Gansu Provincial Department of Emergency Management Functional Information

The Gansu Provincial Department of Emergency Management implements the guiding principles, policies, and decisions of the Central Committee of the Communist Party of China and the Provincial Party Committee concerning emergency management. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over emergency management. Its principal responsibilities are as follows:


(1) Overseeing emergency management work, directing the province's response to sudden incidents including work safety incidents and natural disasters, and coordinating comprehensive disaster prevention, mitigation, and relief efforts. It is responsible for the comprehensive supervision and management of work safety, as well as the supervision and management of work safety within the industrial, mining, commercial, and trade sectors.


(2) Organising the formulation of provincial emergency system development plans, work safety strategies, and comprehensive disaster prevention and mitigation frameworks; drafting relevant local regulations and provincial government rules; implementing national regulations and standards.


(3) Guiding the development of emergency response plans, establishing and refining a graded response system for accidents, disasters and natural calamities; organising the formulation of provincial-level general emergency plans and specialised plans for work safety and natural disasters; coordinating the integration of emergency plans; organising plan drills; and promoting the construction of emergency shelters.


(iv) Lead the establishment of a unified emergency management information system; plan and deploy information transmission channels; establish monitoring, early warning, and disaster reporting systems; improve mechanisms for acquiring and sharing natural disaster information resources; and uniformly release disaster information in accordance with the law.


(v) Organise, guide and coordinate emergency rescue operations for work safety incidents and natural disasters. Undertake command and coordination for major disaster responses across the province. Conduct comprehensive assessments of incident developments and propose response recommendations. Assist responsible officials designated by the Provincial Party Committee and Provincial Government in organising major disaster emergency response operations.


(vi) Unify the coordination and command of all types of emergency specialist teams. Establish emergency coordination and linkage mechanisms. Promote the integration of command platforms. Facilitate the participation of the People's Liberation Army and Armed Police Forces stationed in Gansu in emergency rescue operations.


(vii) Exercising dual management responsibilities over the province's comprehensive fire and rescue services and forest firefighting units in accordance with regulations; supervising provincial-level mine rescue and hazardous chemical rescue teams. Guiding the development of social emergency rescue capabilities.


(viii) Overseeing fire safety work, guiding provincial fire supervision, fire prevention, and firefighting operations.


(9) Guide and coordinate the prevention and control of forest and grassland fires, floods and droughts, earthquakes, and geological disasters. Oversee comprehensive monitoring and early warning for natural disasters, and direct the conduct of integrated risk assessments for natural disasters.


(10) Organise and coordinate disaster relief efforts, directing the verification of disaster situations, assessment of losses, and management of relief donations. Manage, allocate, and supervise the use of disaster relief funds and materials.


(11) Exercises comprehensive safety production supervision and management authority in accordance with the law; guides, coordinates, and supervises the safety production work of relevant provincial departments and municipal/prefectural governments; organises safety production inspections and assessments.


(12) In accordance with the principles of hierarchical and territorial jurisdiction, supervises and inspects the implementation of safety production laws and regulations by industrial, mining, commercial, and trade production and operation units; oversees their safety production conditions and the safety management of relevant equipment (excluding special equipment), materials, and labour protective equipment. Oversee the work safety of central enterprises and provincially-owned enterprises in the industrial, mining, commercial, and trade sectors operating within Gansu Province. Organise and guide the implementation of the work safety access system in accordance with the law. Undertake comprehensive supervision of hazardous chemical safety and the supervision of work safety in the fireworks and firecrackers sector, while also assuming comprehensive supervisory responsibilities for coal mine work safety.


(13) Organise and guide the investigation and handling of production safety accidents and fire safety incidents in accordance with the law; supervise the implementation of accident investigations and accountability measures; organise the investigation and assessment of natural disaster-related emergencies.


(14) Conduct inter-provincial and international exchanges and cooperation in emergency management; organise participation in cross-regional, inter-provincial, and international rescue operations for emergencies such as work safety incidents and natural disasters.


(15) Formulate and implement plans for emergency material reserves and rescue equipment; collaborate with the Provincial Grain and Material Reserve Bureau and other departments to establish and improve emergency material information platforms and allocation systems, ensuring unified coordination during disaster relief operations.


(16) Oversee publicity, education, and training in emergency management and production safety; organise and guide scientific research, technological application, and informatisation development in emergency management and production safety.


(17) Undertake other tasks assigned by the Provincial Party Committee, Provincial Government, and the Ministry of Emergency Management.
