Lanzhou Municipal Bureau of Data Management

 The Lanzhou Municipal Data Bureau is a municipal government department operating at the deputy director-general level. It comprises the following internal divisions: the Office; the Policy, Legislation and Planning Section; the Data Resources Section; the Digital Government Promotion Section; and the Digital Technology and Infrastructure Development Section. It oversees the Municipal Big Data Centre. Its principal responsibilities are:

(1) Overseeing the coordinated advancement of planning and construction for Digital Lanzhou, Digital Government, and Digital Society. Implementing the national big data strategy, coordinating the city's data development plans, annual programmes, policy measures, and evaluation systems; facilitating the informatisation of public services and social governance. Supporting related work on digital economic development.

(2) Coordinating the establishment of fundamental data systems concerning data element property rights, circulation, distribution, and governance. Overseeing the development of the city's data element market, formulating policy recommendations for its cultivation, and promoting the establishment and growth of data trading platforms.

(3) Responsible for organising the formulation of digital infrastructure layout plans and coordinating the advancement of digital infrastructure deployment.

(4) Responsible for promoting the integration, sharing, and utilisation of data resources. Coordinate the graded and categorised management of data resources; undertake the collection, sharing, opening, and application integration of municipal government data, public data, and social data; and facilitate cross-sectoral and cross-departmental interconnectivity of information resources. Oversee municipal government informatisation construction and project management.

(v) Coordinate the advancement of scientific and technological breakthroughs in relevant data technologies and equipment.

(vi) In the specific execution of responsibilities concerning the establishment of fundamental data systems, the development of the data element market, data standards and specifications, and the construction of data infrastructure, fulfil corresponding data security duties and be responsible for implementing relevant data security policies.

(vii) Oversee external exchanges and cooperation in the city's data sector. Collaborate with relevant departments on data talent cultivation.

(viii) Oversee the city-wide development of new smart cities and the digital transformation of government, coordinating the application of data resources in government administration and social governance.

(ix) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Data Bureau.
