Gansu Provincial Health Commission Functional Information

I. Implementing the laws, regulations, and policies of the Party and the State concerning health and healthcare, drafting local regulations and provincial government rules for the development of the health and healthcare sector, and coordinating the allocation of health and healthcare resources. Formulating regional health and healthcare plans and organising their implementation. Drafting and implementing policy measures to advance the equalisation, universalisation, and accessibility of basic public health and healthcare services, as well as the extension of public resources to the grassroots level.


II. Coordinate and advance the deepening of the province-wide medical and health system reform, researching and proposing recommendations for policies and measures to deepen this reform. Intensify comprehensive reform of public hospitals, promote the separation of management and operations, implement modern hospital management systems, and foster diversification of providers and delivery methods for public health services. Propose recommendations for medical service and pharmaceutical pricing policies.


III. Oversee health emergency response, lead coordination of provincial infectious disease outbreak management, organise guidance for prevention and control of non-infectious public health emergencies and medical rescue for all types of public incidents, and release emergency response information for public health emergencies. Establish and improve cooperative mechanisms and notification systems with Lanzhou Customs for handling public health incidents at ports, supervised areas (premises, bonded warehouses).


IV. Responsible for advancing the development of the provincial elderly health service system and the integration of medical care with elderly care.


V. Implement national pharmaceutical policies and the national essential medicines system; conduct drug usage monitoring, comprehensive clinical evaluations, and shortage alerts; and organise the formulation of Gansu Province's supplementary drug list. Organise food safety risk monitoring and assessment; oversee the dissemination, implementation, and tracking evaluation of national food safety standards; and formulate and publish local food safety standards in accordance with the law.


VI. Formulate and oversee the implementation of management measures for medical institutions and the healthcare service sector across the province, establishing a healthcare service evaluation and supervision system. Collaborate with relevant departments to implement national qualification standards for healthcare professionals. Develop and implement service norms and standards for medical institutions, alongside practice rules and service specifications for healthcare professionals.


VII. Oversee family planning management and services province-wide, conducting population monitoring and early warning. Research and propose policy recommendations concerning population and family development, refining local family planning policies.


VIII. Draft and implement provincial development plans and policy measures for primary healthcare and maternal and child health, guiding the construction of primary healthcare and maternal and child health service systems and the general practitioner workforce. Formulate provincial health and healthcare science and technology development plans and implement relevant research projects. Advance innovation and development in health and healthcare science and technology.


IX. Oversee health and healthcare publicity, education, health promotion, and information technology development, and organise and implement health and healthcare statistical surveys in accordance with the law. Organise and guide international exchanges, cooperation, and foreign aid initiatives within the health sector, and conduct exchanges and cooperation with Hong Kong, Macao, and Taiwan.


X. Oversee medical care for provincial dignitaries and provide medical support for major provincial conferences and events.


XI. Safeguard public health rights and interests, and uphold patients' fundamental rights during medical treatment.


XII. Coordinate and advance the Healthy Gansu Initiative. Lead implementation of the Framework Convention on Tobacco Control and rural revitalisation efforts within the health sector.


XIII. Oversee the Provincial Administration of Traditional Chinese Medicine and the Provincial Centre for Disease Control and Prevention. Provide professional guidance to the Provincial Family Planning Association.


XIV. Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and the National Health Commission.
