for essential goods supply. Monitor and analyse market operations and commodity supply-demand dynamics. Investigate and evaluate commodity price information, conducting forecasting, early warning, and information guidance. Foster the development and circulation of the alcoholic beverages industry. Oversee the management of recyclable resources and regulate the finished oil products circulation market.
(vi) Research and formulate provincial development plans and policies for the pharmaceutical and traditional Chinese medicinal materials circulation industries, promoting their development.
(vii) Draft provincial management measures for import/export commodities and processing trade, along with catalogues of import/export-controlled goods and technologies. Formulate policy measures to transform foreign trade growth patterns. Organise and implement import/export plans for key industrial products, raw materials, and agricultural products. Coordinate bulk import/export commodities with relevant departments. Guide trade promotion activities and the development of foreign trade promotion systems.
(viii) Formulate and implement policies on foreign technical trade, export controls, and the encouragement of technology and complete equipment import-export trade. Supervise, in accordance with the law, the introduction of technology, import of equipment, and export of state-restricted technologies.
(ix) Formulate provincial service trade development plans and carry out related work. Collaborate with relevant departments to formulate and implement provincial plans and policies for promoting service exports and service outsourcing development, and advance the growth of service outsourcing.
(10) Overseeing provincial trade policy compliance and providing research, guidance, and services concerning WTO-related matters within the commerce system; coordinating anti-dumping, countervailing, and safeguard measures alongside other fair trade initiatives; organising provincial industrial damage investigations; and directing responses to industrial security threats and defence against anti-dumping, countervailing, and safeguard actions.
(11) To guide investment promotion activities across the province, formulate and implement investment attraction policies; manage and guide foreign investment matters province-wide; direct and facilitate investment promotion efforts, standardise external investment attraction activities, and guide and coordinate the development of national-level economic and technological development zones.
(12) Directs provincial foreign economic cooperation, formulating and executing relevant policies; administers and supervises overseas investment cooperation, foreign contracting projects, and labour cooperation in accordance with law; oversees management of provincial citizens seeking overseas employment, leading efforts to protect rights and interests of dispatched labourers and overseas workers; develops and implements overseas investment management measures and specific policies, registering provincial enterprises establishing overseas entities (excluding financial institutions). Implement national multilateral and regional economic and trade policies; organise publicity for free trade agreement policies and replicate/promote reform pilot experiences from free trade zones; oversee economic and trade relations with Taiwan, Hong Kong, and Macao; manage applications for grant aid projects from international organisations (including UN agencies) and foreign governments.
(13) Lead coordination of the organisation and operation of international freight trains and chartered cargo flights across the province; formulate and implement subsidy policies for international freight train logistics and air cargo; oversee implementation of matters determined by the provincial inter-agency coordination mechanism for corridor logistics.
(14) Promote the development of e-commerce across the province and formulate e-commerce development policies. Advance innovation in commercial circulation models and the application of new technologies in the business sector, fostering digital commerce development. Implement e-commerce demonstration projects, promote the construction of public e-commerce service systems, and conduct operational monitoring and analysis of the e-commerce industry.
(15) Oversee comprehensive port management across the province, formulate and implement provincial port management policies; manage port opening plans and review applications for prospective ports; coordinate resolution of major port-related issues; facilitate port infrastructure and information technology development.
(16) Organise and implement the China·Lanzhou Investment and Trade Fair; organise and manage domestic and international trade exhibitions, as well as overseas exhibition activities.
(17) Oversee provincial commerce publicity and press releases; guide the development of information networks within the provincial circulation sector.
(18) Guide the work of provincial trade associations, chambers of commerce, and other relevant organisations within the commerce sector.
(19) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Commerce.
