Foreign Affairs Office of the People's Government of Gansu Province

The Foreign Affairs Office of the People's Government of Gansu Province is a constituent department of the Provincial Government, also serving as the Hong Kong and Macao Affairs Office of the People's Government of Gansu Province at the directorate level. The Office of the Foreign Affairs Working Committee of the CPC Gansu Provincial Committee shares the same premises with the Foreign Affairs Office of the People's Government of Gansu Province.

Primary Responsibilities:

(1) To centrally manage foreign affairs and Hong Kong and Macao affairs throughout the province, implementing national foreign affairs and Hong Kong and Macao affairs policies and directives, as well as instructions and decisions from the Provincial Party Committee and Provincial Government concerning such matters.

(2) To formulate regulations, systems, and work plans for foreign affairs and Hong Kong and Macao affairs; inspect relevant departments and units' implementation of foreign affairs and Hong Kong and Macao affairs policies and foreign-related legislation; coordinate major foreign affairs and Hong Kong and Macao affairs activities; and handle significant foreign-related matters.

(3) Approving and reviewing official overseas delegations and invitations for foreign visitors to Gansu within its authorised scope; processing passports, travel permits, visas, and endorsements for official overseas personnel.

(iv) Organise the reception of state guests, party guests and other important foreign dignitaries visiting Gansu; receive foreign diplomatic personnel stationed in China conducting official business in Gansu; coordinate foreign affairs activities for leaders of the Provincial Party Committee, Provincial People's Congress, Provincial Government and Provincial People's Political Consultative Conference.

(v) Coordinate exchanges between our province and international sister provinces/states, sister cities and other twinned entities; process approval procedures for establishing international sister city relationships.

(vi) Overseeing the management of the China-Mongolia border in the province; guiding and participating in border defence talks and meetings.

(vii) Handling reception and management matters for foreign journalists and journalists from Hong Kong and Macao visiting Gansu for reporting purposes.

(viii) Managing provincial affairs concerning Hong Kong and Macao, and receiving important guests from these regions; jointly formulating policies and regulations with relevant departments on introducing capital, technology, and talent from Hong Kong and Macao, as well as donations from compatriots there; undertaking work to introduce capital and technology from Hong Kong and Macao.

(ix) Guide the work of social organisations including the Gansu Provincial People's Association for Friendship with Foreign Countries, the Gansu Provincial Association for the Promotion of International Exchange among Non-Governmental Organisations, and the Gansu Provincial International Friendship Liaison Association.

(x) Undertake the daily affairs of the Provincial Party Committee's Foreign Affairs Working Committee. Handle other matters assigned by the Provincial Party Committee, Provincial Government, and higher-level competent authorities.
